6. CONSENT AGENDA
v.Consideration to award a professional services contract to Tyler Technologies of
Yarmouth, ME for software, programming, and implementation of Tyler ELP (Enterprise
Permitting and Licensing) in the amount not to exceed $148,818 from the General Fund.
(The Village originally purchased the Munis ERP (Enterprise Resource Planning)
software suite from Tyler Technologies in February 2015.
(Tyler EPL (Enterprise Permitting and Licensing) is a software program that will
integrate with our current ERP financial system.
(EPL was initially investigated for its use with the Crime Free Housing program. This
software solution will allow for better collaboration between Police, Community
Development, and Finance Departments.
(EPL will also help to accelerate and automate the business licensing process.
(The quote attached from Tyler Technologies includes programming, implementation,
and annual maintenance.
(Adequate funds are available in the FY25 General Fund.
(The Director of Finance recommends approval.)
w.Consideration to adopt Ordinance No. 3896 amending section 6-3-6-8-B-3 of the
Municipal Code as it pertains to the amount of hours per month permitted for the parking
of recreational vehicles.
(This Ordinance amends the Municipal Code to modify the number of hours per month
recreational vehicles may be parked in the front of the building line from seventy-two
(72) hours to ninety-six (96) hours.)
x.Consideration to adopt Resolution No. 28-25 authorizing the Mayor and Village Clerk to
execute a Second Amendment to the Purchase and Sale Agreement between the Village
of Elk Grove Village and BLDG Elk Grove HD LLC, a Delaware limited liability
company, BLDG Elk Grove HD II LLC, a Delaware limited liability company, FEIGA

II/HD, LLC, a Delaware limited liability company and COURT STREET
ASSOCIATES/HD, LLC, a Delaware limited liability company (610 Meacham Avenue).
(On January 14, 2025, the Village Board adopted Resolution No. 6-25 entering the
Village into a Purchase and Sale Agreement for property located at 610 Meacham Road.
(A First Amendment was adopted on March 11.
(Additional time is needed for due diligence, thus the need for the Second Amendment.)
y.Consideration to adopt Resolution No. 29-25 authorizing the Mayor to execute a Letter
of Receipt stipulating the terms of an agreement for an application seeking a Cook
County Class 6B Property Tax Exemption status pursuant to the Cook County Real
Property Classification Ordinance as amended July 27, 2018 for certain real estate
located at 2355 Greenleaf Avenue.
(The Law Offices of Holland Hicks Law, on behalf of their client Bratt Capital Partners
LLC Series 2461, (Applicant) is seeking a new Cook County Class 6B property tax
exemption for property located at 2355 Greenleaf Avenue.
(The Applicant has purchased two properties east of 2355 Greenleaf Avenue to expand
its current manufacturing operations at Greenridge Farms, located at 2355 Greenridge
Farms. The Applicant plans to construct a new 116,245 square foot Class A Industrial
building addition to the existing 31,094 sq. foot building at 2355 Greenleaf Avenue.
(Greenridge Farms is a premium protein manufacturer of all-natural, antibiotic-free, and
organic deli meats, sausages, and snack sticks. They plan to bring 50 employees to the
new property and will hire an additional 10 employees in the first two years and an
additional 10 employees after five years. It should be noted that this 6B petition will only
apply to the 116,245 sq. ft. addition, and not to the existing building.
(The proposed 116,245 sq. ft. building addition will be a single story with a height of
43.5 feet, 76 parking spots, 5 exterior docks, one drive-in door, a 14' high precast
screening wall to screen the docks. The existing building will also receive exterior
cosmetic improvements to match the new building elevations and color schemes and all
landscaping will be updated. The cost of this work is estimated at $12 million dollars.
(The eligibility requirements for 6B status are new construction, substantial
rehabilitation, or buildings that have been vacant for a period of time. This site qualifies
as it has New Construction and Substantial Rehabilitation.
(Property approved for Class 6B status allows the owner of the property to have the
assessment level lowered for a period of twelve years. The assessment schedule is 10%
of fair market value for ten years, then 15% in the eleventh year, and 20% in the twelfth
year. Industrial property is currently assessed at 25% of fair market value in Cook
County.
(Upon approval, the Director of Business Development and Marketing will issue a Letter
of Receipt to the Applicant. The Letter of Receipt will allow the Applicant to file an
application with Cook County. Final approval is at the discretion of the Village Board
and contingent on the Applicant completing the improvements stated in their application.
(The Director of Business Development and Marketing recommends issuing a Letter of
Receipt.)

