a. Consideration of the following requests from the Bulgarian Arts and Culture Exchange &
Bulgarian Consulate General in Chicago for a Bulgarian Parade / Cyrillic Alphabet
Celebration to be held at Rotary Green on May 17, 2026, from 12:00 p.m. to 6:00 p.m.:
• A fee waiver for a temporary Class D (beer/wine) liquor license ($2,100);
• A fee waiver for an amusement, entertainment, and recreation license ($100);
• A fee waiver for a temporary general retail license ($35); and
• A fee waiver for a food related business license ($100) for a total amount of $2,335.
(This fee waiver is for the Bulgarian Parade / Cyrillic Alphabet Celebration on May 17,
2026)
(This event is co-sponsored by the Village.
(The Village Clerk recommends approval.)
b. Consideration to award a professional service contract to JDA Aviation Technology
Solutions of Olney, MD for ongoing technical support and analysis of the overnight
Runway Rotation Program currently under review by the FAA in the amount of $50,000.

(In response to the Village's lawsuit in December 2023, the Federal Aviation
Administration (FAA) confirmed it would comply with the National Environmental Policy
Act (NEPA) and review the Village’s recommendation that Alternative H3 and a heading-
sensitivity analysis be considered before making any final decisions related to the Fly Quiet
Program.
(The FAA environmental review process began in December 2024 and available
information continues to indicate that the environmental analysis being completed by the
CDA consultant will only include Alternative B3.
(The contract for ongoing technical support and analysis will provide support during the
ongoing FAA review from May through December of 2026.
(JDA has provided technical support and analysis to the Suburban O'Hare Commission
from the beginning of the overnight runway rotation program tests at O'Hare International
Airport, which began in 2016.
(Their expertise is necessary to effectively advocate for a runway rotation program that
limits overall noise impact and fairly distributes impact to surrounding communities.)
(The Deputy Village Manager recommends aapproval.)
c. Consideration to renew a contract with Homer Tree Care of Lockport, IL for the silver
maple removal program in the amount of $90,735.69 from the General Fund.
(On June 20, 2023 the Village Board awarded a contract to Homer Tree Care for the silver
maple removal program.
(The contract provided for an option of four (4) annual renewals through April 30, 2028.
(Homer Tree Care has performed satisfactorily throughout the first several years of the
contract.
(The contract period is through April 30, 2027.
(The contract amount reflects a 2.3% increase over the previous year's contract.
(Funds for the contract have been allocated in the General Fund.
(The Director of Public Works recommends approval.)
d. Consideration to award a purchase contract through the Sourcewell Purchasing
Cooperative to Cummins Sales & Service, of St. Paul, MN for the purchase of two (2) new
diesel generators in the amount of $115,400 from the Water & Sewer and Busse-Elmhurst
Redevelopment Funds.
(Funds have been allocated in the FY2026 Budget to purchase two (2) new Cummin diesel
generators.
(The Cummin diesel generators are available through the Sourcewell Purchasing Contract
from Cummins Sales & Service, of St. Paul, MN in the amount of $115,400
(Adequate Funds are available in the Water & Sewer and the Busse-Elmhurst
Redevelopment Funds.
(The Director of Public Works recommends approval.)
e. Consideration to award a professional services contract to HR Green of McHenry, IL for
engineering/bidding services, construction observation and project management services
related to the demolition and restoration of property located at 1000 Busse Road in an
amount not to exceed $118,710 from the Busse-Elmhurst Redevelopment Fund.
(HR Green, Inc. submitted a proposal to provide the necessary engineering/bidding,
construction observation and project management services for the demolition and site

restoration for property located at 1000 Busse Road.
(HR Green, Inc. has successfully provided consulting services to the Village for the
construction management of the two new Fire Stations, two Public Works facilities, the
Beisner Road R.O.W. Storm Sewer Replacement, Higgins Road watermain extension, as
well as numerous other projects.
(Additionally, HR Green has provided similar services in relation to the demolition and
restoration of the former Elk Grove Bowl, Shell Gas Station, Elk Grove Hotel, Motel 6,
Days Inn, La Quinta hotel sites.
(The Village Manager recommends approval.)
f. Consideration to award a construction contract to Ganziano Sewer and Water, Inc. of
Woodstock, IL for the 2026 generator improvements project in the amount of $218,983
from the Busse Elmhurst Redevelopment and the Water & Sewer Funds.
(On Tuesday, April 14, 2026, the Village opened sealed bids for the 2026 generator
improvements project.
(This project will include the replacement of a diesel generator at Pump House #9 and the
addition of a generator at Devon-O'Hare Lift Station, adding raceway and boxes for
electrical systems, power conductors and cables, and replacement/addition of concrete pads
for generators.
(A total of three (3) contractors obtained bid documents and two (2) contractors submitted
bids.
(The lowest responsive and responsible bid was received from Ganziano Sewer & Water
Inc. of Woodstock, IL
(Adequate funds are available in the Busse Elmhurst Redevelopment and the Water &
Sewer Funds.
(The Director of Public Works recommends approval.)
g. Consideration to renew a maintenance service contract with H&H Electric Co. of Franklin
Park, IL for the annual Arterial and Business Park street light maintenance contract in the
total amount not to exceed $233,472.16 from the Business Leaders Forum Fund, Busse-
Elmhurst Redevelopment Fund, and Higgins Road Corridor Redevelopment Fund.
(On April 14, 2022, the Village opened sealed bids for the arterial and Business Park street
light maintenance contract.
(The contract provided the option of four (4) annual renewals through April 30, 2027.
(H&H Electric Co. has performed satisfactorily throughout the contract.
(The contract period is from May 1, 2026 through April 30, 2027.
(The contract amount reflects a 1.3% increase over the previous year's contract.
(Funds for the contract have been allocated in the Business Leaders Forum Fund, Busse-
Elmhurst Redevelopment Fund, and Higgins Road Corridor Redevelopment Fund.
(The Director of Public Works recommends approval.)
h. Consideration to renew a contract with Homer Tree Care of Lockport, IL for the parkway
tree maintenance contract in the amount of $324,009.55 from the General Fund.
(On June 20, 2023 the Village Board awarded a contract to Homer Tree Care for the
parkway tree maintenance contract.
(The contract provided for an option of four (4) annual renewals through April 30, 2028.
(Homer Tree Care has performed satisfactorily throughout the first three years of the

