Industrial property is currently assessed at 25% of fair market value in Cook County.
(Upon approval, the Director of Business Development & Marketing will issue a Letter of
Receipt to the Applicant. The Letter of Receipt will allow the Applicant to file an

SUBJECT: Recommendation to Award a Purchase Contract for
One Ford Explorer from Packey Webb Ford.
BACKGROUND:
Funds have been allocated in the FY2027 General Fund to purchase a new Ford Explorer
SUV to replace a high-mileage 2014 Ford Explorer in the Police Department.
Packey Webb Ford of Downers Grove, IL, has a Ford Explorer available for $45,192, which
is notably below the MSRP. While there are currently no purchasing cooperative contracts
available for civilian Ford Explorer models, the Department conducted a thorough
statewide inventory search for a vehicle matching our exact specifications and color. Public
Works obtained three (3) quotes for identical, available models, and Packey Webb Ford
was the lowest price.
I recommend waiving the formal bid process and awarding a purchase contract to Packey
Webb Ford of Downers Grove, IL for a Ford Explorer in the amount of $45,192. Adequate
funds are available in the General Fund.
Your concurrence with this recommendation is respectfully requested with subsequent
forwarding for Village Board consideration.

SUBJECT: Request from Meet Chicago Northwest
BACKGROUND:
Meet Chicago Northwest, previously known as the Woodfield Chicago Northwest
Convention Bureau, submitted an invoice for the Village’s annual grant/dues based on the
hotel/motel tax receipts collected in the last fiscal year. The distribution rate requested is
consistent with prior years: 10% of revenues calculated on a four percent tax rate.
The Village collected $1,135,711.90 in hotel/motel tax revenues in fiscal year 2025-26, a
decrease of $235,804.48 from the prior year.
The budget (account 1010014-540100) includes $100,000 for this purpose. Please
forward this request for Village Board consideration.

SUBJECT: Street Light Repairs and Materials Contract
BACKGROUND:
On Tuesday, May 26, 2026, the Village opened sealed bids for the Street Light Repairs and
Materials contract. The contract provides for the repairs, emergency work, materials, and
locating underground street light cables of street lights throughout the Village’s
residential area.
The initial term of the contract is from June 17, 2026 through April 30, 2027, with the
option of four (4) annual renewals in one-year increments through April 30, 2031. Three
(3) contractors obtained bid documents and two (2) submitted a bid for the contract.
The lowest responsive and responsible bid was received from H&H Electric Company of
Glendale Heights, IL. This contractor has satisfactorily carried out similar contracts in
years past.
Of the total amount, approximately $20,000 is allocated for damage from non-identifiable
accidents, with an additional $20,000 set aside for identifiable incidents. These estimates
are based on historical data and actual costs from previous years. Whenever possible, the
Village pursues fund recovery from the responsible parties.
I recommend awarding the Street Light Repairs and Materials contract to H&H Electric Co.
of Glendale Heights, IL in the amount of $88,445.55. Funds for the Street Light Repairs and
Materials contract are budgeted in the General Fund.
Your concurrence with this recommendation is respectfully requested with subsequent
forwarding for Village Board consideration.

SUBJECT: Tonne Road Plat of Easement - Parcel 0002
BACKGROUND:
As part of the Tonne Road Reconstruction project, it was determined that easements
would be required to reconstruct the roadway and replace the sidewalk and properly
grade and restore the grass adjacent to the sidewalk. Because the project is being funded
through a federal grant, staff have contracted with HDR, Inc. to acquire the necessary
easements for the project to ensure compliance with federal land acquisition
requirements.
Easement documents will be executed by HDR, Inc. following federal land acquisition
procedures, upon passage of the Resolution. After approval, HDR, Inc. will record the Plat
of Easement at the Cook County Recorder's Office.
I recommend approval of the Resolution authorizing execution of the easement
acquisition documents for Parcel 0002, along with payment to the property owner of 1501
Tonne Road, TonneEGV LLC, in the amount of $3,456. Adequate funds are available in the
Business Leaders Forum Fund.

SUBJECT: Request for a Cook County 6B Property Tax Abatement
- 1601 Tonne
BACKGROUND:
The Law Offices of Sarnoff Property Tax, on behalf of their client 1281 Jarvis LLC or an
entity to be named (Applicant) is seeking a Cook County Class 6B property tax exemption
for property located at 1601 Tonne. The Applicant, Luxahaus, intends to purchase the
24,700 square foot industrial facility and occupy it for light assembly, warehousing, and
distribution of cabinets, windows, millwork, and more that are used in the home
improvement industry.
Currently, Luxahaus operates out of 1281-1295 Jarvis Avenue for its related entities, MG
Bros Construction, Inc., Stairluxe, LLC, and Luxahaus, LLC and is looking to consolidate to
one building. The Applicant plans to bring its 8 full-time employees and add 2-3
employees within the first three years. The Applicant will refurbish the building to
increase its functionality and improve the building at an estimated cost of $150,000-
200,000.
Improvements will include the replacement of the existing loading dock, the removal and
replacement of landscaping, the reconstruction and seal coating of parts of the parking lot,
the cleanout of the rear detention pond and back overgrowth, the rear lawn restored with
grass, and new EIFS paneling.
The eligibility requirements for 6B status are new construction, substantial rehabilitation,
or buildings that have been vacant for a period of time. This site qualifies based on the
Reoccupation of Abandoned Property with less than 12 months of vacancy with a
Purchase for Value, Substantial Rehabilitation, and Special Circumstances. Property
approved for Class 6B status allows the owner of the property to have the assessment
level lowered for a period of twelve years. The assessment schedule is 10% of fair market
value for ten years, then 15% in the eleventh year and 20% in the twelfth year. Industrial
property is currently assessed at 25% of fair market value in Cook County.
I recommend approval of this petition. Upon approval, I will issue a Letter of Receipt to
the Applicant. The Letter of Receipt will allow the Applicant to file an application with
Cook County. Final approval is at the discretion of the Village Board and contingent on the
Applicant completing the improvements stated in their application.

