a.Consideration of a request from the Prairie Lake School, located at 404-408 E. Devon
Avenue, to waive FY 2025-26 business license fees in the amount of $200 and 2025 alarm
license fees in the amount of $50.
(The Prairie Lake School is seeking a waiver of FY2025-26 business license fees related
to the school's resale of food and general retail.
(The Prairie Lake School is also seeking a waiver of 2025 alarm license fees.
(It has been past practice of the Village Board to grant fee waivers for governmental and
non-profit organizations.
(The Director of Finance recommends approval).
b.Consideration of a request from the Elk Grove Farmers Market to waive business license
fees for the 2025 farmers market taking place on the parking lot grounds of Christus Victor
Lutheran Church in the amount of $100.
(Elk Grove Farmers Market is requesting a waiver for a general retail license fee ($100)
for its summer farmers market event for 2025.
(It has been past practice of the Village Board to grant fee waivers for governmental and
non-profit organizations.
(The Director of Finance recommends approval).

c.Consideration of a request from the Elk Grove Lions Club to waive the FY 2025-26
business license fee and temporary water connection permit fee for the use of a fire hydrant
for non-firefighting purposes for the July 4, 2025 Concert Event at Rotary Green in the
amount of $175.
(The Elk Grove Lions Club is seeking a waiver of the FY2025-26 business license fees for
one (1) food dealer license ($100) and one (1) fire hydrant deposit and connection permit
fee ($75).
(It has been pas practice of the Village Board to grant fee waivers for governmental and
non-profit organizations.
(The Director of Finance recommends approval).
d.Consideration of a request from the Community Consolidated School District 59, located
at 1001 Leicester Road, to waive FY 2025/26 vehicle sticker fees in the amount of $1,045.
(The Community Consolidated School District 59 is seeking a waiver of FY 2025/26
vehicle sticker fees for 1 passenger vehicle ($25), 18 Class-B trucks ($900), and 2 school
buses ($120) for a total waiver of $1,045.
(It has been past practice of the Village Board to grant fee waivers for governmental and
non-profit organizations.
(The Director of Finance recommends approval.)
e.Consideration to authorize payment for FY 2025-2026 membership dues to the Northwest
Municipal Conference (NWMC) in the amount of $16,734.12.
(The membership dues to the Northwest Municipal Conference is based on population and
is assessed at a per capita rate of $0.51.
(This is the same rate as the previous year's dues.)
f.Consideration to concur with prior authorization of a request to hold a Public Hearing
before the Plan Commission to consider the petition submitted by Commonwealth Edison
Company (ComEd) for a Special Use and associated variations for the expansion of the
substation at 1500 E Higgins Road and 1510 E Higgins Road.
(ComEd is petitioning the Village for a Special Use Permit and associated variations for
the expansion of the existing substation at 1500 and 1510 E Higgins Road.
(The Public Hearing will be held on May 19, 2025).
g.Consideration to award a professional service contract to M.E. Simpson Co., Inc. of
Valparaiso, IN for fire hydrant flow testing in the amount of $28,350 from the Water and
Sewer Fund.
(A proposal was solicited from M.E. Simpson Co., Inc. of Valparaiso, IN for fire hydrant
flow testing.
(M.E. Simpson Co., Inc. will perform flow testing on approximately 450 fire hydrants in
Elk Grove Village’s water distribution system.
(M.E. Simpson Co., Inc. will furnish all labor, material, transportation, tools, and
equipment necessary to flow test hydrants in the water distribution system.
(The project will also include complete reporting of all issues found, with a final
comprehensive report containing all hydrant flow data.
(The Director of Public Works recommends approval.)

