Prologis, L.P.

Elk Grove Village, Illinois 60007
PIN: 08-34-203-029-0000
Dear Sue:
Prologis, L.P. (the "Applicant" or "Prologis") is the owner of the above -referenced property
(the "Subject Property") and is requesting a Resolution from the Elk Grove Village supporting and
consenting to a Class 6b Tax Incentive for the Subject Property based on New Construction. The
current tenant's lease is up on November 30t", 2026, and the company is in the process of winding
down operations. After the property is vacated, the Applicant plans on demolishing the current
structure and constructing a new approximately 129,710 square -foot industrial facility.
Applicant Background & Proposed Property Characteristics
The property currently consists of an approximately 109,940 square -foot industrial facility,
sited on 311,859 square feet of land. The property was built in 1979 and shows signs of aging. The site
currently features 48,422 square feet of office space, four (4) dock high doors, two (2) grade level
doors, 16' clear height, and approximately 300+ vehicle parking spaces. The property is zoned I-2,
General industrial district which provides for a wide range of manufacturing, industrial and
warehousing activities, with generally larger and potentially more intensive activity than the I-1
Zoning District.
Assuming the incentive is granted, the Applicant plans on demolishing the current building and
constructing a new Class A, approximately 129,710 square foot industrial facility. The building will be
sited on 311,795 square feet of land and will feature 38 exterior docks, two (2) drive-in doors, 89 car
parking spaces & 42 additional land banked spaces. The Applicant plans on starting new vertical
construction around Q2 2027, with completion around November 2027. The Applicant does not expect
to require any zoning relief in conjunction with the construction of the newly proposed facility.
Located in the heart of Elk Grove Village, one of the nation's premier industrial parks, the site
features immediate access to the O'Hare submarket and Chicagoland's extensive transportation
network. The property is ideally positioned near I-90, I-290, 1-294, and Route 83, and just minutes
from O'Hare International Airport. This well -located site is suited for a variety of users including
warehousing, distribution, and light manufacturing.
Prologis is a global leader in logistics real estate, focused on the ownership, development,
leasing, and management of high -quality warehouse and distribution facilities in major consumption
and transportation markets. The company's roots trace through both AMB Property Corporation and
Security Capital Industrial Trust: AMB refined its strategy toward industrial and infill trade -area
properties in the 1980s, while SCI was incorporated in 1991, went public on the NYSE in 1994,
expanded into Mexico in 1996, and officially became Prologis in 1998. The modern Prologis was
formed through the 2011 merger of AMB and Prologis, creating a dominant industrial real estate
platform serving customers across North America, Latin America, Europe, and Asia.
Today, Prologis operates well beyond basic warehouse ownership. Its platform includes real
estate operations, development, strategic capital/investment management, sustainability initiatives, and
its "Essentials" offering, which provides operational, energy, automation, workforce, and logistics -
support solutions for warehouse users. As of its 2024 annual report, Prologis reported more than 1.3
billion square feet across four continents, $198 billion in assets under management, 6,500+ customers,
and operations in 20 countries. In practical terms, Prologis positions itself as a supply -chain
infrastructure company: it provides the buildings, but also the power, technology, labor -support, and
efficiency tools that help large users run distribution operations without turning every warehouse into a
tiny logistics-themed murder basement.
Projected Jobs Improvements & Fiscal Impact
The Applicant does not yet have a tenant for the space, but after renovations, plans to market
the site to suitable industrial tenants in the warehousing/distribution/manufacturing sector.
Employment numbers will ultimately depend on the type of user, but the Applicant expects
employment of around 25+ individuals. The Applicant expects these employees to frequent Village
restaurants, gas stations, stores and more. The Applicant also expects the eventual Occupant to attract
customers who will also frequent nearby establishments. Based on the Employee Economic Impact
Charts below, 25 full-time employees are expected to generate around $105,938 per year in additional
Village revenue.