(The contract period is through April 30, 2026.
(The contract amount reflects a 2.3% increase over the previous year's contract.
(Funds for the contract have been allocated in the General Fund.
(The Director of Public Works recommends approval.)
i. Consideration to award a professional service contract to Civiltech Engineering of Itasca,
IL to provide the necessary construction engineering services for the Business Park
resurfacing program, in the amount not to exceed $358,235 from the Business Leaders
Forum Fund.
(Civiltech Engineering, Inc. submitted a proposal to provide the necessary construction
engineering services for the Business Park resurfacing program, for the extent of the 2026-
2027 fiscal year.
(Civiltech staff will assist with additional construction inspections and surveying, as
needed.
(Civiltech has successfully completed construction supervision for numerous Village
projects, has an excellent reputation in construction engineering, and has been fulfilling
this role successfully for several years.
(Adequate funds for the project are budgeted and available in the FY2027 Business Leaders
Forum Fund.
(The Director of Public Works recommends approval.)
j. Consideration to renew a purchase contract with Avalon Petroleum Co. of Kankakee, IL
for the annual gasoline and diesel fuel supply contract in an amount not to exceed $397,500
in FY2027.
(On April 23, 2024, the Village Board awarded a contract to Avalon Petroleum Co. of
Kankakee, IL for the annual gasoline and diesel fuel contract.
(The contract provided for an option of four (4) additional renewals through April 30, 2029.
(Avalon Petroleum Co. has performed satisfactorily throughout the first year of the
contract.
(The contract period is from May 1, 2026 through April 30, 2027.
(The Director of Public Works recommends approval.)
k. Consideration to adopt Ordinance No. 3938 amending Section 3-3-6 of the Village Code
related to the Classification of Liquor Licenses.
(This ordinance updates provisions of the classifications of liquor licenses related to the
Class MB License.)
l. Consideration to adopt Resolution No. 30-26 authorizing the continued participation in the
Northern Illinois Municipal Electric Cooperative (NIMEC) and authorizing the Village
Manager to approve a contract with the lowest cost electricity provider.
(The Village has used the Northern Illinois Municipal Electric Cooperative (NIMEC) since
2008 to jointly purchase electricity from a third-party vendor in response to the
deregulation of this industry in the State of Illinois.
(NIMEC is preparing to seek competitive pricing in May 2026 for electrical purchase for
several locations.
(Similar to previous years, the Village is required to accept the market-price bid by the end

of the business day.
(The Director of Public Works recommends approval.)
m. Consideration to adopt Resolution No. 31-26 authorizing the Mayor to execute a Letter of
Receipt stipulating the terms of an agreement for an application seeking a Cook County
Class 6B Property Tax Exemption status pursuant to the Cook County Real Property
Classification Ordinance as amended from time to time, for certain real estate located at
1951 Lively Boulevard.
(The Law Offices of Sarnoff Property Tax, on behalf of their client Song Family ORD LLC
(Applicant) is seeking a Cook County Class 6B property tax exemption for property located
at 1951 Lively Boulevard.
(The Applicant, Sonica International Inc. intends to purchase the 39,879 square foot
industrial facility and occupy it for warehousing and distribution with freight forwarding.
(Currently, Sonica International Inc. has two buildings, one at 1450 Greenleaf and a 25,000
square foot building in Itasca. It's growing and needs to add more space to fit its growth
plans as well as bring its facilities closer together. Therefore, the Applicant plans to remain
at 1450 Greenleaf and relocate its Itasca operation to 1951 Lively in Elk Grove Village.
The Applicant plans to bring its 13 full-time employees and add 6 more in 2-3 years.
(The Applicant will refurbish the building to increase its functionality and improve the
building at an estimated cost of $400,000-$450,000.
(Improvements will include the replacement of the existing loading docks, the removal and
replacement of landscaping, the milling and resurfacing of the parking lot, the clean out of
the rear detention pond and back overgrowth, new EIFS paneling, as well as painting of the
side facades.
(The eligibility requirements for 6B status are new construction, substantial rehabilitation,
or buildings that have been vacant for a period of time. This site qualifies based on the
Reoccupation of Abandoned Property with less than 12 months of vacancy with a Purchase
for Value, Substantial Rehabilitation, and Special Circumstances.
(Property approved for Class 6B status allows the owner of the property to have the
assessment level lowered for a period of twelve years. The assessment schedule is 10% of
fair market value for ten years, then 15% in the eleventh year and 20% in the twelfth year.
Industrial property is currently assessed at 25% of fair market value in Cook County.
(Upon approval, the Director of Business Development & Marketing will issue a Letter of
Receipt to the Applicant. The Letter of Receipt will allow the Applicant to file an
application with Cook County. Final approval is at the discretion of the Village Board and
contingent on the Applicant completing the improvements stated in their application.
(The Director of Business Development & Marketing recommends issuing a Letter of
Receipt.)
n. Consideration to adopt Resolution No. 32-26 authorizing the Mayor to execute a Letter of
Receipt stipulating the terms of an agreement for an application seeking a Cook County
Class 6B Property Tax Exemption status pursuant to the Cook County Real Property
Classification Ordinance, as amended from time to time, for certain real estate located at
1300 Touhy Avenue.
(The Law Offices of Amari & Locallo, on behalf of their client Touhy Ave 1300 LLC
(Applicant) is seeking a Cook County Class 6B property tax exemption for property located
at 1300 Touhy Avenue.