SUBJECT: Tyler Technologies ELP Software Contract
BACKGROUND:
The Village originally purchased the Munis ERP software from Tyler Technologies in
February 2015. As part of our ongoing efforts to improve efficiency and address program
deficiencies, we propose adding Tyler Technologies' Enterprise Permitting and Licensing
(ELP) software, previously known as Energov. ELP is designed to integrate seamlessly
with our current Tyler ERP system, offering powerful tools to enhance communication,
automate processes, and improve user experience.
The ELP software was specifically evaluated for its ability to address current gaps in the
Crime Free Housing Program. Following a detailed demonstration of its capabilities,
representatives from Police, Community Development, IT, and Finance departments
agreed that ELP offers significant potential to improve program operations. Key benefits
include: automated notifications to landlords regarding renewals and expired licenses,
workflow notifications to designated departmental members for better coordination,
online payment options for increased convenience, and a user-friendly portal for
landlords and their representatives. These features will enhance communication and
collaboration among the involved departments, streamlining the process and providing
timely updates to users.
In addition to transforming the Crime Free Housing Program, ELP will extend its
functionality to the management of business licenses. By automating the licensing process
and providing efficient application and renewal systems, the software will accelerate
processing times. It will also provide automated notifications to keep license holders
informed of renewal and application statuses and provide visibility to both current and
historical records for better tracking and transparency.
Currently, Des Plaines, Niles, Palatine, and Rolling Meadows successfully utilize the ELP
software.
Your concurrence with this recommendation is respectfully requested with subsequent
forwarding for Village Board consideration.

Client agrees that items in this sales quotation are, upon Client's signature or approval of same, hereby added to the existing agreement ("Agreement")
between the parties and subject to its terms. Additionally, payment for said items, as applicable but subject to any listed assumptions herein, shall
conform to the following terms:
•License fees for Tyler and third party software are invoiced upon the earlier of (i) deliver of the license key or (ii) when Tyler makes such
software available for download by the Client;
•Fees for hardware are invoiced upon delivery;
•Fees for year one of hardware maintenance are invoiced upon delivery of the hardware;
•Annual Maintenance and Support fees, SaaS fees, Hosting fees, and Subscription fees are first payable when Tyler makes the software available
for download by the Client (for Maintenance) or on the first day of the month following the date this quotation was signed (for SaaS, Hosting,
and Subscription), and any such fees are prorated to align with the applicable term under the Agreement, with renewals invoiced annually
thereafter in accord with the Agreement.
•Fees for services included in this sales quotation shall be invoiced as indicated below.
•Implementation and other professional services fees shall be invoiced as delivered.
•Fixed-fee Business Process Consulting services shall be invoiced 50% upon delivery of the Best Practice Recommendations, by module,
and 50% upon delivery of custom desktop procedures, by module.
•Fixed-fee conversions are invoiced 50% upon initial delivery of the converted data, by conversion module, and 50% upon Client
acceptance to load the converted data into Live/Production environment, by conversion module.
•Except as otherwise provided, other fixed price services are invoiced upon complete delivery of the service. For the avoidance of doubt,
where "Project Planning Services" are provided, payment shall be invoiced upon delivery of the Implementation Planning document.
Dedicated Project Management services, if any, will be invoiced monthly in arrears, beginning on the first day of the month immediately
following initiation of project planning.
•If Client has purchased any change management services, those services will be invoiced in accordance with the Agreement.
•Notwithstanding anything to the contrary stated above, the following payment terms shall apply to services fees specifically for
migrations: Tyler will invoice Client 50% of any Migration Fees listed above upon Client approval of the product suite migration
schedule. The remaining 50%, by line item, will be billed upon the go-live of the applicable product suite. Tyler will invoice Client for any

