Consideration to waive the formal bidding process and award a purchase contract to Phillip's Chevy of Frankfort, IL for the purchase of a 2026 Chevy Silverado 1500 Pickup Truck in the amount of $57,848.63 from the Water & Sewer Fund. (Funds have been allocated in the FY2027 Water & Sewer Fund Budget to replace Unit 802, a 2010 Chevy Suburban. (The 2026 Chevy Silverado 1500 Pickup is available from Phillip's Chevy of Frankfort, IL in the total amount of $57,848.63. (Adequate funds are available in the Water & Sewer Fund. (The Director of Public Works recommends approval.) p. Consideration to award a purchase contract through the Omnia Contract #156948 to The Fitness Connection of Elgin, IL for the purchase of fitness equipment for the interior renovation project in the Village Hall in an amount not to exceed $64,544 from the General Fund. (Funds have previously been allocated as part of the Interior Renovations at Village Hall project to add fitness equipment to the Village's new fitness room. (The fitness equipment is available from The Fitness Connection of Elgin, IL for purchase through the National Cooperative Purchasing Alliance OMNIA Contract #156948 in the total amount not to exceed $64,544. (Funds have previously been allocated and are available for this purchase. (The Chief of Police recommends approval.) q. Consideration to adopt Ordinance No. 3939 amending Title 6, Chapter 3, of the Village Code related to All Night Parking. (This Ordinance updates provisions of the code related to All Night Parking.) r. Consideration to adopt Ordinance No. 3940 authorizing the Mayor to execute an agreement for The Disposal of Personal Property and an As-Is Equipment Sales Agreement Between Page 2 of 2 the Village of Elk Grove Village and Casey Equipment, Inc. of Arlington Heights, IL for a 2017 LeeBoy Paver, 5000 PathMaster. (The Public Works Department recommends the disposal of a 2017 LeeBoy 5000 PathMaster Paver (Serial Number 151961), as the unit is no longer utilized by the Village and has become cost-prohibitive to operate due to rising maintenance expenses, discontinued parts, and the need for significant safety upgrades. (The Department negotiated a direct sale with Casey Equipment Company of Arlington Heights who offered a purchase price of $45,000. (It is recommend that an Ordinance be adopted authorizing the Mayor to execute an agreement for The Disposal of Personal Property and an As-Is Equipment Sales Agreement Between the Village of Elk Grove Village and Casey Equipment, Inc. of Arlington Heights, IL for a 2017 LeeBoy Paver, 5000 PathMaster. (The Director of Business Development & Marketing recommends issuing a Letter of Receipt.) s. Consideration to adopt Resolution No. 33-26 in support of maintaining municipal local zoning and land use authority. (Elk Grove Village has the responsibility to promote public health, safety and general welfare by regulating land use, density and development standards within the Village in relation to local zoning and land use. (The Village recognizes that municipal authority of land use and zoning is necessary to address separating incompatible land uses, protecting property values, managing traffic flow, ensuring adequate infrastructure and guiding orderly community growth. (The ability for the Village to maintain its existing municipal authority for land use and zoning is essential for the continuing community vitality of Elk Grove Village, and the Village opposes any actions by the State of Illinois to strip the Village of its ability to regulate land use, density and development standards.) In compliance with the Americans with Disabilities Act and other applicable Federal and State laws, the meeting will be accessible to individuals with disabilities. Page 1 of 1 04/22/2026 TO: Bryan Grippo, Director of Public Works FROM: Brian Southey, Superintendent of Administration SUBJECT: Recommendation to Award a Purchase Contract for 2026 Chevy Silverado 1500 Pickup BACKGROUND: Funds have been allocated in the FY2027 Water & Sewer Fund Budget to replace Unit 802, a 2018 Ford Explorer. The Public Works Department has identified a Chevy Silverado 1500 Pickup Truck as a replacement for Unit 802. The Chevy Silverado 1500 Pickup Truck is available for immediate purchase from Phillips Chevrolet of Frankfort, IL at a final cost of $57,848.63. The specific model selected by the Public Works Department features a fuel-efficient diesel engine, which is less common and more difficult to source than standard models. The Public Works Department identified three Illinois Chevrolet dealerships with diesel- equipped Silverado 1500s in stock and requested quotes from each. As part of the