ACCOUNTS PAYABLE WARRANT: MAY 31, 2026 $1,152,119.85 JUNE 16, 2026 $7,968,472.28 6. CONSENT AGENDA a. Consideration of a request from the Elk Grove Park District, located at 499 Biesterfield Road, to waive FY 2026/27 vehicle sticker fees in the amount of $2,100. (The Elk Grove Park District is seeking a waiver of FY2026/27 vehicle sticker fees for 3 passenger vehicles ($75), 17 Class-B trucks ($850), 13 Class-D/F trucks ($975), and 2 Class-H/J/K trucks ($200) for a total waiver of $2,100. (It has been past practice of the Village Board to grant fee waivers for governmental and non-profit organizations. (The Director of Finance recommends approval.) b. Consideration to waive the formal bidding process and award a purchase contract to Packey Webb Ford, of Downers Grove, IL for the purchase of a Ford Explorer in the amount of $45,192 from the General Fund. (Funds have been allocated in the FY27 General Fund to purchase a new Ford Explorer to replace unit #250, a 2014 Ford Explorer with high mileage for the Police Department. (The Ford Explorer is available from Packey Webb Ford of Downers Grove, IL in the amount of $45,192. Page 2 of 5 (Packey Webb Ford currently has an Explorer with the appropriate specs in stock on their lot for immediate delivery. (Adequate funds are available in the General Fund. (The Director of Public Works recommends approval.) c. Consideration to award a professional services contract to Innovative Government Solutions, LLC of Des Plaines, IL to provide strategic consulting and advocacy services to the Village in consulting with the State of Illinois for twelve months in the amount of $48,000. (Innovative Government Solutions has been retained by the Village to assist with legislative monitoring and advocating on behalf of the Village in relation to legislation being considered by the State of Illinois. In addition, they help identify and secure grant funding for critical Village infrastructure projects. (This is a 12-month contract beginning June 17, 2026.) d. Consideration of a request from Meet Chicago Northwest Convention Bureau for payment of annual dues for FY 2026-27 in the amount of $75,714.13. (The annual dues rate is based on 10% of the 4% hotel/motel taxes collected. (This year's distribution of $75,714.13 to Meet Chicago Northwest has decreased by $15,716.89 or 17% from the previous year.) e. Consideration to award a professional service contract with H&H Electric Company of Glendale Heights, IL for the street light repairs and materials contract in the amount not to exceed $88,445.55 from the General Fund. (On Tuesday, May 26, 2026, the Village opened sealed bids for the street light repairs and materials contract. (The contract provides for the repairs, emergency work, materials, and locating underground street light cables of street lights throughout the Village. (The initial term of the contract is from June 17, 2026 through April 30, 2027, with the option of four (4) annual renewals in one-year increments through April 30, 2031. (The lowest responsive and responsible bid was received from H&H Electric Company of Glendale Heights, IL in the amount of $88,445.55. (Funds for the contract have been allocated in the General Fund. (The Director of Public Works recommends approval.) f. Consideration to concur with prior authorization of a request to hold a Public Hearing before the Plan Commission to consider the petitions submitted by Tonne Grove, LLC for the resubdivision of one (1) lot into twenty (20) lots and a Special Use to create a Planned Development at 600 E Elk Grove Boulevard. (Nicholas Development, LLC is petitioning the Village for a Resubdivision and Special Use at 600 E Elk Grove Boulevard for the purpose of constructing 20 single-family homes along with a dedicated roadway connecting Love Street to Tonne Road. (The public hearing will be held on June 22, 2026.) g. Consideration to adopt Resolution No. 40-26 approving the acquisition of a permanent easement for the purpose of roadway improvements along Tonne Road between the Page 3 of 5 Village of Elk Grove Village and the property owner of 1501 Tonne Road, TonneEGV, LLC, and payment to the property owner in the amount of $3,456 from the Business Leaders Forum Fund. (The Village requested easement from the property owner of 1501 Tonne Road, TonneEGV LLC, to secure legal rights to perform roadway improvements on the Tonne Road Reconstruction project. (The property owner has agreed to a total easement cost of $3,456 for Parcel number 0002. (The easement purchase prices were determined by appraisal, through the Village's consultant. (Funds for the easement are available in the Business Leaders Forum Fund. (The Director of Public Works recommends approval.) h. Consideration to adopt Resolution No. 41-26 authorizing the Mayor to execute a Letter of Receipt stipulating the terms of an agreement for an application seeking a Cook County Class 6B Property Tax Exemption status pursuant to the Cook County Real Property Classification Ordinance as amended from time