(The Applicant intends to purchase the 30,500 square foot industrial facility and will plan
to lease out the space to suitable industrial tenants in the
warehousing/distribution/manufacturing sectors.
(Depending on the type of user, it is estimated that the tenant will employ about 28 full-
time employees at this facility.
(Gullo International Development Corporation, who purchased the property, is an Elk
Grove Village real estate investment firm.
(The Applicant will refurbish the building to increase its functionality and improve the
building at an estimated cost of over $275,000.
(Improvements will include replacement of the existing loading docks, milling and
resurfacing of the parking lot, removal of the man doors and roll-top doors, cleaning out of
the rear detention pond and back overgrowth, new EIFS paneling, a new metal awning, as
well as painting of the side façades.
(The eligibility requirements for 6B status are new construction, substantial rehabilitation
or buildings that have been vacant for a period of time. This site qualifies based on the
Reoccupation of Abandoned Property with greater than 12 months vacancy, Substantial
Rehabilitation, and Special Circumstances.

SUBJECT: JDA Contract for Ongoing Technical Support
BACKGROUND:
In response to the Village's lawsuit in December 2023, the Federal Aviation Administration
(FAA) confirmed it would comply with the National Environmental Policy Act (NEPA) and
review the Village’s recommendation that Alternative H3 and a heading-sensitivity analysis
be considered before making any final decisions related to the Fly Quiet Program. The FAA
entered into a Memorandum of Agreement to allow the CDA to use their consultant to
complete the environmental review process. This process began in December 2024 and
available information continues to indicate that the environmental analysis being
completed by the CDA consultant will only include Alternative B3.
This contract provides for ongoing technical support and analysis from JDA during the
ongoing FAA review from May through December of 2026. JDA has provided technical
support and analysis to the Suburban O'Hare Commission from the beginning of the
overnight runway rotation program tests at O'Hare International Airport, which began in
2016. Their expertise is necessary to effectively advocate for a runway rotation program
that limits overall noise impact and fairly distributes impact to surrounding communities. I
recommend approval of this contract.
The environmental review process of the proposed Fly Quiet Program is required to
provide a formal public process so that all stakeholders can review and comment on the
proposed permanent Fly Quiet Program. The Village has an existing contract with JDA,
approved by the Board on April 8, 2025, which provides for a complete technical review of
the CDA/FAA environmental analysis, as well as an independent full noise contour analysis
to ensure that the Village is prepared to provide its own analysis of Alternative H3. The
work on this separate, existing contract will begin once the CDA/FAA environmental
review is complete and made available to the public.

BACKGROUND:
On June 20, 2023, the Village Board awarded a contract to Homer Tree Care of Lockport, IL
for the Silver Maple Removal Program. The contract provides for the removal of
approximately 40-50 silver maple parkway trees depending on the size of the trees to be
removed.
The current term of the contract is from May 1, 2025 through April 30, 2026, with the
option of four (4) annual renewals through April 30, 2028. Homer Tree Care has
performed satisfactorily throughout this contract.
The proposed 2026 Silver Maple Removal Program contract reflects a 2.3% increase over
the previous year's contract, based on the most recent 12-month increase in the Chicago
Area Consumer Price Index.
I recommend that the contract with Homer Tree Care of Lockport, IL for the Silver Maple
Removal Program be renewed in the amount of $90,735.69. Adequate funds for the
contract are available in the General Fund.
Your concurrence with this recommendation is respectfully requested with subsequent
forwarding to the Village Board for consideration.

BACKGROUND:
Funds have been allocated in the FY2026 Budget to purchase two (2) new Cummin diesel
generators for Pump House #9 and the Devon-O'Hare Lift Station.
Cummins diesel generators are available through Sourcewell Purchasing Cooperative
contract #092222-CMM from Cummins Sales & Service of St. Paul, MN. The first unit, a
Cummins C200D6D Diesel Genset (60Hz, 200kW) for Pump House #9 is priced at $72,770.
The second unit, a Cummins C40D6 Diesel Genset (60Hz, 40kW) for the Devon-O’Hare Lift
Station is priced at $42,630. The total cost for both generators is $115,400.
I recommend awarding a purchase contract through the Sourcewell Purchasing
Cooperative Contract #092222-CMM to Cummins Sales & Service of St. Paul, MN for the
purchase of two (2) generators, a Cummins C200D6D Diesel Genset (60Hz, 200kW) and a

THIS AGREEMENT is between Elk Grove Village (hereafter “CLIENT”) and HR Green, Inc.
(hereafter "COMPANY").
1.0 Project Understanding
1.1 General Understanding – Engineering/Bidding Services
The CLIENT is requesting the COMPANY to provide plans and specifications, as
necessary, to demolish the existing building, remove select paved areas, plan site drainage,
abandon water services, abandon sanitary sewer services, disconnect dry utility services,
and restore disturbed surfaces at 1000 Busse Rd.
The CLIENT is in the process of acquiring 1000 Busse Road. and wishes to demolish the
existing building above and below ground, remove select paved surfaces, abandon utility
services/connections, and restore the site.
The CLIENT will contract a hazardous materials investigation and abatement project (as
needed), prior to the demolition of this site, under a separate contract. COMPANY will assist
with abatement correspondence and coordination related to site access during the bidding
phase and wet/dry utility services necessary during the abatement phase.
Based on previous CLIENT demolition project correspondence with MWRD, no stormwater
permitting will be required for the demolition and restoration activates.
COMPANY will provide the CLIENT with a bid document and tentative schedule(s).
1.2 General Understanding – Construction Observation and Project Management Services
The CLIENT is requesting the COMPANY to provide Owner Representative Services for
the Demolition and Restoration at 1000 Busse Rd., Construction Observation, and Project
Management Services project phases.
COMPANY serving as OWNER’S REPRESENTATIVE (hereinafter “OR”) will act as the agent
and representative of the CLIENT to help ensure that the project is completed according to the
CLIENT’s project documents and Special Provisions within the approved project budget. The
OR will be responsible for assisting and representing the CLIENT with advising on and assisting
with coordination of three primary phases including: A) Pre-Construction Phase; B)
Construction Phase; and C) Post Construction/Project Closeout Phase.
2.0 Scope of Services
The CLIENT agrees to employ COMPANY to perform the following services:
2.1 Engineering/Bidding Services
A. Initial Site Visit and Data Gathering
1. COMPANY will visit the site to observe items that require removal, location of
existing utilities that need to be altered, utilities requiring removal and/or
abandonment, and to gather elevations/measurements required to depict the
final site grading and drainage.

