The landscaper is willing to sell for $2 million, and as they are the middle property, they have the most leverage. The total estimated sale price is approximately $3.5 million, and Mayor Johnson advised that the remaining funds should be split with $900,000 going to the VFW and $600,000 to the Village. The VFW has been made aware of the potential sale and looks forward to the sale of the land. The land would be sold for development, and truck parking would no longer be permitted. The proposed change is to relocate the Fire Department's Inspectional Services Division to the Community Development Department. For the past few years, there have been issues in relation to permitting and construction when it comes to the Inspectional Services Division in the Fire Department, which often result in delays in certificates of occupancy for businesses. As the primary function of Community Development is permitting, the Inspectional Services Division will better serve the Community and a better operational fit in the Community Development Department. The transition will include the move of three employees from the Fire Department to Community Development. The Fire inspections personnel will still wear Fire Department uniforms. The space in the former file storage area located in the Community Development Department will be used for the creation of the additional offices. Fire Chief Rich Mikel is on board with this proposal and agrees this will be beneficial for the ISD division in addition to the businesses. Director of Community Development Jared Polony is also in favor of this change. The payroll for the employees will be kept in Fire Department although they will report to Jared in Community Development. The employee are inspectors, not sworn firefighters. The designation of Fire Marshal and what that title entails/where that responsibility belongs is being considered. The consensus of the Board was to approve the proposed change. The Mayor shared that a new Chairman will need to be appointed for the Plan Commission. Fred Geinosky has served on the Plan Commission for 45 years, and Kitty Weiner and Scott Carlson also have experience with running meetings and experience on the Plan Commission. The Board discussed the potential options for the next Chairman of the Plan Commission, which member of the Zoning Board to move up to the Plan Commission and who to appoint as a new ZBA member. Village staff suggested possibly considering Rich Romanski from the ZBA to move to the Plan Commission. The Mayor also noted that Mrs. Suyapa Garcia, who comes to Coffee with the Board and other public meetings, may be interested in getting involved on the ZBA. Mayor Johnson advised he would make some inquiries and get back to the Board on these appointments. The meeting was adjourned at 6:44 pm. Commander Sheara Garrison, Commander Shaun Berens, and Commander Bill Callahan applied for the position. The Board also discussed that Deputy Chief Dan Burke's position will be vacant in the near future. It is likely that the other Deputy Chief position will be filled by an outside candidate. There is interest in a candidate who previously worked at Buffalo Grove and is currently a deputy with the DuPage County Forest Preserve. The Mayor shared that the goal is to swear in a new Deputy Chief on June 18 at the Village Board meeting. Seven (7) Sergeants applied for the Commander opening which will be created following the promotion of a Commander to Deputy Chief. The sergeants that applied were Dan Doherty, Michael McIntyre, Thomas Malloy, Josh Swoboda, Jason Gottwald, Casey Kowalczyk, and Efren Pelayo. The meeting was adjourned at 6:04 pm. The Village Manager will follow up with Wingspan to determine when they will have the presentation ready to share. The consensus of the Board was to select three residents that participated in the naming contest for the development and offer them gift cards for participating since none of the submissions were close to "The Vue". The construction date for the development is still anticipated for August. Wingspan is working with their lender on removing title exceptions, but Shell has waived their right of first refusal. They anticipate the contracts to be finalized soon to acquire the properties from the Village and begin construction. The Board inquired why tenants have not finalized their agreements with Wingspan. Vinnie with the Bike Shop has agreed to the terms, they are waiting for the signed agreement. Vinny's Pizza has been slow to respond and they are waiting to finalize the agreement. Tensuke has requested another meeting to review additional items. Wingspan has not yet received approval from MWRD. They are also waiting on IDOT approval and sign off to use the existing curb cuts. There is no update on the environmental remediation from the former gas station. The Mayor asked if Subway has received approval from their corporate to move to the new development. Deputy Village Manager Jablonski advised she would ask Wingspan about Subway. Tenant agreements with Vivi Nails and Jarosch Bakery are completed. The name for the development is "The Vue at Elk Grove Village". A marketing package is being prepared and will be shared with the Board in August. The naming contest received submissions with the word "view" and those 13 individuals will receive a $75 gift card in the mail. The meeting was adjourned at 6:16 pm.
