A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS
PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION
ORDINANCE AS AMENDED JULY 27, 2018 FOR CERTAIN REAL ESTATE LOCATED
AT 1301 JARVIS AVENUE, ELK GROVE VILLAGE, ILLINOIS
WHEREAS, the Village of Elk Grove Village desires to promote the development of
industry in the Village of Elk Grove; and
WHEREAS, the Cook County Assessor is operating under an ordinance enacted by the
Cook County Board of Commissioners, and amended from time to time, the most recent
amendment becoming effective as of July 27, 2018, which has instituted a program to encourage
industrial and commercial development in Cook County known as the Cook County Real
Property Classification Ordinance; and
WHEREAS, in the case of abandoned property, if the municipality or the Mayor and Board
of Trustees, finds that special circumstances justify finding that the property is "abandoned" for
purpose of Class 613, even though it has been vacant and unused for less than 24 months, that
finding, along with the specification of the circumstances, shall be included in the resolution or
ordinance supporting and consenting to the Class 6B application. Such resolution or ordinance
shall be filed with the eligibility application. If the ordinance or resolution is that of a
municipality, the approval of the Board of Commissioners of Cook County is required to validate
such shortened period of qualifying abandonment, and a resolution to that effect shall be
included with the Class 6B eligibility application filed with the Assessor; and
WHEREAS, the Petitioner has applied for or is applying for Class 6B property status
pursuant to said aforementioned ordinance for certain real estate located at 1301 Jarvis Avenue,
in the Village of Elk Grove Village, Cook County, Illinois, with the Property Index Number
08-27-400-073-0000, and has proven to this Board that such incentive provided for in said
ordinance is necessary for development to occur on this specific real estate.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Counties of Cook and DuPage, Illinois:
Section 1: That the request of the Petitioner to have certain real estate located at
1301 Jarvis Avenue, Elk Grove Village, Cook County, Illinois, identified by Property Index
Number 08-27-400-073-0000, declared eligible for Class 6B special circumstances status
pursuant to the Cook County Real Property Classification Ordinance as amended July 27, 2018,
is hereby granted in that this Board and the Village of Elk Grove Village, Illinois, has determined
that the incentive provided by the said Class 6B Tax Incentive Ordinance is necessary for the
said development to occur on the subject property, legally described as follows:
THAT PART OF THE WEST 1/2 OF THE NORTH WEST 1/4 OF SECTION 32,
TOWNSHIP 41 NORTH, RANGE 11 EAST OF THE THIRD PRINCIPAL MERIDIAN,
COMMENCING AT THE INTERSECTION OF THE CENTER LINE OF THE STATE
ROAD AND SOUTH STREET, THENCE SOUTH ON THE CENTER LINE OF THE
STATE ROAD 2 1/2 CHAINS, THENCE WEST 2 CHAINS; THENCE NORTH 2 1/2
CHAINS TO THE CENTER LINE OF THE STATE ROAD AND SOUTH STREET,
THENCE EAST ON THE CENTER LINE OF SOUTH STREET 2 CHAINS TO THE
PLACE OF BEGINNING ALL IN COOK COUNTY, ILLINOIS.
Section 2: That the Special Circumstances as outlined by the petitioner are attached hereto
as Exhibit "A" and made a part thereof.
Section 3: That the Village of Elk Grove Village, Illinois hereby supports and consents to
the Class 6B Application and approves the classification of the subject property as Class 6B
property pursuant to the Cook County Real Property Classification Ordinance and the Class 6B
tax incentives shall apply to the property identified as Permanent Real Estate Index Number
08-27-400-073-0000. Elk Grove Village is in receipt of an economic disclosure statement that is
required with the application packet.
Section 4: That the Mayor and Village Clerk are hereby authorized to sign any necessary
documents to implement this Resolution subject to the petitioner completing the following
conditions within twelve months of closing:
a. Upgrade the fagade;
b. Update landscaping;
c. Interior/exterior build out;
d. Reconstruct the dock drive and apron per Village standards as needed;
e. Resurface and seal coat the parking lot and drive as necessary;
f. Installation of metal or composite panels over existing brick, and various other
renovations.
Section 5: That this Resolution shall be in full force and effect from and after its passage
and approval according to law.