2. Coordination will occur with the CLIENT’s environmental engineer to obtain the
Phase I and Phase II ESA documentation required for the awarded firm’s State
and County demolition permit(s). B. Plans and Exhibits
1. Provide a Demolition/Utility Removal/Abandonment Plan. This will indicate
what items are to be altered, abandoned or removed from the site. It will show
the location and preferred method for removing and/or abandoning sewer and
water services. Dry utility disconnections will be performed by each utility
owner and per that provider’s standards.
2. Provide a Proposed Grading and Restoration Plan. This will show the grading
condition the site is to be left in at the end of the project. It will show the
methods and materials preferred for restoration of the site.
3. Provide a Limits of Disturbance Construction Fencing Exhibit. Preliminary
review of CLIENT furnished survey documents indicate adjacent property
ingress/egress easement(s) and storm sewer collection system connections.
This will utilize the CLIENT’s ALTA survey document to define the demolition
project’s limits of site disturbance. C. Utility Coordination
1. COMPANY will collect transformer, meter, and pedestal photos and numbers
to assist with identifying utility providers’ on-site equipment.
2. COMPANY will examine building interior and collect visible service providers’
equipment information.
3. COMPANY will coordinate with the dry utility companies by way of phone,
email and/or on-site meetings to locate the existing utilities and schedule
removal or abandonment of said utilities.
4. COMPANY will convey utility companies’ removal/abandonment forms and
fees to the CLIENT (as needed). D. Project Specifications
1. Develop project specifications for demolition of the existing structure, full or
partial demolition of the existing pavement as required to maintain site
drainage and ingress/egress routes, removal and/or abandonment of existing
wet utilities, and associated surface restoration.
2. Develop an anticipated project construction schedule. Timing and schedule
will be discussed at a mandatory pre-bid meeting held during the bidding
process. E. Bid Assistance
1. Assemble CLIENT Bid package using the project Plans and Special Provisions
developed in the design phase. Front-end documentation as provided by the
CLIENT.
2. Provide the CLIENT with a Bid Notice for the CLIENT to distribute/advertise.
3. Contact and inform qualified firms of the project.

4. Host bidding documents on a file sharing site for distribution to prequalified
contractors.
5. Draft prequalification form (Work History Statement) for CLIENT’s web site,
perform contractor pre-qualification research and reference calls, and
distribute bidding documents.
6. Provide assistance with answering RFIs, clarifications, and issuing
addendums, as necessary.
7. Schedule and host a mandatory pre-bid meeting.
8. Attend the bid opening and compile bids into a bid tabulation.
9. The bid documents will be provided to CLIENT and pre-qualified firms in an
electronic format via COMPANY hosted file sharing site established specifically
for this project.
2.2 Construction Observation and Project Management Services A. Pre-Construction Phase
1. Attend a project pre-construction meeting with the CLIENT, Contractor, and sub-
Contractor(s).
2. Receive and distribute documents and information submitted by the Contractor or
requested by the CLIENT.
3. Provide technical review of shop drawings and other submittals by Contractor on
behalf of CLIENT.
4. Coordinate with petroleum products transmission pipeline owners (as needed) for
work occurring within the zone(s) prompting notification. Schedule and attend site

B. Construction Phase
1. Provide one (1) Construction Engineer to perform construction observation services
averaging six (6) hours per day. COMPANY anticipates one (1) Construction
Engineer will be on-site daily for seven (7) weeks (35 days). COMPANY will
document the quality and progress of the Contractor’s work in a standard Field Book
and provide a weekly project progress email including photos submitted to CLIENT.
2. Review Contractor’s construction schedule submittal and coordinate milestone
events requiring CLIENT’s Community Development and Public Works
Departments’ involvement/input. 3. Respond to Contractor "Requests for Information" (RFI). 4. Monitor construction progress and attend progress meetings with Contractor, sub-
Contractor(s), and CLIENT and confirm action items are distributed and addressed
in a timely manner to keep the project moving forward.
5. Review and track Contractor’s schedule updates and provide updates to CLIENT.

6. Coordinate with Contractor and CLIENT to manage project progress payments;
provide report and recommendations to CLIENT for payment.
7. Coordinate and review "change orders" and evaluate cost and time impacts to the
project; report to CLIENT for required consideration and processing.
8. Develop and maintain a "Punchlist" in conjunction with Contractor and CLIENT
throughout the duration of the project and confirm punchlist completion prior to
project close-out and acceptance.
C. Post-Construction / Project Close-Out Phase
1. Monitor and administer "Project Close-Out Activities" including Contractor’s
issuance of certificates of substantial completion, completion of punchlist work
scope, coordination of final lien waivers, and submittals by Contractor of
guarantees/warranties (as applicable). Coordination of final "walk-through"
inspections with Contractor and CLIENT.
2. Review Contractor’s application for final payment and make recommendation to
CLIENT for approval/payment and acceptance.
3.0 Deliverables and Schedules Included in this Agreement
COMPANY will provide CLIENT with a bid document containing exhibits and specifications
for completion of the project and tentative schedules for the project.
It is anticipated that at 50% and 90% milestones review meetings will be held with CLIENT
to present project exhibits and specifications for review with CLIENT’s Staff. Any corrections
or revisions to the documents will then be finalized prior to bidding.
It is anticipated that this project’s letting will be in Summer/Fall 2026.
4.0 Items not included in Agreement/Supplemental Services
The following items are not included as part of this agreement but not limited to:
• Grants and Funding Applications – N/A
• Surveying
• Soil Testing – by others as needed.
• Soil Remediation related design and/or project management – by others as needed.
• Stormwater Permitting – MWRD Supplemental services not included in the agreement can be provided by COMPANY under
separate agreement, if desired.