procurement process, the Village requested trade-in valuations for a Village-owned 2010 Chevrolet Suburban 2500 SUV that is no longer in service. Phillips Chevrolet of Frankfort, IL submitted the lowest net quote, offering a trade-in value of $6,500 against a vehicle price of $64,348.63, resulting in the final total of $57,848.63. I recommend waiving the formal bidding process and awarding a purchase contract to Phillips Chevrolet of Frankfort, IL for a Chevy Silverado 1500 pickup truck. This contract includes the trade-in of a Village-owned 2010 Chevrolet Suburban 2500 SUV for a total purchase amount of $57,848.63. Adequate funds are available in the Water & Sewer Fund. The fitness room is currently being built as part of Phase II of the project. The fitness equipment is available from The Fitness Connection of Elgin, IL for purchase through the National Cooperative Purchasing Alliance OMNIA Contract #156948 in the total amount not exceed $64,544. I recommend awarding a purchase contract through Omnia Contract #156948 for fitness equipment to The Fitness Connection of Elgin, IL in the amount of $64,544 Adequate funds are available in the General Fund. AN ORDINANCE AMENDING TITLE 6, CHAPTER 3, OF THE VILLAGE CODE RELATED TO ALL NIGHT PARKING FOR THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS WHEREAS, Section 6(a) of Article VII of the 1970 Constitution of the State of Illinois provides that any municipality which has a population of more than 25,000 is a home rule unit, and the Village of Elk Grove Village (the “Village”), Cook and DuPage Counties, Illinois, with a population in excess of 25,000 is, therefore, a home rule unit and, pursuant to the provisions of said Section 6(a) of Article VII, may exercise any power and perform any function pertaining to its government and affairs, including, but not limited to, the power to tax and to incur debt; and WHEREAS, the Village Code of Elk Grove Village (the “Village Code”) establishes certain regulations regarding regulations for all night parking; and WHEREAS, the Mayor and Board of Trustees of the Village (the “Corporate Authorities”) are committed to protecting the health and safety of Village residents, as well as to preserving the character and integrity of residential neighborhoods in the Village; and WHEREAS, in support of these goals, the Corporate Authorities have determined that it is necessary, advisable and in the best interests of the Village and its residents to amend Title 6, Chapter 3 of the Village Code in relation to the regulation of all night parking as set forth herein; and NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, Illinois as follows: Section 1: The recitals set forth above and all exhibits attached to this Ordinance are incorporated into this Section as if fully set forth herein. Section 2: Code Section 6-3-6-1 is amended as follows (deletions stricken and additions underlined): A. All Night Parking: 1. No person shall park any vehicle on any street in the Village between the hours of two o'clock (2:00) A.M. and five o'clock (5:00) A.M. of any day, except physicians on emergency calls and emergency vehicles in the performance of their assignments. 2. Penalty: Any person violating the provisions of this division shall be subject to a fine of not less than fifty dollars ($50.00) nor more than seven-hundred and fifty dollars ($750.00) for each offense. The fine amount will be determined by the number of times an individual has violated this section within a twelve-month period. The fine’s amount will be determined according to the following schedule: - Zero (0) to Five (5) violations: $50.00 per violation - Six (6) to Nine (9) violations: $100.00 per violation - Ten (10) to Fourteen (14) violations: $250.00 per violation - Fifteen (15) to Nineteen (19) violations: $500.00 per violation - Twenty (20) or more violations: $750.00 per violation Section 3: That the Village Clerk is authorized to publish this Ordinance in pamphlet form. Section 4: In the event a conflict exists between the terms of this Ordinance and any other ordinance or resolution of the Village, the terms of this Ordinance shall govern. Section 5: This Ordinance and every provision thereof shall be considered severable. If any word, phrase, clause, sentence, paragraph, provision, section, or part of this Ordinance is found to be void, unconstitutional, or otherwise unenforceable, all remaining portions of this Ordinance not so declared void, unconstitutional, or unenforceable shall remain in full force and effect. Section 6: This Ordinance shall be in effect immediately from and after its passage and approval in the manner provided by law. Page 1 of 