The increase is based on the 3.7% increase in the Chicago Area Consumer Price Index for the most recent 12 months at the time of the contract renewal offer. Additionally, the contract covers the installation and subsequent removal of additional lighting to provide enhanced coverage higher up on designated trees. I recommend renewing the Holiday Lighting Installation and Removal contract with Elite Creations, LLC of San Antonio, TX for the period of October 1, 2026 through January 31, 2027 in the amount of $113,312.20. Adequate funds are available in General Fund. Your concurrence with this recommendation is respectfully requested with subsequent forwarding to the Village Board for consideration. This contract provides asphalt surface milling and paving, traffic control and protection, and all other incidental work necessary to complete pavement patching in various locations as needed throughout the Village. Five (5) contractors obtained bid documents and five (5) submitted bids. The lowest responsive and responsible bid was received from Schroeder Asphalt Services, Inc. of Marengo, IL for a total bid of $188,056.95. The Public Works Department allocated $200,000 in the current budget to address deteriorating asphalt pavement surfaces. An engineer’s estimate was used to ensure the bid would come in under $200,000. The lowest bid was approximately $12,000 less than the budgeted amount. Schroeder Asphalt Services was contacted to see if they would honor the unit prices of the bid for an increased quantity up to $200,000, and they agreed. I recommend that a construction contract be awarded to Schroeder Asphalt Services, Inc. of Marengo, IL for the 2026 Asphalt Surface Patching Program in the amount not to exceed $200,000.00. Roan, Village Manager FROM: Sue Dees, Director of Business Development & Marketing SUBJECT: Request for a Cook County 6B Property Tax Abatement - 2150 Touhy BACKGROUND: The Law Offices of Sarnoff Property Tax, on behalf of their client, WMEILL LLC (Applicant), is seeking a Cook County Class 6B property tax exemption for property located at 2150 Touhy Avenue. WMEILL LLC, an entity affiliated with Diemasters Manufacturing, Inc. doing business as Weiss-Aug, intends to purchase the 38,000 square foot industrial facility and occupy it for industrial use consisting of fabrication, manufacturing, warehousing, and distribution. Weiss-Aug does metal stamping, assembly, and sheet metal fabrication to make parts for the automotive, medical, lawn and garden industries. Weiss-Aug plans to perform injection/insert molding at the property. Currently, Diemasters Manufacturing, Inc./Weiss Aug, LLC operates out of an 80,000 square foot building located directly west of the subject property at 2100 Touhy Avenue and needs to add more space to fit its growth. The Applicant has 88 employees (77 full- time and 11 part-time) and plans to have 5-10 employees relocate to the subject property and hire an additional 5 to 10 employees as soon as possible. The Applicant plans to grow its employees to roughly 113 at both properties. The Applicant will refurbish the building to increase its functionality and improve the building at an estimated cost of $700,000-$800,000. Improvements will include reconstruction of the parking lot, loading docks, and parking lot aprons to be replaced, removal of the parking in the front 25' setback, drainage ditch cleared of all invasive species, new landscaping, new EIFS paneling, new lighting, and a new canopy. The eligibility requirements for 6B status are new construction, substantial rehabilitation, or buildings that have been vacant for a period of time. This site qualifies based on the Reoccupation of Abandoned Property with less than 12 months of vacancy with a Purchase for Value, Special Circumstances, and Substantial Rehabilitation.Property approved for Class 6B status allows the owner of the property to have the assessment level lowered for a period of twelve years. The assessment schedule is 10% of fair market value for ten years, then 15% in the eleventh year and 20% in the twelfth year. Industrial property is currently assessed at 25% of fair market value in Cook County. Page 2 of 2 I recommend approval of this petition. Upon approval, I will issue a Letter of Receipt to the Applicant. The Letter of Receipt will allow the Applicant to file an application with Cook County. Final approval is at the discretion of the Village Board and contingent on the Applicant completing the improvements stated in their application. Mahon, Village Clerk EXHIBIT A July 31, 2026 Sue Dees Director of Business Development & Marketing Village of Elk Grove 901 Wellington Avenue Elk Grove, Illinois 60007 sdees@elkgrove.org RE: Class 6b Incentive Resolution Request WMEILL LLC 2150 Touhy Ave. Elk Grove Village, Illinois 60007 PIN: 08-26-304-018-0000 Dear Sue: WMEILL LLC (“Applicant”) is requesting a Resolution supporting and consenting to a Class 6b Incentive on the above-referenced property based on occupation of an abandoned property that has been vacant for less than 12 continuous months with a purchase for value, special circumstances and substantial rehabilitation. The Applicant