HomeMy WebLinkAboutRESOLUTION - 45-26 - 7/14/2026 - 1775 Lively Blvd. 6BRESOLUTION NO.45-46 A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED FROM TIME TO TIME FOR CERTAIN REAL ESTATE LOCATED AT 1775 LIVELY BOULEVARD, ELK GROVE VILLAGE, ILLINOIS ,(MAPA, LLC) WHEREAS, the Village of Elk Grove Village desires to promote the development of industry in the Village of Elk Grove; and WHEREAS, the Cook County Assessor is operating under an ordinance enacted by the Cook County Board of Commissioners, and amended from time to time, which has instituted a program to encourage industrial and commercial development in Cook County known as the Cook County Real Property Classification Ordinance; and WHEREAS, in the case of abandoned property, if the municipality or the Mayor and Board of Trustees, finds that special circumstances justify finding that the property is "abandoned" for purpose of Class 6B, even though it has been vacant and unused for greater than 12 months, that finding, along with the specification of the circumstances, shall be included in the resolution or ordinance supporting and consenting to the Class 6B application. Such resolution or ordinance shall be filed with the eligibility application. If the ordinance or resolution is that of a municipality, the approval of the Board of Commissioners of Cook County is required to validate such shortened period of qualifying abandonment, and a resolution to that effect shall be included with the Class 6B eligibility application filed with the Assessor; and WHEREAS, the Petitioner has applied for or is applying for Class 6B property status pursuant to said aforementioned ordinance for certain real estate located at 1775 Lively Boulevard, in the Village of Elk Grove Village, Cook County, Illinois, with the Property Index Number 08-34-204-013-0000, and has proven to this Board that such incentive provided for in said ordinance is necessary for development to occur on this specific real estate. Elk Grove Village is in receipt of an economic disclosure statement and a prevailing wage affidavit that are included with the application packet. Section 4: That the Mayor and Village Clerk are hereby authorized to sign any necessary documents to implement this Resolution subject to the petitioner completing the following conditions as shown in the petitioners Class 6B application within twelve months of the approval of this Resolution: 2 a. Removing and replacing a damaged section of the loading dock apron (approximately 325 feet); b. Resurfacing the existing parking lot; c. Rear drainage ditch will be cleared, seeded, and install an erosion control blanket; d. Remove and infill a 3' x 7" man door located on the northwest side of building; e. Furnish and install a new EIFS/Dry-Vit system on the fagade; f. Paint the exterior; and g. Upgrade the landscape. As such, the Village supports the use of the Cook County Class 6B Tax Abatement in cases where it is established that a tax disparity exists and is detrimental to tenancy and where the project presents a clear benefit to the community. The Village reserves the right to review applications and render its approval or disapproval based on the information provided. Adhering to all Village codes and ordinances with respect to building and landscaping alterations is required. Furthermore, proposed building and landscaping construction must follow the design guidelines promulgated in the Industrial and Commercial Revitalization Master Plan Update for 2011. Proposed enhancements should be in accordance with the attached Industrial Design Guidelines Packet. The purpose of the Cook County Class 6B Property Tax Abatement Program is to stimulate the re - occupancy of vacated industrial buildings through a reduction in property taxes. Property approved for Class 6B status allows the owner of the property to have the assessment level lowered for a period of twelve years. Under the program the assessment schedule is 10% of fair market value for ten years then 15% in the eleventh year and 20% in the twelfth year. Industrial property is regularly assessed at 25% of fair market value in Cook County. I - INITIATION: The following procedures are necessary for a completed petition for Cook County Class 6B Property Tax Abatement consideration: A. Documents required: 1. II - REVIEW AND PROCESSING Upon receipt of the petition for Cook County Class 6B Property Tax Abatement and fee, the Director of Business Development & Marketing will: A. Step "B" will be taken when all petition requirements have been fulfilled. B. Distribute petition and required documents for departmental review and comment by Village Manager's Office, Community Development, Public Works, and Finance. The WORK shall include all building and landscaping alterations as proposed by the APPLICANT in exchange for the VILLAGE'S approval of a Cook County Class 6B Property Tax Abatement. The APPLICANT, will be issued a Letter of Receipt upon submission of a completed Elk Grove Village Class 613 Application Packet. This letter may be used to inform the Cook County Assessor's Office that the Village of Elk Grove is in receipt of the Applicant's request for a Cook County Class 6B Property Tax Abatement. The Letter of Receipt is not a guarantee of final approval and the Applicant may move ahead with their project at their own risk. The Letter of Receipt will serve as official notice that the APPLICANT is eligible for the incentive; however, final approval is not complete until there is an official Resolution passed by the Village. The Resolution will not be executed until such time all proposed work is complete. The APPLICANT has 365 days from the execution of this Agreement to complete all proposed alterations and submit a full accounting of costs. If costs are not consistent with promises made in the original application, the