h.Consideration to award a professional services contract to Tasty Catering of Elk Grove
Village, IL to provide staffing to manage food and drink as well as provide and set up
equipment for the Village’s annual Oktoberfest Celebration in an amount not to exceed
$46,853.25.
(The Village holds an annual Oktoberfest Celebration each September at Rotary Green.
(Tasty Catering has submitted a professional services proposal to provide staffing,
equipment, event tents, lighting, a stage, tables, and chairs for the event.
(Approval of this contract will allow the Village to reserve the event date and equipment
to ensure availability.
(Tasty Catering has successfully provided the same services for the Village's Oktoberfest
for the past seven years.
(There are adequate funds available in the General Fund.
(The event will take place on Friday, September 19 and Saturday, September 20, 2025.)
i.Consideration to waive the formal bidding process and award a contract to On Time
Embroidery, Inc. of Elk Grove Village, IL for Fire Department uniforms and safety shoes
in the amount of $64,500 from the General Fund.
(The Fire Department budgets annually for department uniforms and accessories.
(The Fire Department has purchased all of its uniforms from On Time Embroidery, Inc.
for the last seven years.
(The current contract request also includes the annual purchase of safety shoes.
(On Time Embroidery, Inc. is requesting a 14.3% price adjustment across all items over
the current year.
(The Fire Department enjoys a successful and responsive relationship with On Time
Embroidery, Inc. of Elk Grove Village, IL.
(The term of the contract is May 1, 2025 through April 30, 2026.
(Adequate funds are budgeted for this contract in the FY26 Fire Department General Fund
Budget.
(The Fire Chief recommends approval.)
j.Consideration to award a sole source purchase contract to Wintergreen Corporation of
Alpharetta, GA for the purchase of up to 10,300 strands of lights for the holiday lighting
and decorations at the Charles J. Zettek Municipal Complex and Veterans Memorial Park
in the amount not to exceed $90,000 from the General Fund.
(In previous years, the Public Works Department has received bids for the installation of
lights at both locations, with the contractor responsible for providing all lights.
(The Public Works Department has opted to purchase the lights directly from a
manufacturer.
(The Department carefully reviewed dozens of lighting options.
(The Department selected a set of white and colored lights provided by Wintergreen
Corporation of Alpharetta, GA.
(Adequate funds are available and budgeted in the General Fund.
(The Public Works Director recommends approval.)
k.Consideration to award a purchase contract through the TIPS Purchasing Cooperative to
Data Center Warehouse (DCW) of Laguna Hills, CA for the purchase of HP desktops,
Microsoft Surface computers and associated parts and support in the amount of $100,237.

(The Village has an established four-year rotating replacement cycle for its PC, laptop and
tablet hardware.
(The Village also previously standardized on a hardware vendor, Hewlett Packard (HP),
for desktops and laptops and Microsoft for tablets, whose units have been proven to handle
the demands of our increasingly complex networking and application needs.
(Each desktop will come with a 16gb of ram, 512 gb solid state hard drive, each laptop will
come with 16gb of ram, 256gb solid state hard drive, all with Windows 11, and a 3-year
warranty Similarly, each Surface will come 16gb of ram, 256gb solid state drive.
(The favorable price of these units is available to the Village by virtue of TIPS purchasing
cooperative contract (contract number 240101).
(The Director of Information Technology recommends approval.)
l.Consideration to award a purchase contract through the Illinois Joint Purchasing Master
Contract to TransChicago Truck Group of Elmhurst, IL for the purchase of a 5-ton tandem
axle chassis in the amount of $131,083 from the Capital Replacement Fund.
(Funds have been allocated in the FY2026 Budget to replace truck 716, a 2013
International 7400, due to excessive age, wear and costly repairs.
(The 5-ton tandem axle chassis is available through the Illinois Joint Purchasing Master
Contract from TransChicago Truck Group of Elmhurst, IL in the amount of $131,083.
(The Chassis is being purchased in advance of the dump body and plow to avoid tariff
charges being assessed by Freightliner Corporation. The dump body and plow will be part
of a future agenda as part of the ongoing build process.
(Adequate funds are available in the Capital Replacement Fund.
(The Director of Public Works recommends approval.)
m.Consideration to award a contract through the Municipal Partnering Initiative Joint Bid
pricing to Corrective Asphalt Materials, LLC of South Roxana, IL for the 2025
preventative street maintenance project in the amount of $185,368.05 from the Busse-
Elmhurst Redevelopment, General, and Business Leader Forum Funds.
(A proposal for applying Reclamite, a maltene-based rejuvenation agent, to Village
roadways was submitted by Corrective Asphalt Materials, LLC.
(The proposal extends the unit prices from the Municipal Partnering Initiative Joint Bid
opened by the Village of Winnetka, IL on February 28, 2024.
(The contractor will be placing Reclamite on the 9.4 miles of roadways that were
resurfaced in 2024.
(The Director of Public Works recommends approval.)
n.Consideration to award a contract to the lowest responsive and responsible bidder
Advanced Rehabilitation Technology of Bryan, OH for the 2025 manhole rehabilitation
project in the amount of $514,975.06 from the Water and Sewer Fund.
(On Tuesday, April 29, 2025, the Village opened sealed bids for the 2025 manhole
rehabilitation project.
(The project includes installation of internal chimney seals, bench and chimney repairs,
Obic manhole lining, television inspections, and a ten-year warranty.
(A total of two (2) contractors obtained contract documents, with one (1) submitting bids.
(The lowest responsive and responsible bid was received from Advanced Rehabilitation
Technology of Bryan, OH in the amount of $514,975.06.

