REGULAR VILLAGE BOARD MEETING
APRIL 28, 2026
7:00 PM 6. CONSENT AGENDA
o. Consideration to waive the formal bidding process and award a purchase contract to Phillip's Chevy of Frankfort, IL for the purchase of a 2026 Chevy Silverado 1500 Pickup Truck in the amount of $57,848.63 from the Water & Sewer Fund.
(Funds have been allocated in the FY2027 Water & Sewer Fund Budget to replace Unit 802, a 2010 Chevy Suburban. (The 2026 Chevy Silverado 1500 Pickup is available from Phillip's Chevy of Frankfort, IL
in the total amount of $57,848.63.
(Adequate funds are available in the Water & Sewer Fund. (The Director of Public Works recommends approval.)
p. Consideration to award a purchase contract through the Omnia Contract #156948 to The Fitness Connection of Elgin, IL for the purchase of fitness equipment for the interior renovation project in the Village Hall in an amount not to exceed $64,544 from the General Fund.
(Funds have previously been allocated as part of the Interior Renovations at Village Hall project to add fitness equipment to the Village's new fitness room. (The fitness equipment is available from The Fitness Connection of Elgin, IL for purchase through the National Cooperative Purchasing Alliance OMNIA Contract #156948 in the
total amount not to exceed $64,544. (Funds have previously been allocated and are available for this purchase. (The Chief of Police recommends approval.)
q. Consideration to adopt Ordinance No. 3939 amending Title 6, Chapter 3, of the Village Code related to All Night Parking.
(This Ordinance updates provisions of the code related to All Night Parking.)
r. Consideration to adopt Ordinance No. 3940 authorizing the Mayor to execute an agreement for The Disposal of Personal Property and an As-Is Equipment Sales Agreement Between

the Village of Elk Grove Village and Casey Equipment, Inc. of Arlington Heights, IL for a 2017 LeeBoy Paver, 5000 PathMaster.
(The Public Works Department recommends the disposal of a 2017 LeeBoy 5000 PathMaster Paver (Serial Number 151961), as the unit is no longer utilized by the Village and has become cost-prohibitive to operate due to rising maintenance expenses, discontinued parts, and the need for significant safety upgrades.
(The Department negotiated a direct sale with Casey Equipment Company of Arlington
Heights who offered a purchase price of $45,000. (It is recommend that an Ordinance be adopted authorizing the Mayor to execute an agreement for The Disposal of Personal Property and an As-Is Equipment Sales Agreement Between the Village of Elk Grove Village and Casey Equipment, Inc. of Arlington Heights,
IL for a 2017 LeeBoy Paver, 5000 PathMaster.
(The Director of Business Development & Marketing recommends issuing a Letter of Receipt.)
s. Consideration to adopt Resolution No. 33-26 in support of maintaining municipal local zoning and land use authority.
(Elk Grove Village has the responsibility to promote public health, safety and general
welfare by regulating land use, density and development standards within the Village in
relation to local zoning and land use. (The Village recognizes that municipal authority of land use and zoning is necessary to address separating incompatible land uses, protecting property values, managing traffic flow, ensuring adequate infrastructure and guiding orderly community growth.
(The ability for the Village to maintain its existing municipal authority for land use and
zoning is essential for the continuing community vitality of Elk Grove Village, and the Village opposes any actions by the State of Illinois to strip the Village of its ability to regulate land use, density and development standards.)