1301 Jarvis LLC (the "Applicant") is the contract -purchaser of the above -referenced property (the
"Subject Property"), and is requesting a Resolution from Elk Grove Village supporting and consenting to a
Class 6b Tax Incentive for the Subject Property based on Substantial Rehabilitation and Re -Occupation of
Abandoned Property with a purchase for value, Special Circumstances & Substantial Rehabilitation. The
Subject Property has been 100% vacant and unused since Carr Machine & Tool vacated on July 21, 2021.
The Subject Property currently consists of an approximately 5,690 square foot industrial facility, sited
on approximately 15,400 square feet of land. The property was constructed in 1980 and features 13' clear
height, one (1) loading dock, and one (1) drive in door.
Potential Occupant & Emolovment
The Applicant plans lease the property to a related entity, the Brian Allendorfer Company, Inc.
("BAC" or the "Occupant") a fifth generation roofing and contracting company. The company was originally
founded in 1885 in Chicago by German Native, Philip Allendorfer. Beginning initially as a moonlighting
activity, the trade soon a career that would be passed down for the next five (5) generations.
Brian Allendorfer Company, Inc. is a licensed, bonded and insured roofing contractor with
experience in residential, commercial and industrial roofing installation. The company is a member of the
National Roofing Contractor Association as well as the Chicago Roofing Contractors Association, and is
consistently "A" rated with the Better Business Bureau each year. BAC staffs each project with highly
responsive, knowledgeable professionals who are current with the latest technology and installation
techniques in the field.
In addition to roofing services, the company's general contractors are well equipped to handle various
other projects such as masonry, tuck -pointing, concrete, doors, windows, HVAC, drywall, windows, and
flooring. The company not only specializes in residential work, but also commercial and industrial work of
varying scope and size. BAC has recently finished projects ranging from a rooftop bar/club renovation of the
Lakeview Baseball Club in Wrigleyville, a complete interior demo and buildout at the Metro Prep School in
Arlington Heights, historic property renovations on the North Shore, and multiple rooftop patio decks in the

Chicago property and transfer its 10 full time employees to Elk Grove Village. BAC currents has 5-6 office
workers and 4-5 warehouse workers, with plans to expand. Depending on continued growth and based on the
current parking situation, the Applicant intends on hiring five (5) new full time employees to the property of
the life of the incentive. The Applicant expects BAC's employees and will frequent Village restaurants, gas
stations, stores and more. The company will also attract both new and returning customers who will frequent
nearby establishments. According to the attached employee economic impact chart, 10-15 full time
individuals arc cstimated to spend between $42,000 — $63,000 per year in the Village on gas, entertainment,
groceries, etc. The Applicant also expects the proposed improvements described below to result in
approximately 10-20 temporary construction jobs.
Subject Property Improvements
The Applicant is still in the progress of receiving estimates, but plans to spend upwards of $250,000
to $300,000 to make various improvements and repairs to the Subject Property. As part of these
improvements, the Applicant plans to do significant interior, exterior and landscaping work. The Applicant
plans to install a new concrete drive aprons, a new metal or composite panels over the existing brick, a new
metal awning, new second story with storefront fagade, matching non-structural columns, new front double -
doors, new accessible walkway, and infill the existing dock. Inside the property, the Applicant is planning
rehabilitate or install new utility systems and significantly upgrade the existing office area. Please see the
enclosed survey, property renderings, landscaping plan with proposed improvement annotations.
Real Estate Tax and Economic Analysis
After the purchase of the property and completion of improvements, the Subject Property is projected
to have a market value of approximately $815,000, which would generate an estimated $294,221 in total
taxes over the life of the Class 6b Tax Incentive (approximately $21,794 per year). Without the renewal and
with full vacancy relief, the property would generate a total of $188,623 (or approximately $15,719 per year)
over 12 years. Overall, should the incentive be approved, the Subject Properly is expected to generate over
$100,000 more in property tax revenue than if it becomes vacant. As mentioned above, in addition to the
increased property tax revenues the Brian Allendorfer Company's presence will significantly benefit the
local community. In total, the purchase, rehabilitation and reoccupation of the Subject will generate
approximately $600,000 in additional revenue over the life of the incentive.
"But -For" Condition Statement
Without the assistance from the Class 6b Tax Incentive, the Applicant will not purchase nor improve
the Subject Property. The Applicant has determined that without the incentive, the heavy Cook County
property tax burden (26%+ Effective Tax Rate) will force the Applicant to consider neighboring county or
state for the project. In the event that the Applicant does not purchase the Subject Property, it will remain
vacant and unused, thereby lowering its total taxes.
Conclusion
Based on the foregoing, the Applicant requests that Elk Grove Village review its Class 6b Tax
Incentive request and approve a Resolution supporting and consenting to a Class 6b Tax Incentive for the