(Adequate funds are available in the Water and Sewer Fund.
(The Director of Public Works recommends approval.)
o.Consideration to adopt Ordinance No. 3897 annexing certain right-of-way along North
Arlington Heights Road to Elk Grove Village.
(The public notice was published in the Chicago Sun Times on Thursday, May 2, 2025.
(The annexation of said property shall be rezoned to ITC Innovation and Technology
Center Zoning District in the Village of Elk Grove Village.)
p.Consideration to adopt Ordinance No. 3898 annexing certain property to the Village of Elk
Grove Village (92 North Arlington Heights Road).
(The public notice was published in the Chicago Sun Times on Thursday, May 2, 2025.
(Upon annexation, the Owner seeks to have the Property designated as O-T
Office/Transitional Zoning District.
(The Owner of the property has voluntarily requested annexation to the Elk Grove Village.)
q.Consideration to adopt Ordinance No. 3899 amending Title I, Section 1-7A-6.I (Village
Manager's Powers & Duties) of the Village Code of the Village of Elk Grove Village.
(This amendment increases the purchasing thresholds for formal written quotations and
approval by the Village Board.
(There is no change to the bid threshold of $25,000.
(The Director of Finance recommends approval.)
r.Consideration to approve Resolution No. 30-25 accepting the results of the canvass
conducted by the Canvassing Board of the Cook County Clerk's Office of the votes of the
Consolidated Election and proclaiming the results for Village Officials held on Tuesday,
April 1, 2025.
(A Consolidated Election was held in Elk Grove Village on April 1, 2025.
(The Cook County Clerk canvassed the results of the Election by April 22nd and, as
required by Statute, this Resolution accepts the results of the votes canvassed by the
Canvassing Board of the Cook County Clerk's Office.)

AN ORDINANCE ANNEXING CERTAIN RIGHT-OF-WAY ALONG NORTH
ARLINGTON HEIGHTS ROAD TO ELK GROVE VILLAGE_______________________
WHEREAS, pursuant to Section 7-1-10 of the Illinois Municipal Code (65 ILCS 5/7-1-
10), Elk Grove Village (“Village”) has the authority to annex territory contiguous to it, even though
annexed territory is dedicated or used for street or highway purposes under the jurisdiction of the
Illinois Department of Transportation; and
WHEREAS, pursuant to Section 7-1-1, et. seq. of the Illinois Municipal Code, notice of
the contemplated annexation and zoning of the territory once annexed as ITC Innovation and
Technology Center Zoning District was published in the Chicago Sun-Times, a newspaper of
general circulation in the territory hereinafter described, on May 2, 2025; said date being at least
ten (10) days prior to passage of this Ordinance; and
WHEREAS, notice of the contemplated annexation and zoning of the territory as ITC
Innovation and Technology Center Zoning District also was sent by certified mail to each taxpayer
of record in the territory hereinafter described on May 2, 2025; and
WHEREAS, it is in the best interest of Elk Grove Village that said territory be annexed to
and become part of the Village and that the territory be zoned as ITC Innovation and Technology
Center Zoning District upon annexation.
THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the Elk Grove
Village, Cook County, Illinois:
SECTION 1: That the findings set forth above are incorporated by reference into this
Section 1 as if fully set forth herein.
SECTION 2: That this Mayor and Board of Trustees further find as follows:
a. The territory described in Section 3 of this Ordinance is contiguous to Elk Grove
Village, as it runs adjacent and parallel to the existing corporate boundaries.
b. Such territory is not within the corporate limits of any municipality, but is contiguous
to Elk Grove Village, Cook County, Illinois, a municipality existing under the laws
of the State of Illinois.
c. Notice that the corporate authorities of Elk Grove Village are contemplating the
annexation of such territory and zoning the territory as ITC Innovation and