Project Management Fees listed above upon the go-live of the first product suite. Unless otherwise indicated on this Sales quotation,
annual services will be invoiced in advance, for annual terms commencing on the date this sales quotation is signed by the Client. If
listed annual service(s) is an addition to the same service presently existing under the Agreement, the first term of the added annual
service will be prorated to expire coterminous with the existing annual term for the service, with renewals to occur as indicated in the
Agreement.
•Expenses associated with onsite services are invoiced as incurred.
Tyler's quote contains estimates of the amount of services needed, based on our preliminary understanding of the scope, level of engagement,
and timeline as defined in the Statement of Work (SOW) for your project. The actual amount of services required may vary, based on these
factors.
Tyler's pricing is based on the scope of proposed products and services contracted from Tyler. Should portions of the scope of products or
services be altered by the Client, Tyler reserves the right to adjust prices for the remaining scope accordingly.
Unless otherwise noted, prices submitted in the quote do not include travel expenses incurred in accordance with Tyler's then-current Business
Travel Policy.
Tyler's prices do not include applicable local, city or federal sales, use excise, personal property or other similar taxes or duties, which you are
responsible for determining and remitting. Installations are completed remotely but can be done onsite upon request at an additional cost.
In the event Client cancels services less than four (4) weeks in advance, Client is liable to Tyler for (i) all non-refundable expenses incurred by
Tyler on Client's behalf; and (ii) daily fees associated with the cancelled services if Tyler is unable to re-assign its personnel.
The Implementation Hours included in this quote assume a work split effort of 70% Client and 30% Tyler.
Implementation Hours are scheduled and delivered in four (4) or eight (8) hour increments.
Tyler provides onsite training for a maximum of 12 people per class. In the event that more than 12 users wish to participate in a training class or
more than one occurrence of a class is needed, Tyler will either provide additional days at then-current rates for training or Tyler will utilize a
Train-the-Trainer approach whereby the client designated attendees of the initial training can thereafter train the remaining users.
Business Management: Tyler leads and owns the "Assess and Define" and "Configuration" of 2 unique business transactions, 2 template business
transactions, 2 geo-rules and 2 automation events. Configuration elements beyond this will be owned by the client.
Your payment of the annual subscription or SaaS fee for Tyler Notify will include an identified amount of messages and/or minutes annually.
Additional messages and/or minutes may be purchased from Tyler in defined packages at our then-current rates. Tyler Notify will not restrict use
of messages and/or minutes that exceed the allotted messages but reserves the right to invoice you for documented overages occurring during
the annual term. Any unused messages or minutes remaining at the end of your annual subscription term expire.

EXECUTE A SECOND AMENDMENT TO THE PURCHASE AND SALE
AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND

WHEREAS, the Village of Elk Grove Village (“Village”) has a population of more than
25,000 and is therefore a “Home Rule Unit” under the 1970 Illinois Constitution; and
WHEREAS, the Illinois Constitution of 1970 provides that a Home Rule Unit may
exercise any power and perform any function pertaining to its government and affairs, including
but not limited to the power to regulate for the protection of the public health, safety, morals and
welfare; to license, to tax; and to incur debt; and
WHEREAS, the Village previously entered into a Purchase and Sale Agreement (as
amended, “Purchase Agreement”) with BLDG ELK GROVE HD LLC, a Delaware limited liability
company, BLDG ELK GROVE HD II LLC, a Delaware limited liability company, FEIGA II/HD,
LLC, a Delaware limited liability company, and COURT STREET ASSOCIATES/HD, LLC, a
Delaware limited liability company (collectively, “Seller”) concerning the property commonly
known as 610 Meacham Road in Elk Grove Village; and
WHEREAS, the Village and Seller wish to amend the Purchase Agreement to extend
certain deadlines and make related changes, all as set forth in the Second Amendment to the
Purchase and Sale Agreement attached as Exhibit 1 (“Second Amendment”); and
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Counties of Cook and DuPage, State of Illinois, in exercise of their
home rule authority, as follows:
Section 1. Recitals. The above recitals and all exhibits attached to this Resolution are
incorporated by this reference.
Section 2. Amendment Approved. The Second Amendment is hereby approved.
The Mayor is authorized to sign the Second Amendment on the Village’s behalf, and the Village
Clerk is authorized to attest to said document upon the Mayor’s signature.
Section 3. Authority. The Village Manager is authorized and directed to enforce and
implement the terms of the Second Amendment. The Village Manager is further authorized to