6.0 Client Responsibilities
The CLIENT is to provide COMPANY with project information to include, but not limited to:
• GIS files containing utility and contour information (previously provided)
• Current Plats of Survey from closing with title report, showing all easement and/or
adjacent property agreements. (preferred format: layered PDF)
• CLIENT’s available archived site-specific permit/development documents.
7.0 Professional Services Fee
7.1 Fees
The fee for services will be based on COMPANY standard hourly rates current at the time
the agreement is signed. (See Section 7.5 for Company Standard hourly rates). Time and
Material (not to exceed) per project. If budget has not been established at the time of this
agreement the fee percentage of the project budget will be used and amended as the
scopes, budgets, and schedules are made available and a separate task order will be
created, reviewed and executed prior to starting those tasks.
7.2 Invoices
Invoices for COMPANY’s services shall be submitted, on a monthly basis. Invoices shall
be due and payable upon receipt. The CLIENT agrees to pay in a timely manner following
the terms of the “Illinois Local Government Prompt Payment Act, 50 ILCS 505”.
7.3 Extra Services
Any service required but not included as part of this contract shall be considered extra
services. Extra services will be billed on a Time and Material basis with prior approval of
the CLIENT.
7.3 Exclusion:
This fee does not include attendance at any meetings or public hearings other than those
specifically listed in the Scope of Services. These service items are considered extra and
are billed separately on an hourly basis.
7.5 Payment
The CLIENT AGREES to pay COMPANY on the following basis: Time and Material basis
with a Not to Exceed fee of $118,710.00. See Exhibit A for man-hour estimate and current
rate sheet.
8.0 Terms and Conditions
This Agreement is an addendum to and is considered part of the Master Agreement between
CLIENT and HR Green. All terms and conditions contained in that agreement apply to this Short
Form Agreement.

This AGREEMENT is approved and accepted by the CLIENT and COMPANY upon both parties
signing and dating the AGREEMENT. Services will not begin until COMPANY receives a signed
agreement. COMPANY’s services shall be limited to those expressly set forth in this
AGREEMENT and COMPANY shall have no other obligations or responsibilities for the Project
except as agreed to in writing. The effective date of the AGREEMENT shall be the last date
entered below.

On Tuesday, April 14, 2026, the Village opened sealed bids for the 2026 Generator
Improvements Project. The two (2) generators included in this project are located at the
Devon-O'Hare Lift Station, as well as Pump House #9. The project involves installing two
new generators, purchased directly from the vendor under a separate contract, along with
adding electrical raceways, boxes, power conductors, and cables. It also includes the
replacement or addition of concrete pads for the units.
A total of three (3) contractors obtained bid documents and two (2) contractors submitted
bids. The lowest responsive and responsible bid was received from Ganziano Sewer &
Water Inc. of Woodstock, IL in the amount of $218,983.
I recommend awarding a construction contract to Ganziano Sewer & Water Inc. of
Woodstock, IL for the 2026 Generator Improvements Project in the amount of $218,983.
Adequate funds are available in the Busse Elmhurst Redevelopment and the Water & Sewer
Funds.

On April 26, 2022, the Village Board awarded a contract to H&H Electric Co., of Franklin
Park, IL for the annual Arterial and Business Park Street Light Maintenance contract. The
contract provides for the routine maintenance, non-routine-work, emergency work, and
group re-lamping of streetlights along arterial roadways and throughout the Business Park.
The current term of the contract was from May 1, 2025 through April 30, 2026 with the
option of four (4) annual renewals through April 30, 2027. H&H Electric Co. has provided
excellent service throughout this contract.
The proposed 2026 Arterial and Business Park Street Light Maintenance contract amount
reflects a 1.3% increase over the previous year's contract. The increase is based on the
1.3% increase in the Chicago Area Consumer Price Index for the most recent 12 months at
the time of the contract renewal offer.
Of the total amount, approximately $20,000 is allocated for damage from non-identifiable
accidents, with an additional $55,000 set aside for identifiable incidents. These estimates
are based on historical data and actual costs from previous years. Whenever possible, the
Village pursues fund recovery from the responsible parties.
I recommend renewing the Arterial and Business Park Street Light Maintenance contract
with H&H Electric Co., of Franklin Park, IL in the amount not to exceed $233,472.16 for a
one (1) year period from May 1, 2026 through April 30, 2027. Funds for the Arterial and
Business Park Street Light Maintenance contract are available in the FY2027 Business
Leaders Forum Fund, Busse-Elmhurst Redevelopment Fund, and Higgins Road Corridor
Redevelopment Fund.

BACKGROUND:
On June 20, 2023, the Village Board awarded a contract to Homer Tree Care of Lockport, IL
for the Parkway Tree Maintenance contract. The contract provides the necessary labor,
materials and equipment for parkway tree trimming, routine and emergency tree removals,
stump grinding and woodchip disposal at various locations throughout the Village.
The current term of the contract is from May 1, 2025 through April 30, 2026, with the
option of four (4) annual renewals through April 30, 2028. Homer Tree Care has
performed satisfactorily throughout the first three years of the contract.
The proposed 2026 Parkway Tree Maintenance contract reflects a 2.3% increase in unit
pricing over the previous year. However, the total contract award is slightly lower than last
year's, as there are fewer trees to be trimmed within this year’s designated sections. The
2026-2027 winter trimming will take place in Forestry Sections 1, 2, and 3.
I recommend that the contract with Homer Tree Care of Lockport, IL for the Parkway Tree
Maintenance contract be renewed in the amount of $324,009.55. Adequate funds for the
contract are available in the General Fund.

Civiltech Engineering, Inc. submitted a proposal to provide necessary construction
engineering services for the Business Park Resurfacing Program for the extent of the 2026-
2027 fiscal year. Civiltech staff will assist with additional construction inspections and
surveying, as needed.
Civiltech has successfully completed construction supervision for numerous Village
projects, has an excellent reputation in construction engineering, and has been fulfilling
this role successfully for several years.
I recommend that a professional construction engineering service contract be executed
with Civiltech Engineering, Inc. for the Construction Engineering Services for Business Park
Resurfacing Program for an amount not to exceed $358,235. Adequate funds for the
project are budgeted and available in the FY2027 Business Leaders Forum Fund.