Technology Center Zoning District has been published not less than ten (10) days
prior to passage of this Ordinance as required by Section 7-1-13 of the Illinois
Municipal Code (65 ILCS 5/7-1-13).
d. That the territory herein described is not located in a public library district nor in a
fire protection district.
e. That the territory to be annexed does not include highways under the jurisdiction of
any township.
f. Notice of the proposed annexation has been given to the corporate authorities of Cook
County.
SECTION 3: That the territory is legally described as follows:
THAT PART OF ARLINGTON HEIGHTS ROAD, A 60 FOOT WIDE PUBLIC RIGHT
OF WAY, LYING NORTH OF THE SOUTH LINE OF THE SOUTHEAST QUARTER
OF SECTION 16, TOWNSHIP 41 NORTH, RANGE 11 EAST OF THE THIRD
PRINCIPAL MERIDIAN, BEING A STRIP OF LAND LYING 30 EITHER SIDE OF
THE CENTER LINE THEREOF DESCRIBED AS FOLLOWS: BEGINNING AT THE
INTERSECTION OF SAID CENTER LINE WITH THE SOUTH LINE OF SAID
SECTION 16; THENCE NORTHEASTERLY ALONG SAID CENTER LINE TO ITS
INTERSECTION WITH THE SOUTH LINE OF LOT 1 IN AUGUST BUSSE'S

FOLLOWS: BEGINNING AT THE INTERSECTION OF SAID CENTER LINE WITH
THE SOUTH LINE OF LOT 1 IN AUGUST BUSSE'S DIVISION AFORESAID;
THENCE NORTHEASTERLY ALONG SAID CENTER LINE TO ITS INTERSECTION

GENERALLY DESCRIBED AS: The right-of-way on the southeast side of Arlington
Heights Road from and along the existing boundary of Elk Grove Village to the Northwest
corner of the parcel upon which the Elk Grove Cemetery lies.
Be and the same is hereby annexed to the Elk Grove Village, Cook County, Illinois, all in
conformance with and as shown on the plats and maps of annexation of said territory prepared by
a registered land surveyor of the State of Illinois, attached hereto and made a part hereof as
EXHIBIT A.

SECTION 4: That the Village Clerk is hereby and herewith instructed, to promptly record
with the Recorder of Deeds of Cook County, Illinois:
(a) A copy of this Ordinance certified as correct by the Clerk of said Elk Grove
Village; and
(b) The plats of the land included in this annexation, as required by law, said plats
to be attached to the aforesaid certified copy of this Ordinance.
And to send a certified copy of this Ordinance, within 30 days of adoption, to the Cook County
Election Department/Commission, by certified or registered mail.
SECTION 5: The new boundary of Elk Grove Village shall extend to the far side of any
adjacent right-of-way, provided said right-of-way is not currently located within the corporate
limits of another municipality, and shall include all of every right-of-way within the area annexed
hereby.
SECTION 6: The territory upon annexation into Elk Grove Village shall be zoned ITC
Innovation and Technology Center Zoning District.
SECTION 7: That this Ordinance shall be in full force and effect upon and after its
adoption and approval as required by law.

AN ORDINANCE ANNEXING CERTAIN PROPERTY TO ELK GROVE VILLAGE
(92 NORTH ARLINGTON HEIGHTS ROAD)_____________________________________
WHEREAS, pursuant to Section 7-1-8 of the Illinois Municipal Code (65 ILCS 5/7-1-8),
Elk Grove Village (“Village”) has the authority to annex territory which is not within the corporate
limits of any municipality but which is contiguous to a municipality; and
WHEREAS, the record owner of the territory herein described has voluntarily requested
annexation to the Elk Grove Village; and
WHEREAS, pursuant to Section 7-1-1, et. seq., of the Illinois Municipal Code, notice of
the contemplated annexation and zoning of the territory once annexed as O-T Office/Transitional
Zoning District was published in the Chicago Sun Times, a newspaper of general circulation in the
territory hereinafter described, on May 2, 2025; said date being at least ten (10) days prior to
passage of this Ordinance; and
WHEREAS, notice of the contemplated annexation and zoning of the territory as O-T
Office/Transitional Zoning District also was sent by certified mail to each taxpayer of record in

SECTION 4: That the Village Clerk is hereby and herewith instructed, to promptly record
with the Recorder of Deeds of Cook County, Illinois:
a. A copy of this Ordinance certified as correct by the Clerk of said Elk Grove Village;
and
b. The plats of the land included in this annexation, as required by law, said plats to be
attached to the aforesaid certified copy of this Ordinance.
And to send a certified copy of this Ordinance, within 30 days of adoption, to the Cook County
Election Department/Commission, by certified or registered mail.
SECTION 5: The new boundary of Elk Grove Village shall extend to the far side of any
adjacent right-of-way, provided said right-of-way is not currently located within the corporate
limits of another municipality, and shall include all of every right-of-way within the area annexed
hereby.
SECTION 6: The territory upon annexation into Elk Grove Village shall be zoned O-T
Office/Transitional Zoning District.
SECTION 7: That this Ordinance shall be in full force and effect upon and after its
adoption and approval as required by law.