to time, for certain real estate located at 1601 Tonne. (The Law Offices of Sarnoff Property Tax, on behalf of their client 1281 Jarvis LLC or an entity to be named (Applicant) is seeking a Cook County Class 6B property tax exemption for property located at 1601 Tonne. (The Applicant, Luxahaus, intends to purchase the 24,700 square foot industrial facility and occupy it for light assembly, warehousing, and distribution of cabinets, windows, millwork, and more that are used in the home improvement industry. (Currently, Luxahaus operates out of 1281-1295 Jarvis Avenue for its related entities, MG Bros Construction, Inc., Stairluxe, LLC, and Luxahaus, LLC and is looking to consolidate to one building. The Applicant plans to bring its 8 full-time employees and add 2-3 employees within the first three years. (The Applicant will refurbish the building to increase its functionality and improve the building at an estimated cost of $150,000-200,000. (Improvements will include the replacement of the existing loading dock, the removal and replacement of landscaping, the reconstruction and seal coating of parts of the parking lot, the cleanout of the rear detention pond and back overgrowth, the rear lawn restored with grass, and new EIFS paneling. (The eligibility requirements for 6B status are new construction, substantial rehabilitation, or buildings that have been vacant for a period of time. This site qualifies based on the Reoccupation of Abandoned Property with less than 12 months of vacancy with a Purchase for Value, Substantial Rehabilitation, and Special Circumstances. (Property approved for Class 6B status allows the owner of the property to have the assessment level lowered for a period of twelve years. The assessment schedule is 10% of fair market value for ten years, then 15% in the eleventh year and 20% in the twelfth year. Industrial property is currently assessed at 25% of fair market value in Cook County. (Upon approval, the Director of Business Development & Marketing will issue a Letter of Receipt to the Applicant. The Letter of Receipt will allow the Applicant to file an application with Cook County. Final approval is at the discretion of the Village Board and contingent on the Applicant completing the improvements stated in their application. The Applicant plans on purchasing the subject property and rehabilitating the same for its related entities, MG Bros Construction, Inc., Stairluxe, LLC, and Luxahaus, LLC (collectively “the Companies”), to occupy for their industrial uses consisting of the light assembly, warehousing and distribution of cabinets, windows, millwork and more that are used in the home improvement industry. The subject property is approximately 74,662 square feet with an approximately 24,700 square foot building that has been 100% vacant and unused since January 12, 2026. The subject property is in need of substantial rehabilitation. Therefore, the Applicant plans to spend approximately $150,000 to $200,000 to immediately rehabilitate and improve the subject property. Based on initial inspections these improvements will be to update the landscaping, update/improve the façade and add new signage as well as to complete other general maintenance. See attached drawings. The Applicant plans to also complete interior improvements. Please note that all of the rehabilitation costs could significantly vary depending on a variety of factors such as market variances. Further inspections of the subject property may require additional improvements. The rehabilitation will create construction jobs. Currently the Companies operate out of the approximately 11,223 square foot building and the approximately 5,223 square foot building located at 1281-1295 Jarvis Ave. in Elk Grove Village. The Companies are growing and need to add more space to fit their growth plans as well as to bring their operations all under one roof. Therefore, the Applicant plans to remain in Elk Grove Village by moving to the subject property and expanding there as well. Currently, the Companies collectively have 8 employees (all full-time), and the plan is to bring all of these employees to the subject property and to hire an additional 2 to 3 employees within the first three years of moving. Additionally, the Companies will continue to look to hire all qualified Elk Grove Village residents for future hires. Elk Grove Village can also expect that the Companies and their employees will continue to invest commercially back into the community by visiting local establishments such as restaurants, gas stations, grocery stores and more. In addition, Elk Grove Village can expect that the Companies will continue to attract business and various customers to the Village in the course of their operations. Based on our research and the additional costs that must be incurred to rehabilitate the property and building in order for this to be a successful endeavor, the Applicant must possess a Class 6b Incentive to complete the improvements and to successfully operate the property.