BACKGROUND:
On April 23, 2024 the Village Board awarded a contract to Avalon Petroleum Co. of
Kankakee, IL for the Gasoline and Diesel Supply contract. The contract provides three (3)
Village locations a sufficient and constant supply of 87-octane regular unleaded gasoline,
No. 2 grade ultra-low sulfur diesel fuel, and a winter blend ultra-low sulfur diesel fuel.
The current term of the contract is from May 1, 2025 through April 30, 2026 with the
option of four (4) annual renewals in one (1) year increments through April 30, 2029. Gas
Depot/Offen Petroleum performed satisfactorily throughout the contract.
The estimated FY2027 fuel cost is $397,500 The contract amount reflects a slight decrease
over the previous year's contract. The estimated contract decrease was calculated based on
the number of gallons of fuel used by Village Departments in FY2026.
I recommend that the contract be renewed in the amount of $397,500 for a one (1) year
period from May 1, 2026 through April 30, 2027. Adequate funds for the Gasoline and
Diesel Fuel Supply contract are budgeted among the various Village Departments for
FY2027. Costs are allocated based on actual usage. The Village does not budget for fuel
charges incurred by outside organizations, which are billed directly to the user
organizations; however, those costs are included as part of the overall requested contract
amount.

TO THE CLASSIFICATION OF LIQUOR LICENSES
WHEREAS, Section 6(a) of Article VII of the 1970 Constitution of the State of Illinois
provides that any municipality which has a population of more than 25,000 is a home rule unit,
and the Village of Elk Grove Village (the “Village”), Cook and DuPage Counties, Illinois, with a
population in excess of 25,000 is, therefore, a home rule unit and, pursuant to the provisions of
said Section 6(a) of Article VII, may exercise any power and perform any function pertaining to
its government and affairs, including, but not limited to, the power to tax and to incur debt; and
WHEREAS, the Village has the authority to adopt ordinances and to promulgate rules and
regulations that pertain to its government and affairs and that protect the public health, safety and
welfare of its citizens; and
WHEREAS, the Village has determined that its ordinances need to be updated related to
the classification of liquor licenses in the Village; and
NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Counties of Cook and DuPage, Illinois as follows:
Section 1: That the foregoing recitals shall be and are hereby incorporated as findings of
facts as if said recitals were fully set forth herein.
Section 2: That section 3-3-6 of the Village Code related to the classification of liquor
licenses is revised by deleting any stricken language and inserting any underlined language as

Licenses for sale of alcoholic liquor shall be divided into the following classes:

CLASS MB LICENSE - which shall authorize the operation of a "microbrewery",
herein defined as an independently owned brewery that produces small amounts
of beer generally characterized by an emphasis on quality, flavor and brewing
technique, and often selling its products only locally. The MB license shall also
authorize the on site storage of beer or ale as well as authorizing on site
consumption of such beer or ale by persons of at least twenty one (21) years of
age. Such microbrewery licenses shall be issued subject to the following
conditions:
A. On premises consumption shall be limited to the retail portion of the licensed
premises, except during supervised tours and private events. The retail portion
shall not exceed twenty percent (20%) of the total floor area of the unit or
building occupied. Additionally, the retail portion shall be segregated from the
remainder of the premises.
B. Patrons under the age of twenty one (21) shall be allowed on the premises
when accompanied by an individual twenty one (21) years of age or older;
however, classes and seminars shall be limited to patrons twenty one (21) years of
age or older.
C. Patrons purchasing beer for on premises or off premises consumption and
occupying the designated tasting room area must present valid identification
attesting that they are twenty one (21) years of age or older.
D. Beer and ale for on site consumption shall be dispensed only in containers
provided by the licensee.
E. No more than a total of sixty (60) ounces of beer or ale shall be served for the
purpose of on-site consumption to any customer in one day.
E. F. The retail sale of beer or ale produced off premises shall be permitted.
F. G. The sale of beer or ale dispensed into casks, growlers, bottles, or cans for
consumption off premises shall be permitted, provided that the casks, growlers,
bottles, or cans are properly sealed for transportation in compliance with State
laws.
G. H. Product sampling shall be permitted in accordance with State law.
H. I. In no event shall the licensee give away beer, ale or other alcoholic
beverages for commercial purposes or in connection with the sale of such
products or to promote the sale of such products.
I. J. The licensee must have at least one BASSET certified site manager on
premises whenever beer is available for on site consumption. In addition, all
servers must be BASSET certified.
J. K. The licensee must have a valid Class 3 brewer's license from the State of
Illinois. The licensee may also sell co-branded bourbon/whiskey bottles for
consumption off the licensed premise as such sales are permitted in the Class 3
state license.
K. L. The retail portion of the microbrewery may conduct business from three
o'clock (3:00) P.M. through ten o'clock (10:00) P.M. on Monday, Tuesday and
Wednesday, twelve o'clock (12:00) noon through ten o'clock (10:00) P.M. on
Thursday and Friday, eleven o'clock (11:00) A.M. to ten o'clock (10:00) P.M. on
Saturday, and from eleven o'clock (11:00) A.M. through eleven o'clock (11:00)
P.M. on Sundays and the following holidays:
New Year's Eve;
New Year's Day;
St. Patrick's Day;
Memorial Day;
4th of July;
Labor Day;
Thanksgiving Eve; and
Christmas Day.
Private, pre-arranged events may be conducted on the premises between the hours
of eleven o'clock (11:00) A.M. through ten o'clock (10:00) P.M. on Monday
through Saturday, and eleven o'clock (11:00) A.M. through eleven o'clock (11:00)
P.M. on Sundays.
L. M. The licensee shall follow all Village ordinances regarding procuring
applicable license and permits for retail operation and construction respectively.