take all steps necessary including, without limitation, signing any necessary documents on the
Village’s behalf, to enter into subsequent amendments to the Purchase Agreement for the purpose
of extending any timeline contained in the Purchase Agreement, including, without limitation, the
REA Approval Period, by up to an additional 60 days.
Section 4. Repealer. All resolutions or ordinances or parts thereof in conflict with any
of the provisions of this Resolution shall be, and the same hereby repealed.
Section 5. Severability. This Resolution and every provision thereof shall be
considered severable. If any part, subsection or clause of this Resolution shall be deemed to be
unconstitutional or otherwise invalid, the remaining sections, subsections and clauses shall not be
affected thereby.
Section 6. Effective Date. This Resolution shall be in full force and effect from and
after its passage and approval as provided by law.

SECOND AMENDMENT TO
PURCHASE AND SALE AGREEMENT
This Second Amendment to Purchase and Sale Agreement (“Second Amendment”)
is made as of April __, 2025 (“Second Amendment Effective Date”) by and between BLDG
Elk Grove HD LLC, a Delaware limited liability company, BLDG Elk Grove HD II LLC,
a Delaware limited liability company, FEIGA II/HD, LLC, a Delaware limited liability
company and COURT STREET ASSOCIATES/HD, LLC, a Delaware limited liability
company, as tenants in common (collectively, “Seller”), and VILLAGE OF ELK GROVE
VILLAGE, an Illinois home rule municipal corporation (“Purchaser”) (collectively, Seller
and Purchaser are the “Parties”).
RECITALS
A. Purchaser and Seller have previously executed and delivered that certain
Purchase and Sale Agreement dated January 14, 2025 (“Agreement”), for the purchase and
sale of certain real property located at 610 Meacham Road, in Elk Grove Village, Cook
County, Illinois, 60007, as more particularly described in the Purchase Agreement.
B. On or about March 11, 2025, the Purchaser passed Resolution No. 20-25
approving the First Amendment to the Purchase Agreement (“First Amendment”)
(collectively, the Purchase Agreement and First Amendment are the “Purchase Agreement”)
to extend certain deadlines and making related changes.
C. Seller and Purchaser acknowledge and agree that Purchaser is diligently
pursuing Lease Termination approval and REA Approval and, despite those commercially
reasonable efforts, such approvals have not yet been obtained.
D. Purchaser and Seller desire to amend certain terms and provisions of the
Purchase Agreement in accordance with this Second Amendment.
AGREEMENTS:
NOW THEREFORE, in consideration of the Recitals and Agreements contained
herein, the Parties agree as follows:
1. All initially capitalized terms not otherwise defined herein shall have the
same meanings ascribed to them in the Purchase Agreement. The foregoing recitals are
incorporated into this Section by reference.
2. Without need for further notice, written or otherwise, the Purchase
Agreement, including, without limitation, Section 3(f) therein, is amended to provide that
the REA Approval Period will expire at 5 p.m. CST on July 21, 2025, to allow additional
time for Purchaser to negotiate the Lease Termination and obtain the REA Approval. In the
event the requisite parties do not enter into the Lease Termination or the REA Approval is
not obtained during the REA Approval Period, Purchaser shall have the right, before the