Petition for Cook County Class 6B Property Tax Abatement
The Village of Elk Grove prides itself on being a business friendly community. As such, the Village
supports the use of the Cook County Class 6B Tax Abatement in cases where it is established that a tax
disparity exists and is detrimental to tenancy and where the project presents a clear benefit to the
community. The Village reserves the right to review applications and render its approval or disapproval
based on the information provided.
Adhering to all Village codes and ordinances with respect to building and landscaping alterations is
required. Furthermore, proposed building and landscaping construction must follow the design
guidelines promulgated in the Industrial and Commercial Revitalization Master Plan Update for 2011.
Proposed enhancements should be in accordance with the attached Industrial Design Guidelines Packet.
The purpose of the Cook County Class 6B Properly Tax Abatement Program is to stimulate the re -
occupancy of vacated industrial buildings through a reduction in property taxes. Property approved for
Class 6B status allows the owner of the property to have the assessment level lowered for a period of
twelve years. Under the program the assessment schedule is 10% of fair market value for ten years then
15% in the eleventh year and 20% in the twelfth year. Industrial property is regularly assessed at 25%
of fair market value in Cook County.

I - INITIATION:
The following procedures are necessary for a completed petition for Cook County Class 6B Property
Tax Abatement consideration:
A. Documents required:
1. Petition (attached) completed in full
2. Detailed Letter of Transmittal demostraing need for the incentive "But For Clause."
3. Completion of Class 611 Eligibility Checklist
5. Legal description of the property.
6. Photographs, both aerial and land based, of the area for which the property tax exemption is
requested
7. Detailed rehabilitation plans with color elevations and site plan
8. Detailed rehabilitation budget showing itemized total cost
9. Detailed landscaping plan and signage plan with color elevcations
10. For new construction, detailed colored elevations and an architectural site plan
B. Fees:
Submit a check made payable to the Village of Elk Grove Village to meet the following:
1. $1,000.00 filing fee.
Documents and fees are to be submitted to the Village Manager's Office, Attn: Director of
Marketing & Business Development, 901 Wellington, Elk Grove Village, Illinois 60007.
II - REVIEW AND PROCESSING
Upon receipt of the petition for Cook County Class 6B Property Tax Abatement and fee, the
Director of Business Development & Marketing will:
A. Examine the request for compliance with the above requirements for information, documents and
fees. Incomplete inquiries will be returned to the petitioner or applicant for their action. Step "B"
will be taken when all petition requirements have been fulfilled.
B. Distribute petition and required documents for departmental review and comment by Village
Manager's Office, Community Development, Public Works, and Finance. Departments will submit
written comments to Director of Business Development & Marketing.
C. Department comments will be communicated to applicant for correction.
D. When your application is determined to be complete by staff, the petition will be presented to the
Mayor & Board of Trustees at the next regularly scheduled Village Board Meeting for
consideration.
E. Fully completed petitions will be reviewed by the Mayor & Board of Trustees to ensure that the
project has a clear and demonstrated benefit to the community. If the project is deemed to have
merit and the Applicant has demonstrated that the project could not occur without the assistance
provided by the Cook County Class 6B Property Tax Abatement, then the Mayor & Board of
Trustees will provide the applicant with a Letter of Receipt from the Village.
This letter may be used to inform the Cook County Assessor's Office that Elk Grove Village is in
receipt of the Applicant's request for a Cook County Class 6B Property Tax Abatement. The Letter
of Receipt is not a guarantee of approval and the Applicant can move ahead with their project at
their own risk.
F. The Village will maintain contact with the applicant to ensure that the stated obligations have been
met.
G. Once the stated obligations have been met, Village staff will present a Resolution of Support to the
Mayor & Board of Trustees at a regularly scheduled Village Board Meeting for consideration.
III -FINAL ACTION
Upon their review, the Mayor and Board of Trustees at a Village Board Meeting will:
A. Deny the request
B. Approve the request with or without modification
C. Adopt appropriate resolution
If approved, the Applicant will receive a certified copy of the Village's Resolution in support of the
Cook County Class 6B Property Tax Abatement.
NOTE: While the Village will do its best to expedite the review and approval process,
applicants should allow at least 30 days for review by staff and consideration by the
Mayor & Board of Trustees. Furthermore, additional time may be needed depending
on the complexity of the development.