The Village has been using the Northern Illinois Municipal Electric Cooperative (NIMEC)
since 2008 to jointly purchase electricity from a third-party vendor. We have received
competitive pricing for our facility electrical demand and have expanded the program to
several street light accounts. We are currently under contract to purchase electricity from
AEP Energy for several locations.
NIMEC is preparing to seek competitive pricing in May 2026 for the electrical purchase at
our facility locations. Similar to previous years, the Village is required to accept the
market-price bid by the end of the business day.
I respectfully request Village Board authorization for the Village Manager and in his
absence the Director of Public Works to sign a purchase agreement for electrical energy
supply from the lowest cost provider. A copy of the Resolution authorizing such action is

NORTHERN ILLINOIS MUNICIPAL ELECTRIC COOPERATIVE (NIMEC) AND
AUTHORIZING THE VILLAGE MANAGER TO APPROVE A CONTRACT WITH
THE LOWEST COST ELECTRICITY PROVIDER
WHEREAS, during fiscal year 2008, the Village of Elk Grove Village joined the
Northern Illinois Municipal Electric Cooperative (NIMEC) to jointly purchase electricity from a
third-party vendor in response to the deregulation of this industry in the State of Illinois; and
WHEREAS, the Village of Elk Grove Village has selected the Northern Illinois
Municipal Electric Cooperative (NIMEC) to serve as the Village’s broker relative to the
acquisition of electrical energy due to NIMEC’S municipal experience and the fact that NIMEC
is a municipal cooperative which will be pooling the energy needs of members of the cooperative
in order to secure more competitive pricing based on higher volumes than can be provided
individually to a single municipality; and
WHEREAS, NIMEC is preparing to seek competitive pricing in May 2026 for electrical
purchase for several municipal facilities and street light systems; and
WHEREAS, due to the bidding procedures required, the Village Manager or in his
absence the Director of Public Works will need to have the authority to sign a purchase
agreement with the electricity provider, which is deemed most favorable for the Village within
hours of the bids being received by NIMEC.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Counties of Cook and DuPage, Illinois:
Section 1: That the Northern Illinois Municipal Electric Cooperative (NIMEC) is hereby
appointed as the Village’s broker for purposes of obtaining a supply of electricity for the
Village’s municipal needs, and the Village Manager and Director of Public Works are hereby
directed to take all actions necessary to establish said broker relationship.
Section 2: That the Village Manager and/or Director of Public Works is authorized to
discuss and negotiate energy rates directly with suppliers in an effort to secure a lower energy
cost for the Village of Elk Grove Village.
Section 3: That in light of the time constraints applicable to the acceptance of a
competitive bid for a supply of electricity, once the bids are received by NIMEC, the Village
Manager and Director of Public Works are hereby authorized to sign the contract with the lowest

BACKGROUND:
The Law Offices of Sarnoff Property Tax, on behalf of their client Song Family ORD
LLC (Applicant) is seeking a Cook County Class 6B property tax exemption for property
located at 1951 Lively Blvd.
The Applicant, Sonica International Inc. intends to purchase the 39,879 square foot
industrial facility and occupy it for warehousing and distribution with freight forwarding.
Currently, Sonica International Inc. has two buildings, one at 1450 Greenleaf and a 25,000
SF building in Itasca. It's growing and needs to add more space to fit its growth plans as
well as bring its facilities closer together. Therefore, the Applicant plans to remain at 1450
Greenleaf and relocate its Itasca operation to 1951 Lively in Elk Grove Village. The
Applicant plans to bring its 13 full-time employees and add 6 more in 2-3 years.
The Applicant will refurbish the building to increase its functionality and improve the
building at an estimated cost of $400,000-$450,000. Improvements will include the
replacement of the existing loading docks, the removal and replacement of landscaping, the
milling and resurfacing of the parking lot, the clean out of the rear detention pond and back
overgrowth, new EIFS paneling, as well as painting of the side facades.
The eligibility requirements for 6B status are new construction, substantial rehabilitation,
or buildings that have been vacant for a period of time. This site qualifies based on the
Reoccupation of Abandoned Property with less than 12 months of vacancy with a Purchase
for Value, Substantial Rehabilitation, and Special Circumstances. Property approved for
Class 6B status allows the owner of the property to have the assessment level lowered for a
period of twelve years. The assessment schedule is 10% of fair market value for ten years,
then 15% in the eleventh year and 20% in the twelfth year. Industrial property is currently
assessed at 25% of fair market value in Cook County.
I recommend approval of this petition. Upon approval, I will issue a Letter of Receipt to the
Applicant. The Letter of Receipt will allow the Applicant to file an application with Cook
County. Final approval is at the discretion of the Village Board and contingent on the
Applicant completing the improvements stated in their application.

ORDINANCE AS AMENDED FROM TIME TO TIME FOR CERTAIN REAL ESTATE
LOCATED AT 1951 LIVELY BOULEVARD, ELK GROVE VILLAGE, ILLINOIS

WHEREAS, the Village of Elk Grove Village desires to promote the development of
industry in the Village of Elk Grove; and
WHEREAS, the Cook County Assessor is operating under an ordinance enacted by the
Cook County Board of Commissioners, and amended from time to time, which has instituted a
program to encourage industrial and commercial development in Cook County known as the
Cook County Real Property Classification Ordinance; and

to complete the improvements and to successfully operate the property. It is for these reasons that it is
necessary to grant the Applicant a Resolution in support and consent of a Class 6b Incentive for the
subject property based on occupation of an abandoned property that has been vacant for less than 12
continuous months with a purchase for value, special circumstances and substantial rehabilitation.
Elk Grove Village Class 6B Property Tax Terms and Agreement
The APPLICANT shall perform the WORK upon the SUBJECT PROPERTY located at _____ in
accordance with the PLANS and in full compliance with all applicable codes, ordinances, rules, regulations,
permits, and plans as outlined in Attachment A, imposed by the VILLAGE, and shall complete the WORK in a
good and workmanlike manner or risk voiding this agreement. The WORK shall include all building and
landscaping alterations as proposed by the APPLICANT in exchange for the VILLAGE’S approval of a Cook
County Class 6B Property Tax Abatement.
The APPLICANT, will be issued a Letter of Receipt upon submission of a completed Elk Grove Village
Class 6B Application Packet. This letter may be used to inform the Cook County Assessor’s Office that the Village
of Elk Grove is in receipt of the Applicant’s request for a Cook County Class 6B Property Tax Abatement. The
Letter of Receipt is not a guarantee of final approval and the Applicant may move ahead with their project at their
own risk.
The Letter of Receipt will serve as official notice that the APPLICANT is eligible for the incentive;
however, final approval is not complete until there is an official Resolution passed by the Village. The
Resolution will not be executed until such time all proposed work is complete. The APPLICANT has 365 days
from the execution of this Agreement to complete all proposed alterations and submit a full accounting of costs.
If costs are not consistent with promises made in the original application, the APPLICANT may not be granted a
final resolution of 6B approval.
This AGREEMENT sets forth all the promises, inducements, agreements, conditions and undertaking
between the APPLICANT and the VILLAGE relative to the subject matter thereof, and there are no promises,
agreements, conditions or understandings, either oral or written, expressed or implied, between them, other than
as set forth herein. No subsequent alteration, amendment, change or addition to this AGREEMENT shall be
binding upon the PARTIES hereto unless authorized in accordance with the law and reduced in writing and signed
by them.