Assuming the incentive is granted, the Applicant plans to demolish the current building and
improvements and construct a new approximately 129,710 square foot Class A Industrial facility. The
Applicant is still in the process of finalizing bids and estimates but plans on spending $13,000,000 in
hard costs (or approx. $101 PSF) to construct the new building. The Applicant is also spending an
additional $2,000,000+ on land development and offsite improvements (detention). In total, the
Applicant expects the project to create over 50 temporary construction jobs.
After the construction and subsequent reoccupation, the Applicant expects the property to have
a stabilized market value of around $17,989,776, which would generate approximately $6,462,361 in
taxes over the life of the incentive (or approx. $478,693 per year). Without the incentive, the site will
remain functionally obsolete, fall vacant near the end of the year and receive full tax relief. With full
vacancy relief, the Subject Property would generate only $4,103,971 in taxes over the life of the
incentive (or approx. $341,998 per year). Therefore, should the Class 6b tax incentive be approved,
the Subject Property would generate approx. $2,358,390 in additional real estate taxes over the life of
the Class 6b. Please see the attached "12 Year Tax Comparison Chart."
In total, the demolition, new construction and reoccupation of the site could generate over
$3,500,000 in additional revenue, as compared to an aging vacant industrial facility.
"But -For" Condition Statement
Without assistance from the Class 6b Tax Incentive, the Applicant will be unable to
construction the newly proposed facility nor improve the current site, eventually leaving it vacant and
unused. The Applicant has determined that without the incentive, the heavy Cook County property tax
burden (26.609% Effective Tax Rate) will make the proposed project infeasible. In the event that the
Applicant does not purchase/renovate the property it will remain vacant thereby lowering its total
taxes.
Conclusion
Based on the foregoing, the Applicant requests that Elk Grove Village review its Class 6b Tax
Incentive request and approve a Resolution supporting and consenting to a Class 6b Tax Incentive for
the Subject Property based on New Construction. Should you need any additional documentation or
have any questions or concerns, do not hesitate to contact me at (312) 604-3898 or via email at
mrogers@ltlawchicago.com.
Respectfully Submitted,
Mark Rogers

LOCAL APPROVAL
A certified copy of a resolution or ordinance from the municipality in which the real estate is located (or the
County Board, if the real estate is located in an unincorporated area) should accompany this Application. The
ordinance or resolution must expressly state that the municipality supports and consents to this Class 6B
Application and that itfinds Class 6B necessary for development to occur on the subjectproperty. If a resolution
is unavailable at the time the application is filed, a letter from the municipality or the County Board, as the case
may be, stating that a resolution or ordinance supporting the incentive has been requested may be filed with this
application instead. If the applicant is seeking to apply based on the reoccupation of abandoned property and
will be seeking a finding of "special circumstances" from the municipality, in addition to obtaining a letter from
the municipality confirming that a resolution or ordinance supporting the incentive has been requested, the
applicant must file a letter from the County Board confirming that a resolution validating a municipal finding
of special circumstances has been requested. If, at a later date, the municipality or the County Board denies the
applicant's request for a resolution or ordinance, the applicant will be deemed ineligible for the Class 613
incentive, whether or not construction has begun. In all circumstances, the resolution must be submitted by the
time the applicant files an "Incentive Appeal".
FINALIZING THE INCENTIVE PROCESS
In order to finalize the class change you will need to file an Incentive Appeal with supporting
documentation (including Proof of Occupancy) in the year that the property has been substantially
occupied. It is advised that you access our website (www.cookcountyassessor.com) to determine the
allowable filing dates for such action.
When filing an appeal requesting an Incentive Class Change, a $100.00 filing fee (made out to
the Cook County Assessor) must be included. The property cannot receive Class 6B designation
until you file an Incentive Appeal Form, AND this office grants reclassification for the parcel(s).
I, the undersigned, certify that I have read this Application and that the statements set forth in this Application
and in the attachments hereto are true and correct, except as those matters stated to be on information and belief
and as to undersigned certifies that he/she believes the same to be true.