RE: Class 6b Incentive Resolution Request
1281 Jarvis LLC, or an entity to be named
1601 Tonne Rd.
Elk Grove Village, Illinois 60007
PIN: 08-34-101-030-0000
Dear Sue:
1281 Jarvis LLC, or an entity to be named, (“Applicant”) is requesting a Resolution supporting
and consenting to a new Class 6b Incentive on the above-referenced property based on occupation of an
abandoned property that has been vacant for less than 12 continuous months with a purchase for value,
special circumstances and substantial rehabilitation. The Applicant plans on purchasing the subject
property and rehabilitating the same for its related entities, MG Bros Construction, Inc., Stairluxe, LLC,
and Luxahaus, LLC (collectively “the Companies”), to occupy for their industrial uses consisting of the
light assembly, warehousing and distribution of cabinets, windows, millwork and more that are used in
the home improvement industry. In addition, because the property has been vacant for less than 12
continuous months with a purchase for value, the Applicant will be seeking a new Class 6b Incentive with
special circumstances. Attached please find a brief narrative discussing the need for special
circumstances.
The subject property is approximately 74,662 square feet with an approximately 24,700 square
foot building that has been 100% vacant and unused since January 12, 2026. The subject property is in
need of substantial rehabilitation. Therefore, the Applicant plans to spend approximately $150,000 to
$200,000 to immediately rehabilitate and improve the subject property. Based on initial inspections these
improvements will be to update the landscaping, update/improve the façade and add new signage as well
as to complete other general maintenance. See attached drawings. The Applicant plans to also complete
interior improvements.
Please note that all of the rehabilitation costs could significantly vary depending on a variety of
factors such as market variances. Further inspections of the subject property may require additional
improvements. The rehabilitation will create construction jobs.
Sue Dees
May 6, 2026
Page Two
Currently the Companies operate out of the approximately 11,223 square foot building and the
approximately 5,223 square foot building located at 1281-1295 Jarvis Ave. in Elk Grove Village. The
Companies are growing and need to add more space to fit their growth plans as well as to bring their
operations all under one roof. Therefore, the Applicant plans to remain in Elk Grove Village by moving
to the subject property and expanding there as well. Currently, the Companies collectively have 8
employees (all full-time), and the plan is to bring all of these employees to the subject property and to hire
an additional 2 to 3 employees within the first three years of moving. Additionally, the Companies will
continue to look to hire all qualified Elk Grove Village residents for future hires.
Elk Grove Village can also expect that the Companies and their employees will continue to invest
commercially back into the community by visiting local establishments such as restaurants, gas stations,
grocery stores and more. In addition, Elk Grove Village can expect that the Companies will continue to
attract business and various customers to the Village in the course of their operations.
As the above indicates, there are various benefits Elk Grove Village will receive should the
Applicant be granted the Class 6b Incentive. The Applicant is excited to move forward with completing
the rehabilitation and reoccupation of the subject property. However, the above is all contingent on the
Applicant receiving a Class 6b Incentive.
Therefore, please review this letter and the following attached materials, and place the Applicant
on the Agenda for the next Elk Grove Village Board meeting on May 26, 2026:
1. Petition Form for Class 6B Program.
2. Affidavit attesting to the vacancy on the subject property.
3. Legal description of the subject property.
4. Aerial of the subject property.
5. Marketing brochure with current pictures of the subject property.
6. Color renderings showing the proposed new façade and landscaping.
7. List of the subject property’s taxes for the past five years, including a Cook County print-
out.
8. Estimated taxes on the subject property with and without the Class 6b Incentive as well as
with 100% vacancy relief.
9. Cook County Disclosure of Ownership Interest Statement.

Special circumstances requested by 1281 Jarvis LLC, or an entity to be named
1601 Tonne Rd., Elk Grove Village, Illinois (PIN: 08-34-101-030-0000)
Based on our research and the additional costs that must be incurred to rehabilitate the property
and building in order for this to be a successful endeavor, the Applicant must possess a Class 6b Incentive
to complete the improvements and to successfully operate the property. It is for these reasons that it is
necessary to grant the Applicant a Resolution in support and consent of a new Class 6b Incentive for the
subject property based on occupation of an abandoned property that has been vacant for less than 12
continuous months with a purchase for value, special circumstances and substantial rehabilitation.
