Zoning Variation — Docket #25-5, 352 Cedar Lane
Chairman Childress called the meeting to order at 7:15 p.m. and read a statement describing the hearing
notification procedure as well as the legal notice.
Table 7-1 - Schedule of Bulk and Yard Requirements and Regulations: specifies that in the R-3 Zoning
District, the maximum ground coverage is thirty-five (35%) percent of the overall lot square footage. The
petitioner's lot size is approximately 8,580 square feet allowing for a maximum ground coverage of 3,003
square feet. The petitioners are requesting to install an addition on the residence which will increase the
ground coverage to 3,457 square feet, a 5.3% increase to the permitted ground coverage.
The petitioners, Gina Wilch (Owner of Record) and David Wojcik (Architect of Record) were sworn in and
asked to state their case for requesting a zoning variation.
The petitioner stated her son is twenty-five (25) years old, disabled, legally blind and will be living at home
for 100% of the time. The current garage configuration and limitations typically require him to travel
outside from the front door to the driveway which creates a hazardous situation during inclement weather
and has resulted in numerous falls. A two -car garage provides safe and accessible entry and exits from a
vehicle without having to travel outside as well as providing more room for wheelchair maneuverability and
ramps. The addition would also provide space to put some physical therapy equipment for their son so he
can exercise daily and have therapists come directly to the home rather than traveling to the therapy
facility. This accommodation directly supports both physical well-being and independence.
Chairman Childress opened the meeting to questions from the board.
Member Fowler asked David Wojcik, architect, for clarity of the placement of the new addition as it
relates to the photo of the current front yard.
Mr. Wojcik stated that the addition would come out approximately eight (8') feet from the current fence
location in the photo and the addition would still be behind the twenty-five (25') foot setback.
Member Glimco asked Mr. Hinkle, Community Development Staff, what structures are included in the
maximum ground coverage.
Mr. Hinkle stated that the maximum ground coverage includes the principal structure, shed and deck
footprints.
Chairman Childress stated that no sight line, utilities or drainage issues appear to conflict with the
addition placement.
Members Bookler, Garcia, Rawleigh and Spragg had no questions.
Chairman Childress asked if there were any additional comments or questions from the Members or the
public.
The Community Development Department stated they had received no phone calls or emails and had no
objection to the variation request.
Members had no additional questions.
There was no public in attendance.
Chairman Childress called for motion.
A Motion to DO GRANT a variation to permit the installation of an addition on the residence which will
increase the ground coverage to 3,457 square feet, a 5.3% increase to the permitted ground coverage
was made by Member Bookler and seconded by Member Fowler.
Upon voting (AYES — Bookler, Childress, Fowler, Garcia, Glimco, Rawleigh, and Spragg)
(NAYES- None)
(ABSENT — Latrofa and Serrano)

Chairman Childress advised the petitioner to contact the Village -Clerk and be available for the
subsequent Village Board Meeting on August 12, 2025.
Chairman Childress called for a motion to adjourn.
The motion to adjourn was made by Member Glimco which was seconded by Member Spragg.
The motion carried.