Elk Grove Village Class 6B Property Tax Terms and Agreement
The APPLICANT shall perform the WORK upon the SUBJECT PROPERTY located at 1301 Jarvis
Avenue in accordance with the PLANS and in full compliance with all applicable codes, ordinances, rules,
regulations, permits, and plans as outlined in Attachment A, imposed by the VILLAGE, and shall complete the
WORK in a good and workmanlike manner or risk voiding this agreement. The WORK shall include all building
and landscaping alterations as proposed by the APPLICANT in exchange for the VILLAGE'S approval of a Cook
County Class 613 Property Tax Abatement.
The APPLICANT, will be issued a Letter of Receipt upon submission of a completed Elk Grove Village
Class 6B Application Packet. This letter may be used to inform the Cook County Assessor's Office that the Village
of Elk Grove is in receipt of the Applicant's request for a Cook County Class 6B Property Tax Abatement. The
Letter of Receipt is not a guarantee of final approval and the Applicant may move ahead with their project at their
own risk.
The Letter of Receipt will serve as official notice that the APPLICANT is eligible for the incentive;
however, final approval is not complete until there is an official Resolution passed by the Village. The Resolution
will not be executed until such time all proposed work is complete. The APPLICANT has 365 days from taking
ownership or tenancy to complete all proposed alternations and submit a full accounting of costs. If costs are not
consistent with promises made in the original application, the APPLICANT may not be granted a final resolution
of 6B approval.
This AGREEMENT sets forth all the promises, inducements, agreements, conditions and undertaking
between the APPLICANT and the VILLAGE relative to the subject matter thereof, and there are no promises,
agreements, conditions or understandings, either oral or written, expressed or implied, between them, other than
as set forth herein. No subse ent alteration, amendment, change or addition to this AGREEMENT shall be
binding upon the PA RTi eret unless authorized in accordance with the law and reduced in writing and signed
by them.

The APPLICANT shall perform the WORK upon the SUBJECT PROPERTY as outlined below:

Please note, all improvements must conform to Village codes and ordinances. At the time of plan
review and permitting, the Village reserves the right to alter the applicant's plans to ensure conformity.
The 6B will not be granted until all improvements are completed to the satisfaction of the Village. Any
alteration of the proposed work by the applicant after Village Board approval requires additional
Village Board approval.
The aforementioned items must be completed in accordance with the application packet submitted and
enumerated in the resolution.

1301 Jarvis LLC (the "Applicant") is the contract -purchaser of the above -referenced property (the
"Subject Property"), and is requesting a Resolution from Elk Grove Village supporting and consenting to a
Class 6b Tax Incentive for the Subject Property based on Substantial Rehabilitation and Re -Occupation of
Abandoned Property with a purchase for value, Special Circumstances & Substantial Rehabilitation. The
Subject Property currently consists of an approximately 5,690 square foot industrial facility, sited on
approximately 15,400 square feet of land. The property was constructed in 1980 and features 13' clear height,
one (1) loading dock, and one (1) drive in door.
A number of Special Circumstances exist for this property. First, the Subject Property has not been
vacant for 12 continuous months; however, the facility has been 100% vacant and unused since Carr Machine &
Tool on July 21, 2021. Without the incentive with special circumstances, the property will almost certainly sit
vacant until late July, at which time the property would be eligible for the incentive without special
circumstances. By allowing the property to sit vacant until the year vacancy mark will delay renovations and
build -out until sometime near the end of 2022, with occupancy occurring sometime in 2023. As a result, the
property will receive substantial vacancy relief, significantly lowering taxes as well as potential employment
and other economic and societal benefits resulting from the re -occupation.
The property has also had multiple potential deals fall through in the preceding months, some of which
related to the increasing property taxes. Based on the increasing Cook County tax burden, industrial properties
without a tax incentive are at a distinct disadvantage, especially in Elk Grove Village. The 2020 effective tax
rate of 24.35% and Cook County's 25% level of assessment for Industrial properties puts a massive strain on
any developer or tenant interested in the Property.
As indicated above, the property is over 40 year of age and quickly deteriorating, both in terms of
efficiency and in terms of appearance. The property also only features a clear height of 13', which is too low for
a number of modern industrial users. Fortunately for the Applicant, the size and layout of the property will work
synergistically with the nature of the industrial use. Next, passing the tax incentive also allows the current
owner of the property to divest itself of the asset, allowing the Applicant to begin improvements at the Subject
Property, and the Seller to finish build -out and re -occupation on its own new Elk Grove property,
Lastly, due to the unforeseen circumstances posed by the COVID-19 Virus, the Applicant needs the
assistance and savings from the 6b tax incentive in order to substantially rehabilitate the property. In order to
get the property ready for operations, the Applicant will be required to spend over $250,000 on repairs,
renovations, new systems and code issues. With the inevitable economic slowdown, increasing inflation, rising
material costs and potential of a next wave of the virus, the Applicant will be unable to close and renovate the
Subject Property, and may be required to look outside of the particular municipality, County or State for relief.

