A RESOLUTION AUTHORIZING THE VILLAGE OF ELK GROVE TO APPLY FOR
FUNDING ASSISTANCE THROUGH THE ILLINOIS ENVIRONMENTAL
PROTECTION AGENCY PROVIDING LOCAL ASSURANCE TO SUPPORT
IMPROVEMENTS WITHIN THE VILLAGE
WHEREAS, the Village of Elk Grove Village (the "Village") is an Illinois home rule
municipal corporation organized and operating under the Constitution and laws of the State of
Illinois; and
WHEREAS, the Mayor and Board of Trustees of the Village of Elk Grove Village, Cook
County, Illinois desire to improve and enhance the Village's drainage and ditches; and
WHEREAS, the Village is applying to the Illinois Environmental Protection Agency (the
"IEPA) for federal funding assistance through the Clean Water Act Section 319(h) Nonpoint
Source Pollution Control Program. Eligible projects include streambank and ditch stabilization,
erosion control measures, planning activities and best management practice implementation; and
WHEREAS, the Village proposes repairs to ditch number 55 (starting from Busse Road
and Jarvis Avenue northwest to Dierking Terrace at the Village limit) and ditch number 217
(starting from the south side of Devon Avenue, west of Brickvale Drive continuing behind
United Lane and Pan Am Boulevard, ending at Elmhurst Road), with construction expected in
2029-2030; (the "Project"); and
WHEREAS, the total cost of the Project is estimated at $3,100,000, of which the Village
is requesting grant funding of $1,860,000, leaving the Village responsible for an amount
estimated at $1,240,000; and
WHEREAS Section 319(h) applications require a resolution of support from the Village
Board certifying that the Village is able to manage, maintain and operate the improvements; can
finance and construct the Project; and will proceed within the timeline required by the grant; and
WHEREAS, The Mayor and Board of Trustees of the Village find and believe it to be in
the best interests of the Village to authorize staff to apply for federal funding for the Project;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Counties of Cook and DuPage, State of Illinois, that the Village
staff is authorized to apply through the IEPA for federal funding assistance through the Clean
Water Act Section 319(h) Nonpoint Source Pollution Control Program to assist in the funding of
the above -described Project.
BE IT FURTHER RESOLVED by the Mayor and Board of Trustees of the Village of
Elk Grove Village, Counties of Cook and DuPage, Illinois as follows:
Section 1: The Mayor and Board of Trustees certify that they are willing and able to
manage, maintain and operate the improvements, and are further able to finance and construct
the Project.
Section 2: The Mayor and Board of Trustees affirm that, if selected, the Project will
commence within the timeline as outlined in the Grant application.
Section 3: The Village Manager is hereby authorized and designated to act as the
representative of the Village of Elk Grove Village to execute the grant agreement, amendments,
and all required documentation necessary to receive and expend grant funds.
Section 4: This Resolution shall be in full force and effect immediately from and after its
passage and approval according to law.