recently purchased the subject property and plans to rehabilitate the same for its related entity, Diemasters Manufacturing, Inc. d/b/a Weiss-Aug, to occupy for its industrial use consisting of the fabrication, manufacturing, warehousing and distribution of various products. Specifically, Weiss-Aug does metal stamping, assembly and sheet metal fabrication as well as makes parts for the automotive, medical, lawn and garden industries. Weiss-Aug also plans to perform injection/insert molding at the subject property. In addition, because the property had been vacant for less than 12 continuous months with a purchase for value, the Applicant will be seeking a Class 6b Incentive with special circumstances. Attached please find a brief narrative discussing the need for special circumstances. The subject property is approximately 66,430 square feet with a roughly 38,000 square foot building that was unused starting in September, 2025. The subject property was 100% vacant prior to purchase and continues to sit 100% vacant and unused. The subject property is in need of substantial rehabilitation. Therefore, the Applicant plans to spend approximately $700,000 to $800,000 to immediately rehabilitate and improve the subject property. Based on initial inspections these improvements will be to update the landscaping, update/improve the façade, update the signage, tuckpoint, repair the parking lot, upgrade the sidewalk, bring the drives up to Elk Grove Village Standards and clear the rear drainage ditch as well as to complete other general maintenance. See attached drawings. The Applicant plans to also complete interior improvements. Please note that all of the rehabilitation costs could significantly vary depending on a variety of factors such as market variances. Further inspections of the subject property may require additional improvements. The rehabilitation will create construction jobs. Sue Dees July 31, 2026 Page Two Currently Weiss-Aug operates out of the approximately 80,000 square foot building located directly to the west of the subject property at 2100 Touhy Ave. and needs to add more space to fit its growth. Therefore, Weiss-Aug plans to remain at 2100 Touhy Ave. and expand at the subject property. Currently, Weiss-Aug has 88 employees (77 full-time and 11 part-time) at 2100 Touhy Ave. and plans to have 5 to 10 of these employees relocate to the subject property and to hire an additional 5 to 10 employees as soon as possible. At full capacity Weiss-Aug expects there to be roughly 113 total employees collectively at 2100 Touhy Ave. and at the subject property. Additionally, Weiss-Aug will continue to look to hire all qualified Elk Grove Village residents for future hires. Elk Grove Village can also expect that Weiss-Aug and its employees will continue to invest commercially back into the community by visiting local establishments such as restaurants, gas stations, grocery stores and more. In addition, Elk Grove Village can expect that Weiss-Aug will continue to attract business and various customers to the Village in the course of its operations. Weiss-Aug also participated in the Elk Grove Food Drive last Thanksgiving and has given to other local charities. As the above indicates, there are various benefits Elk Grove Village will receive should the Applicant be granted the Class 6b Incentive. The Applicant is excited to move forward with completing the rehabilitation and reoccupation of the subject property. However, the above is all contingent on the Applicant receiving a Class 6b Incentive. Therefore, please review this letter and the following attached materials, and place the Applicant on the Agenda for the next Elk Grove Village Board meeting on August 11, 2026: 1. Petition Form for Class 6B Program. 2. Affidavits attesting to the vacancy on the subject property. 3. Legal description of the subject property. 4. Aerial of the subject property and current pictures of the exterior. 5. Color renderings showing the proposed new façade and landscaping. 6. List of the subject property’s taxes for the past five years, including a Cook County print- out. 7. Estimated taxes on the subject property with and without the Class 6b Incentive and with 100% vacancy relief. 8. Cook County Disclosure of Ownership Interest Statement. 9. $1,000.00 filing fee. Should you have any questions or concerns, do not hesitate to contact me at (312) 782-8310. Sincerely, SARNOFF & BACCASH Zachary A. Weiss-Aug also participated in the Elk Grove Food Drive last Thanksgiving and has given to other local charities. Based on our research and the additional costs that must be incurred to rehabilitate the property and building in order for this to be a successful endeavor, the Applicant must possess a Class 6b Incentive to complete the improvements and to successfully operate the property. It is for these reasons that it is necessary to grant the Applicant a Resolution in support and consent of a Class 6b Incentive for the subject property based on occupation of an abandoned property that has been vacant for less than 12 continuous months with a purchase for value, special circumstances and substantial rehabilitation.