REA Approval Period expires, to terminate the Purchase Agreement in accordance with
Purchase Agreement Section 3(f).
3. The last sentence of Section 4 of the Purchase Agreement is hereby deleted
and replaced with the following:
“The term “Closing” as used herein shall mean the consummation of such purchase
and sale in accordance with the terms of this Agreement and shall occur on the date
which is thirty (30) days after the expiration of the REA Approval Period (the date
of the Closing, as the same may be adjourned by Seller as provided herein being
herein referred to as the “Closing Date”); and TIME SHALL BE OF THE
ESSENCE with respect to Purchaser’s obligations to pay the balance of the Purchase
Price and otherwise consummate the transactions contemplated hereby on the
Closing Date.”
4. Except as modified by this Second Amendment, the Purchase Agreement
remains in full force and effect. To the extent there is any inconsistency or conflict between
the terms and provisions of the Purchase Agreement and this Second Amendment, the terms
and provisions of this Second Amendment shall govern. The Purchase Agreement and
Second Amendment shall be construed as one instrument and all provisions of the Purchase
Agreement, as amended by this Second Amendment, are incorporated herein by reference
as if fully stated herein.
5. There are no unwritten or oral agreements between the Parties. This Second
Amendment represents the final agreement between the Parties with respect to the matters
set forth herein and may not be contradicted by evidence of prior, contemporaneous, or
subsequent oral agreements between the Parties.
6. Each Party represents and warrants to the other that it has the requisite
authority to enter into this Second Amendment, and each party shall, upon request, provide
evidence of such authority acceptable to the other at the time of execution of this Second
Amendment.
7. This Second Amendment may be executed in any number of identical
counterparts, each of which shall be deemed to be an original and all of which shall constitute
one and the same instrument.

for property located at 2355 Greenleaf Avenue.
The Applicant has purchased two properties east of 2355 Greenleaf Avenue to expand its
current manufacturing operations at Greenridge Farms, located at 2355 Greenridge
Farms. The Applicant plans to construct a new 116,245 square foot Class A Industrial
building addition to the existing 31,094 sq. foot building at 2355 Greenleaf Avenue.
Greenridge Farms is a premium protein manufacturer of all-natural, antibiotic-free, and
organic deli meats, sausages, and snack sticks. They plan to bring 50 employees to the new
property and will hire an additional 10 employees in the first two years and an additional
10 employees after five years. It should be noted that this 6b petition will only apply to the
116,245 sq. ft. addition and not to the existing building.
The proposed 116,245 sq. ft. building addition will be a single-story building with a height
of 43.5 feet, 76 parking spots, 5 exterior docks, one drive-in door, and a 14-foot-high
precast screening wall to screen the docks. The existing building will also receive exterior
cosmetic improvements to match the new building elevations and color schemes and an
update to all landscaping. The cost of this work is estimated at $12 million.
The eligibility requirements for 6B status are new construction, substantial rehabilitation,
or buildings that have been vacant for a period of time. This site qualifies as it has New
Construction and Substantial Rehabilitation.
Property approved for Class 6B status allows the owner of the property to have the
assessment level lowered for a period of twelve years. The assessment schedule is 10% of
fair market value for ten years, then 15% in the eleventh year, and 20% in the twelfth
year. Industrial property is currently assessed at 25% of fair market value in Cook
County.
Upon approval, the Director of Business Development and Marketing will issue a Letter of
Receipt to the Applicant. The Letter of Receipt will allow the Applicant to file an