1 04/23/2026 TO: Bryan Grippo, Public Works Department FROM: Brian Southey, Superintendent of Administration SUBJECT: Request for the Adoption of an Ordinance to Sale a 2017 LeeBoy Paver, 5000 PathMaster BACKGROUND: The Public Works Department recommends the disposal of a 2017 LeeBoy 5000 PathMaster Paver (Serial Number 151961), as the unit is no longer utilized by the Village and has become cost-prohibitive to operate due to rising maintenance expenses, discontinued parts, and the need for significant safety upgrades. The equipment was originally listed for 14 days on the municipal auction site GovDeals.com. However, the highest bid of $40,000 failed to meet the Village's reserve price. Subsequently, the Department negotiated a direct sale with Casey Equipment Company of Arlington Heights, who the Village originally purchased the equipment from in November 2017. Casey Equipment offered a purchase price of $45,000. Based on a market analysis of comparable surplus equipment and recent auction results, staff determined this offer represents the best value for the Village and requests authorization to proceed with the sale. I recommend that an Ordinance be adopted authorizing the Mayor to execute an agreement for The Disposal of Personal Property and an As-Is Equipment Sales Agreement Between the Village of Elk Grove Village and Casey Equipment, Inc. of Arlington Heights, IL for a 2017 LeeBoy Paver, 5000 PathMaster. AN ORDINANCE APPROVING THE DISPOSAL OF PERSONAL PROPERTY AND AN AS-IS EQUIPMENT SALES AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND CASEY EQUIPMENT COMPANY, INC.________ WHEREAS, Section 6(a) of Article VII of the 1970 Constitution of the State of Illinois provides that any municipality which has a population of more than 25,000 is a home rule unit, and the Village of Elk Grove Village, Cook and DuPage Counties, Illinois, with a population in excess of 25,000 is, therefore, a home rule unit and, pursuant to the provisions of said Section 6(a) of Article VII, may exercise any power and perform any function pertaining to its government and affairs, including, but not limited to, the power to tax and to incur debt; and WHEREAS, pursuant to Section 11-76-4 of the Illinois Municipal Code (65 ILCS 5/11-76-4), whenever a municipality that owns any personal property which, in the opinion of a simple majority of the corporate authorities then holding office, is no longer necessary or useful to, or for the best interests of the city or village, such a majority of the corporate authorities then holding office: “(1) by ordinance may authorize the sale of that personal property in such manner as they may designate, with or without advertising the sale; or (2) may authorize any municipal officer to convert that personal property into some other form that is useful to the city or village by using the material in the personal property; or (3) may authorize any municipal officer to convey or turn in any specified article of personal property as part payment on a new purchase of any similar article”; and WHEREAS, the Village Public Works Department has identified a piece of paving equipment, namely a 2017 LeeBoy Paver, 5000 PathMaster, Serial Number 151961 (the “Personal Property”) that is not being utilized by the Village and has become too cost-prohibitive to maintain 2 due to the cost of maintenance, discontinued parts, and/or expensive upgrades being necessary to safely and efficiently use said Personal Property; and WHEREAS, the Mayor and the Board of Trustees of the Village (the “Corporate Authorities”) have determined that the Personal Property is no longer necessary or useful to, or for the best interest of the Village and its residents to retain; and WHEREAS, Casey Equipment Company, Inc. (“Casey”) has agreed to purchase said personal property from the Village (the “Agreement”), a copy of which is attached as Exhibit 1; and WHEREAS, to ensure that the Village operates in an efficient and economical manner, it is necessary to dispose of equipment that is no longer functional or useful, or is too expensive to maintain by selling the equipment to Casey; and WHEREAS, based on the foregoing, the Corporate Authorities find that it is necessary for conducting Village business and for the efficient administration of government to authorize the sale of the Personal Property in an as-is condition on such terms to Casey as determined to be the best interests of the Village and its residents; NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, Illinois as follows: Section 1: The foregoing recitals shall be and are hereby incorporated as findings of facts as if said recitals were fully set forth herein.