each year. BAC staffs each project with highly responsive, knowledgeable professionals who are
current with the latest technology and installation techniques in the field.
In addition to roofing services, the company's general contractors are well equipped to
handle various other projects such as masonry, tuck -pointing, concrete, doors, windows, HVAC,
drywall, windows, and flooring. The company not only specializes in residential work, but also
commercial and industrial work of varying scope and size. BAC has recently finished projects
ranging from a rooftop bar/club renovation of the Lakeview Baseball Club in Wrigleyville, a
complete interior demo and buildout at the Metro Prep School in Arlington Heights, historic
property renovations on the North Shore, and multiple rooftop patio decks in the Lincoln Park

The Applicant is still in the progress of receiving estimates, but plans to spend upwards
of $250,000 to $300,000 to make various improvements and repairs to the Subject Property. As
part of these improvements, the Applicant plans to do significant interior, exterior and
landscaping work. The Applicant plans to install new concrete drive aprons, new metal or
composite panels over the existing brick, a new metal awning, new second story with storefront
fagade, matching non-structural columns, new front double -doors, new accessible walkway, and
infill the existing dock. Inside the property, the Applicant is planning rehabilitate existing or
install new utility systems along with significantly upgrading the existing office area. Please see
the enclosed survey, property renderings, & landscaping plan with proposed improvement
annotations.
After the purchase of the property and completion of improvements, the Subject Property
is projected to have a market value of approximately $815,000, which would generate an
estimated $294,221 in total taxes over the life of the Class 6b Tax Incentive (approximately
$21,794 per year). Without the renewal and with full vacancy relief, the property would generate
a total of $188,623 (or approximately $15,719 per year) over 12 years. Overall, should the
incentive be approved, the Subject Property is expected to generate over $100,000 more in
property tax revenue than if it becomes vacant. As mentioned above, the Brian Allendorfer
Company's presence will significantly benefit the local community in addition to the increased
property tax revenues. In total, the purchase, rehabilitation and reoccupation of the Subject will
generate approximately $600,000 in additional revenue over the life of the incentive.

This supplemental eligibility application is for properties that have been abandoned (due to special circumstances)
where there has been no purchase for value and the buildings and other structures have been vacant and unused
for at least three continuous months and applicant has provided sufficient documentation to establish that such
applicant will create or maintain at least 250 jobs for employees at the subject location.
The CEERM Program shall be limited to the party who is the initial applicant of the Class 6B Incentive under
the CEERM Program and the subject of the municipal Resolution or Ordinance.
Under the CEERM Program, qualifying industrial real estate would be eligible for the Class 6B level of assessment
from the date of substantial re -occupancy of the abandoned property. Properties receiving the Class 6B will be
assessed at 10% of market value for the first 10 years, 15% in the I th year and 20% in the 12th year. The terms
of this program are Not Renewable.

LOCAL APPROVAL
A certified copy of a resolution or ordinance from the municipality in which the real estate is located (or the
County Board, if the real estate is located in an unincorporated area) should accompany this Application. The
ordinance or resolution must expressly state that the municipality supports and consents to this Class 6B
Application and that it finds Class 6B necessary for development to occur on the subject property. If a resolution
is unavailable at the time the application is filed, a letter from the municipality or the County Board, as the case
may be, stating that a resolution or ordinance supporting the incentive has been requested may be filed with this
application instead. If the applicant is seeking to apply based on the reoccupation of abandoned property and
will be seeking a finding of "special circumstances" from the municipality, in addition to obtaining a letter from
the municipality confirming that a resolution or ordinance supporting the incentive has been requested, the
applicant must file a letter from the County Board confirming that a resolution validating a municipal finding
of special circumstances has been requested. If, at a later date, the municipality or the County Board denies the
applicant's request for a resolution or ordinance, the applicant will be deemed ineligible for the Class 6B
incentive, whether or not construction has begun. In all circumstances, the resolution must be submitted by the
time the applicant files an "Incentive Appeal".