AN ORDINANCE AMENDING TITLE 1, SECTION 1-7A-6.1 (VILLAGE MANAGER’S
POWERS AND DUTIES) OF THE VILLAGE CODE OF THE VILLAGE OF ELK
GROVE VILLAGE
WHEREAS, the Village of Elk Grove Village is a home rule municipality as set forth in
Article VII, Section 6(a) of the Illinois Constitution, and as such is enabled to adopt legislation
relating to its government and affairs; and
WHEREAS, home rule municipalities have the authority to vary by Ordinance, statutory
provisions concerning purchasing and public work contracts.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Counties of Cook and DuPage, Illinois, in the exercise of its home
rule authority, as follows:
Section 1: That Section 1-7A-6.1 of Title 1 (Village Manager Powers and Duties) of the
Village Code be amended to be read as follows:
I. Direct and supervise the purchase of all materials, supplies, and equipment for which
funds are provided in the budget for amounts up to and including thirty-nine thousand,
nine hundred and ninety-nine dollars ($39,999). For expenditures equal to or greater than
fifteen thousand ($15,000) and up to and including twenty-five thousand dollars
($25,000), secure at least three (3) formal written quotations before making applicable
purchases, and if called upon by the Board of Trustees, be prepared to present the
quotations. For expenditures greater than twenty-five thousand dollars ($25,000) and up
to and including thirty-nine thousand, nine hundred and ninety-nine dollars ($39,999),
receive sealed bids for purchases or contracts, and if called upon by the Board of
Trustees, be prepared to present the bids. For purchases or contracts in excess of thirty-
nine thousand, nine hundred and ninety-nine dollars ($39,999), receive sealed bids for
purchases or contracts and present them to the Village Board of Trustees for approval and
advise the Board on the advantages or disadvantages of contract and bid proposals.
If circumstances warrant, such as the use of joint/cooperative purchasing, a sole source
contract, or for professional services, the requirement for quotations and formal bidding
process may be waived by the Village Manager for expenditures up to and including
thirty-nine thousand, nine hundred and ninety-nine dollars ($39,999), or by the Village
Board for expenditures greater than thirty-nine thousand, nine hundred and ninety-nine
dollars ($39,999).
No purchase shall be made, contract let or obligation incurred for any item for service
which exceeds the current working budget without prior approval by the Board of
Trustees. No contract in excess of thirty-nine thousand, nine hundred and ninety-nine
dollars ($39,999) shall be let except by the Board of Trustees. If circumstances warrant,
the Village may at its discretion issue request for sealed bids at a value lower than
twenty-five thousand dollars ($25,000).
The Village Manager may issue such rules governing purchasing procedures for the
Village within the context of the aforementioned regulations.
Section 2: That this Ordinance shall be in full force and effect from and after its passage,
approval, and publication according to the law.

A RESOLUTION ACCEPTING THE RESULTS OF THE CANVASS CONDUCTED BY
THE CANVASSING BOARD OF THE COOK COUNTY CLERK’S OFFICE OF THE
VOTES OF THE CONSOLIDATED ELECTION FOR VILLAGE OFFICIALS HELD ON
TUESDAY, APRIL 1, 2025 AND PROCLAIMING THE RESULTS
WHEREAS, a Consolidated Election was held in and for the Village of Elk Grove
Village, Counties of Cook and DuPage, Illinois, on Tuesday, April 1, 2025 for the purpose of
electing one (1) Mayor; three (3) Village Trustees - each for a four (4) year term; and three (3)
Library Trustees – two (2) for a six (6) year term; and one (1) for an unexpired two (2) year term;
and
WHEREAS, the Cook County Clerk canvassed the results of the election and as required
by Statute transmitted the following totals to the Village Clerk.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Cook and DuPage Counties, Illinois, as follows:
Section 1: That said election was duly held as provided by law.
