AN ORDINANCE AMENDING WATER AND SEWER RATES, WATER AND
SEWER CONNECTION CHARGES, AND RECONNECTION FEES IN THE
VILLAGE OF ELK GROVE VILLAGE
WHEREAS, the Capital Improvements Committee of the Village have held
several meetings with respect to various water and sewer rates charged by the Village and
the possible need to increase said rates as a result of increased costs and the need to
rehabilitate and replace water and sewer lines, water meters and provide for system
maintenance; and
WHEREAS, the Village has retained the firm of Baxter and Woodman to assist
in this review, which firm has determined that the Village of Elk Grove Village has the
lowest rates of all Joint Water Action Agency communities and is in need of increasing
its rates to achieve the above -established costs and improvements; and
WHEREAS, the Mayor and Board of Trustees, after having reviewed the
recommendation and findings of said Capital Improvements Committee, find and believe
that it is in the best interest of the Village to raise their various rates and charges
associated with the Villages water and sewer system.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of
Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, Illinois as
follows:
Section 1: That Section 7-2-5-111 Water Rates Established be and the same is
herby amended to read as follows:
B. Water Rates Established- All property upon which any building has been or
may hereafter erected within the corporate limits of the Village, except
municipal buildings owned by the Village, having a connection with any
mains or pipes which are or hereafter may be constructed and used in
connection with the Village water system, shall pay a basic user rate as
follows, which rate shall become effective on January 15` of each stated year:

Section 2: That Section 7-2-5-2A 3a pertaining to basic wastewater user rates be
amended to read as follows:
a. Basic User Rate — There is hereby established a Basic User Rate for the use
of and for service supplied by the waste water facilities of the Village of Elk
Grove Village, and where applicable, the Village of Bensenville and the City
of Wood Dale. A Basic User Rate shall be applied to all users of Elk Grove
Village waste water facilities as follows, which rate shall become effective on
January Is` of each stated year:

In addition, users of the Village of Bensenville Waste Water Facilities shall
pay a capital expenditure reimbursement charge as established from time to time for Elk
Grove Village's share of capital improvements to Bensenville's wastewater system based
on Elk Grove Village's proportionate share of these expenditures as charged by
Bensenville, as well as a rate as established from time to time by the Village of
Bensenville, which may include a basic user rate, a debt service charge and/or a sur-
charge rate.
Section 3: That Section 7-2-5-1A Connection Charges be amended by
substituting the following connection charges and the meter sizes which depict the
applicable connection charge:

Section 4: That Section 7-2-5-2B which establishes connection charges for
wastewater use shall be amended to read as follows:
B. Connection Charges — All property for which a building permit may
hereafter be issued, except municipal buildings owned by the Village, which
require a new connection with any mains or pipes which are or hereafter may
be constructed and used in connection with the Village sewer system shall pay
a connection charge as follows:

Section 5: That Section 7-2-54C Non Payment of Charges — be amended by
substituting therein an increase disconnect/reconnection fee from $25.00 to $75.00.
Section 6: The Village Clerk is hereby authorized to publish this Ordinance in
pamphlet form.
Section 7: That Sections 1 and 2 of this Ordinance shall go into full force and
effect January 1, 2006. The remaining sections of this Ordinance shall be in full force
and effect from and after August 1, 2005.