Petition for Cook County Class 6B Property Tax Abatement
The Village of Elk Grove prides itself on being a business friendly community. As such, the Village
supports the use of the Cook County Class 6B Tax Abatement in cases where it is established that a tax
disparity exists and is detrimental to tenancy and where the project presents a clear benefit to the
community. The Village reserves the right to review applications and render its approval or disapproval
based on the information provided.
Adhering to all Village codes and ordinances with respect to building and landscaping alterations is
required. Furthermore, proposed building and landscaping construction must follow the design
guidelines promulgated in the Industrial and Commercial Revitalization Master Plan Update for 2011.
Proposed enhancements should be in accordance with the attached Industrial Design Guidelines Packet.
The purpose of the Cook County Class 6B Property Tax Abatement Program is to stimulate the re-
occupancy of vacated industrial buildings through a reduction in property taxes. Property approved for
Class 6B status allows the owner of the property to have the assessment level lowered for a period of

I - INITIATION:
The following procedures are necessary for a completed petition for Cook County Class 6B Property
Tax Abatement consideration:

II - REVIEW AND PROCESSING
Upon receipt of the petition for Cook County Class 6B Property Tax Abatement and fee, the
Director of Business Development & Marketing will:
A.Examine the request for compliance with the above requirements for information, documents and
fees. Incomplete inquiries will be returned to the petitioner or applicant for their action. Step "B"
will be taken when all petition requirements have been fulfilled.
B.Distribute petition and required documents for departmental review and comment by Village
Manager's Office, Community Development, Public Works, and Finance. Departments will submit
written comments to Director of Business Development & Marketing.
C.Department comments will be communicated to applicant for correction.
D.When your application is determined to be complete by staff, the petition will be presented to the
Mayor & Board of Trustees at the next regularly scheduled Village Board Meeting for
consideration.
E.Fully completed petitions will be reviewed by the Mayor & Board of Trustees to ensure that the
project has a clear and demonstrated benefit to the community. If the project is deemed to have
merit and the Applicant has demonstrated that the project could not occur without the assistance
provided by the Cook County Class 6B Property Tax Abatement, then the Mayor & Board of
Trustees will provide the applicant with a Letter of Receipt from the Village.
This letter may be used to inform the Cook County Assessor’s Office that Elk Grove Village is in
receipt of the Applicant’s request for a Cook County Class 6B Property Tax Abatement. The Letter
of Receipt is not a guarantee of approval and the Applicant can move ahead with their project at
their own risk.
F.The Village will maintain contact with the applicant to ensure that the stated obligations have been
met.
G.Once the stated obligations have been met, Village staff will present a Resolution of Support to the
Mayor & Board of Trustees at a regularly scheduled Village Board Meeting for consideration.
III - FINAL ACTION
Upon their review, the Mayor and Board of Trustees at a Village Board Meeting will:
A. Deny the request
B. Approve the request with or without modification
C. Adopt appropriate resolution
If approved, the Applicant will receive a certified copy of the Village’s Resolution in support of the

NOTE: While the Village will do its best to expedite the review and approval process,