BACKGROUND:
The Law Offices of Amari & Locallo, on behalf of their client Touhy Ave 1300 LLC
(Applicant) is seeking a Cook County Class 6B property tax exemption for property located
at 1300 Touhy Avenue. The Applicant intends to purchase the 30,500 square foot industrial
facility and will plan to lease out the space to suitable industrial tenants in the
warehousing/distribution/manufacturing sectors. Depending on the type of user, it is
estimated that the tenant will employ about 28 full-time employees at this facility.
Gullo International Development Corporation, who purchased the property, is a Chicago-
based real estate investment firm. The Applicant will refurbish the building to increase its
functionality and improve the building at an estimated cost of over $275,000.
Improvements will include replacement of the existing loading docks, milling and
resurfacing of the parking lot, removal of the man doors and roll-top doors, cleaning out of
the rear detention pond and back overgrowth, new EIFS paneling, a new metal awning, as
well as painting of the side façades.
The eligibility requirements for 6B status are new construction, substantial rehabilitation
or buildings that have been vacant for a period of time. This site qualifies based on the
Reoccupation of Abandoned Property with greater than 12 months vacancy, Substantial
Rehabilitation, and Special Circumstances. Property approved for Class 6B status allows the
owner of the property to have the assessment level lowered for a period of twelve years.
The assessment schedule is 10% of fair market value for ten years, then 15% in the
eleventh year and 20% in the twelfth year. Industrial property is currently assessed at 25%
of fair market value in Cook County.
I recommend approval of this petition. Upon approval, I will issue a Letter of Receipt to the
Applicant. The Letter of Receipt will allow the Applicant to file an application with Cook
County. Final approval is at the discretion of the Village Board and contingent on the
Applicant completing the improvements stated in their application.

A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS
PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION
ORDINANCE AS AMENDED FROM TIME TO TIME, FOR CERTAIN REAL ESTATE
LOCATED AT 1300 TOUHY AVENUE, ELK GROVE VILLAGE, ILLINOIS
(TOUHY AVE 1300 LLC.) ________________________________________________________
WHEREAS, the Village of Elk Grove Village desires to promote the development of
industry in the Village of Elk Grove; and
WHEREAS, the Cook County Assessor is operating under an ordinance enacted by the
Cook County Board of Commissioners, and amended from time to time, which has instituted a
program to encourage industrial and commercial development in Cook County known as the
Cook County Real Property Classification Ordinance; and
WHEREAS, in the case of abandoned property, if the municipality or the Mayor and Board
of Trustees, finds that special circumstances justify finding that the property is "abandoned" for
purpose of Class 6B, even though it has been vacant and unused for less than 24 months, that
finding, along with the specification of the circumstances, shall be included in the resolution or
ordinance supporting and consenting to the Class 6B application. Such resolution or ordinance
shall be filed with the eligibility application. If the ordinance or resolution is that of a
municipality, the approval of the Board of Commissioners of Cook County is required to validate
such shortened period of qualifying abandonment, and a resolution to that effect shall be
included with the Class 6B eligibility application filed with the Assessor; and
WHEREAS, the Petitioner has applied for or is applying for Class 6B property status
pursuant to said aforementioned ordinance for certain real estate located at 1300 Touhy Avenue,
in the Village of Elk Grove Village, Cook County, Illinois, with the Property Index Number
08-27-402-029-0000, has proven to this Board that such incentive provided for in said ordinance
is necessary for development to occur on this specific real estate.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Counties of Cook and DuPage, Illinois:
Section 1: That the request of the Petitioner to have certain real estate located at
1300 Touhy Avenue, Elk Grove Village, Cook County, Illinois, and identified by Property Index
Number 08-27-402-029-0000 declared eligible for Class 6B status pursuant to the Cook County
Real Property Classification Ordinance as amended from time to time, is hereby granted in that
this Board and the Village of Elk Grove Village, Illinois, has determined that the incentive

conditions as shown in the petitioners Class 6B application within twelve months of this
Resolution:

The subject property consists of an approximately 30,500 square-foot industrial building that has
been vacant for over twelve (12) months. During this period, the property has been actively
marketed for lease and/or sale; However, no tenants or users have expressed interest in occupying
the building in its current condition. The prolonged vacancy reflects both the building's physical
condition and its inability to compete effectively in the modern industrial market without
substantial reinvestment.
The building currently suffers from functional obsolescence and deferred maintenance that limit
its marketability. To reposition the property for occupancy, the Applicant is undertaking a
significant rehabilitation program with an estimated cost exceeding $275,000. These
improvements include necessary upgrades to building systems, repairs, and general modernization
required to meet current tenant expectations and code requirements.
The scale of the required investment is considerable relative to the asset's size and condition, and
the project presents a speculative risk, as there is no committed tenant at this time. Without the
proposed improvements, the building is expected to remain vacant, continuing to detract from the
economic vitality of the surrounding industrial area.
Importantly, the proposed redevelopment is not financially feasible without Class 6B tax relief.
The incentive is necessary to offset the substantial upfront capital costs and to make the project
economically viable. “But for” the availability of the Class 6B classification, the Applicant would
be unable to justify the investment required to rehabilitate and reposition the property.
Approval of the Class 6B incentive will enable the Applicant to return the property to productive
use, attract new industrial occupancy, and support job creation. In addition, the project will
stabilize and enhance the surrounding area by eliminating a prolonged vacancy and reinvesting in
an existing industrial asset. Over the long term, the redevelopment will contribute to the Village’s
tax base and align with its goals of encouraging reinvestment in underutilized industrial properties.