APPLICANT may not be granted a final resolution of 6B approval. Any alteration of the proposed work requires Village approval. Please note all improvements must conform to the Village codes and ordinances. At the time of plan review and permitting, the Village reserves the right to alter the applicant's plan to ensure conformity. We have filed a Class 6B Eligibility Application with the Cook County Assessor. We are requesting the Class 6B real estate tax incentive based on substantial rehabilitation and special circumstances where there was no purchase for value, but the period of abandonment prior to the application was continuous for 12 months or greater. The property is currently owned by MAPA, LLC, managed by Giovanni and Maria Gullo, which is an LLC under the Gullo International Development Corporation. Enclosed for your review is a completed Class 6B application. The subject property has been vacant since June 2025, when the previous tenant vacated. Applicant would like to begin the rehabilitation and renovation of the existing 37,600-square-foot building, situated on approximately 70,000 square feet of land. The subject property requires repairs and rehabilitation to modernize and attract a new tenant. The rehabilitation project would be contracted by Gullo International Development Corporation, along with other third -party construction trades. The estimated construction is set to take place beginning in June/July 2026. The building will consist of 3,000 square feet of office space, 3 interior docks, 2 drive-in doors, and 21-foot ceilings. The future tenant is unknown but will be an industrial user seeking office and warehouse space for distribution, manufacturing, or freight -forwarding operations. Based on the size of the building, Applicant presumes the property will bring approximately 28 full-time jobs. The project will include removing and replacing a damaged section of the loading dock apron (approximately 325 square feet) and resurfacing the existing parking lot. Additionally, the rear drainage ditch will be cleared, and Applicant will seed, install an erosion control blanket, and remove and infill a 3' x 7' man door located on the northwest side of the building. Applicant will furnish and install a new EIFS/Dry-Vit system on the fagade, paint the exterior, and upgrade the landscape. The original basis of the Class 6B real estate tax incentive was to make the tax burden on industrial properties in Cook County competitive with that on similarly valued industrial properties in the collar counties, thereby allowing continued development and re -occupation of abandoned buildings in Cook County. The basis for allowing the incentive to be granted with municipal support is to help maintain the existing industrial base and to discourage properties from becoming vacant and underused, thereby discouraging relocation out of Cook County. Without the financial assistance provided by the Class 6B real estate tax incentive, the subject property will likely remain 100% vacant and unusable, as the space does not meet the needs of current or prospective tenants and would not be economically feasible for Applicant or the Village of Elk Grove and its neighbors. The application of the Class 6B real estate tax incentive is necessary for this property to become occupied and contribute as a responsibly owned and productive property in the Village of Elk Grove. The Village of Elk Grove will receive economic benefits by granting Applicant the Class 6B real estate tax incentive. As previously mentioned, the renovated building is expected to create 28 full- time jobs and help modernize the local industrial landscape. TASSONE The subject property consists of an approximately 37,600-square-foot industrial building that has been vacant for over twelve (12) months. During this period, the property has been actively marketed for lease and/or sale; However, no tenants or users have expressed interest in occupying the building in its current condition. The prolonged vacancy reflects both the building's physical condition and its inability to compete effectively in the modern industrial market without substantial reinvestment. The building currently suffers from functional obsolescence and deferred maintenance that limit its marketability. To reposition the property for occupancy, the Applicant is undertaking a significant rehabilitation program with an estimated cost exceeding $150,000. These improvements include necessary upgrades to building systems, repairs, and general modernization required to meet current tenant expectations and code requirements. The scale of the required investment is considerable relative to the asset's size and condition, and the project presents a speculative risk, as there is no committed tenant at this time. Without the proposed improvements, the building is expected to remain vacant, continuing to detract from the economic vitality of the surrounding industrial area. Importantly, the proposed redevelopment is not financially feasible without Class 6B tax relief. The incentive is necessary to offset the substantial upfront capital costs and to make the project economically viable. "But for" the availability of the Class 6B classification, the Applicant would be unable to justify the investment required to rehabilitate and reposition the property. Approval of the Class 6B incentive will enable the Applicant to return the property to productive use, attract new industrial occupancy, and support job creation. In addition, the project will stabilize and enhance the surrounding area by eliminating a prolonged vacancy and reinvesting in an existing industrial asset. Over the long term, the redevelopment will contribute to the Village's tax base and align with its goals of encouraging reinvestment in underutilized industrial properties.