LETTER OF TRANSMITTAL
TO ELK GROVE VILLAGE
Bratt Capital Partners, LLC Series 2461 (the “Applicant”), purchased the properties
situated at 2355, 2461 and 2395 Greenleaf Avenue in Elk Grove Village, Illinois (PIN: 08-35-202-
043) (“2461”), (PIN: 08-35-202-047-0000) (“2355”) and (PIN: 08-35-202-048-0000) (“2395”),
(collectively, the “Property”).
Due to a capacity crunch at Greenridge Farm (“Greenridge”), situated at 2355 Greenleaf
Avenue (PIN: 08-35-202-047-0000), in Elk Grove Village, the Applicant is in the process of
expanding the plant for Greenridge at the Property.
The Property will be a manufacturing building to be constructed with Greenridge Farm as
the tenant at this time. Greenridge Farm is a premium protein manufacturer of all natural, anti-
biotic free and organic deli meats, sausages and snack sticks. Greenridge Farm will be expanding
their manufacturing capabilities in the new plant to include pre-sliced deli meats, snackable protein
packs, and shelf-stable snack sticks. Greenridge Farm is a fully USDA inspected facility, and
currently hold a BRCGC Food Safety Global Standard which is the most widely accepted food
safety standard in the world. The proposed use of the building will be 60% food processing, 20%
cold storage and 20% office. Approximately 200,000 pounds of food is processed on any given
day. Approximately 5,000 pounds of waste is generated every day in the form of inedible meat
cuts. The waste will be stored in a specialized bin in the cold storage area of the building. Waste
pick-up will be provided every other day and hauled away by a specialized hauler.
A petition for subdivision was filed regarding the above referenced properties to combine
the lots at 2355 Greenleaf Avenue (PIN: 08-35-202-047-0000), 2395 Greenleaf Avenue (PIN: 08-
35-202-048-0000) and 2461 Greenleaf Avenue (PIN: 08-35-202-043-0000) into a one lot
subdivision and build a new manufacturing building addition to the existing property at 2355
Greenleaf Avenue (PIN: 08-35-202-047-0000) Both buildings at 2461 Greenleaf (PIN: 08-35-202-
043-0000) and 2395 Greenleaf (PIN: 08-35-202-048-0000) have been demolished. The new PIN
will be determined when the Cook County Assessor releases the 2026 assessments in about 12-15
months.
The Applicant plans to construct a new 116,245 square foot, brand new Class A Industrial
Building addition to the existing 31,094 square feet at 2355 Greenleaf Avenue (PIN: 08-35-202-
047-0000) or a total of 147,339 square feet. The proposed building addition will be a single story
with a height of 43.5 feet. 76 parking spots, 5 exterior docks, one drive in door and 14’ high pre
cast screen wall to screen docks..
The new building will substantially improve the valuation of the property once built and
stabilized. It is estimated that the cost of this work is estimated at $12,000,000. Needless to say,
the Applicant has and will provide a significant fiscal impact to the Village of Elk Grove (the
“Village”) by this Plan.
The Property has the potential to generate significant property taxes for the Village.
However, without a Class 6B incentive, the viability of this year could be in doubt. Although the
Class 6B incentive will lower the assessment level from 25% to 10% for an industrial property for
ten years (15% in the eleventh year and 20% in the twelfth year), the Property may potentially
generate a greater tax even with a Class 6B incentive than it would if the Property was to go vacant.

The Applicant will be creating approximately 20 construction jobs for the planned
improvements and hire 50 employees initially, with a potential for an additional 10 jobs in the first
two years, and an additional 10 employees after year 5. In addition, the Village can expect that
the business and its employees will invest commercially back into the community by visiting local
establishments such as restaurants, gas stations, grocery stores, etc.
Bratt Capital Partners, LLC Series 2461, or (the “Applicant”) is the contract purchaser of the
above-referenced property (the “Subject Property”) and is requesting a Resolution from Elk Grove
Village supporting and consenting to a Class 6b Tax Incentive for the Subject Property based on
New Construction and Substantial Rehabilitation.
As the above indicates, there are various quantified economic benefits the Village will
receive should the Applicant be granted the Class 6b Incentive. However, without a Class 6b
Incentive, the Applicant will not be able to successfully operate at the Property.

INSECT & DISEASE CONTROL FOR TURF
THE CONTRACTOR SHALL BE RESPONSIBLE FOR MONITORING THE SITE CONDITIONS ON EACH VISIT TO DETERMINE IF ANY INSECT PEST OR DISEASE

AND CUTTING BACK HERBACEOUS PERENNIALS LEFT STANDING THROUGH WINTER, E.G. ORNAMENTAL GRASSES, SEDUM AUTUMN JOY.
FERTILIZING
FOR TREES, THE RATE OF FERTILIZATION DEPENDS ON THE TREE SPECIES, TREE VIGOR, AREA AVAILABLE FOR FERTILIZATION, AND GROWTH STAGE OF
THE TREE. MATURE SPECIMENS BENEFIT FROM FERTILIZATION EVERY 3 TO 4 YEARS; YOUNGER TREES SHALL BE FERTILIZED MORE OFTEN DURING RAPID