Petition for Cook County Class 611 Property Tax Abatement
The Village of Elk Grove prides itself on being a business friendly community. As such, the Village
supports the use of the Cook County Class 6B Tax Abatement in cases where it is established that a tax
disparity exists and is detrimental to tenancy and where the project presents a clear benefit to the

required. Furthermore, proposed building and landscaping construction must follow the design
guidelines promulgated in the Industrial and Commercial Revitalization Master Plan Update for 2011.

occupancy of vacated industrial buildings through a reduction in property taxes. Property approved for

Prologis is a global leader in logistics real estate, focused on the ownership, development,
leasing, and management of high -quality warehouse and distribution facilities in major
consumption and transportation markets. The company's roots trace through both AMB Property
Corporation and Security Capital Industrial Trust: AMB refined its strategy toward industrial and
inftll trade -area properties in the 1980s, while SCI was incorporated in 1991, went public on the
NYSE in 1994, expanded into Mexico in 1996, and officially became Prologis in 1998. The
modern Prologis was formed through the 2011 merger of AMB and Prologis, creating a
dominant industrial real estate platform serving customers across North America, Latin America,
Europe, and Asia.
Today, Prologis operates well beyond basic warehouse ownership. Its platform includes
real estate operations, development, strategic capital/investment management, sustainability
initiatives, and its "Essentials" offering, which provides operational, energy, automation,
workforce, and logistics -support solutions for warehouse users. As of its 2024 annual report,
Prologis reported more than 1.3 billion square feet across four continents, $198 billion in assets
under management, 6,500+ customers, and operations in 20 countries. In practical terms,
Prologis positions itself as a supply -chain infrastructure company: it provides the buildings, but
also the power, technology, labor -support, and efficiency tools that help large users run
distribution operations without turning every warehouse into a tiny logistics-themed murder
basement.

the site features immediate access to the O'Hare submarket and Chicagoland's extensive

variety of users including warehousing, distribution, and light manufacturing.
The Applicant does not yet have a tenant for the space, but after renovations, plans to
market the site to suitable industrial tenants in the warehousing/distribution/manufacturing
sector. Employment numbers will ultimately depend on the type of user, but the Applicant
expects employment of around 25+ individuals. The Applicant expects these employees to
frequent Village restaurants, gas stations, stores and more. The Applicant also expects the
eventual Occupant to attract customers who will also frequent nearby establishments. Based on
the Employee Economic Impact Charts below, 25 full-time employees are expected to generate
around $105,938 per year in additional Village revenue.

Assuming the incentive is granted, the Applicant plans on demolishing the current
building and constructing a new Class A, approximately 129,710 square foot industrial facility.
The building will be sited on 311,795 square feet of land and will feature 38 exterior docks, two
(2) drive-in doors, 89 car parking spaces & 42 additional land banked spaces. The Applicant
plans on starting new vertical construction around Q2 2027, with completion around November
2027.
The Applicant is still in the process of finalizing bids and estimates but plans on spending
$13,000,000 in hard costs (or approx. $101 PSF) to construct the new building. The Applicant is
also spending an additional $2,000,000+ on land development and offsite improvements
(detention). The Applicant expects the project to create over 50 temporary construction jobs.
After the construction and subsequent reoccupation, the Applicant expects the property to
have a stabilized market value of around $17,989,776, which would generate approximately
$6,462,361 in taxes over the life of the incentive (or approx. $478,693 per year). Without the
incentive, the site will remain functionally obsolete, fall vacant near the end of the year and
receive full tax relief. With full vacancy relief, the Subject Property would generate only
$4,103,971 in taxes over the life of the incentive (or approx. $341,998 per year). Therefore,
should the Class 6b tax incentive be approved, the Subject Property would generate approx.
$2,358,390 in additional real estate taxes over the life of the Class 6b. Please see the attached " 12
Year Tax Comparison Chart."
In total, the demolition, new construction and reoccupation of the site could generate over
$3,500,000 in additional revenue, as compared to an aging vacant industrial facility.
