Illinois Municipa.1 League represent,,, the interes-ts of over nine hundred i,,iunicipalitics in the State of Illinois , and WHEREAS , by the enactment- of the 13nvironmental Protection Act of 1-970 , tbe Pollution Control Board, the Environmental Protection Agency , and the Institute for Environmental Quali.t�, haVe been established , and WHEREAS, the member municipalities of the Illinois Municipal League firmly and st ronol), support the objective of a clean and pure environi.��ent , and WHEREAS, only 'throuE2'li the cooperation of the' Govcrnm�ej,'.t of the State of Illinois and the units of local government so affected by tile Environmental Protection Act of 1970 , can units of local government meet the challenge and responsibility , and WHEREAS , by orders entered by the Pollution Control Board , widespread prohibitions of open burning purportedly have been made , and whereas the pachaging of various forms of waste in plastic containers and the disposal thereof and of dead wood and trees by the sanitary land fill method may present serious problems in the future , and whereas there are not enougb land fill sites available for the continued use, of- this method of disposal , and WHEREAS, various municipalities have arranged financing for and have let contracts for disposal- facilities oil the strbngth of the information received by them from the State . departments or agencies as to the environi-j,,ental protection requirements , only to find t],at such requirements ha��c been C11,111ged , and ILAe dolegatt.;,s in 'Che Annual Confei-ence of V�'l I ER E A S tile Illinois Mtu')Icipal League do believe that cortain problcills must be resolved and tbat po'licies sliould be adoptt�d indicating the gener'll Concern of this del-evation . NOW, THEIREFOIZE' , BE IT RESOLVI'D THAT : 1 . The State of 11-1-iiiois aiicl the Environmental Protection Agency' proceed irimiedi,-tely to provide the financiiig of the State portion as well as prefiiianciiij; the Federal mo-n-io's needed to the various units of local gov--riimcnt in order to meet the deadlines for compliance in the area of. secondary and tertiary treatment . 2 . The Environmental Protection Agency should immediately interpret the standards to be applied to municipalities and sanitary districts regarding storm water overflow systems and storm water treatment aiid reduce those interpretations to writing . 3 . The Environem-nial Protection Agency should immediat-ely put into writing thoiY -intor).-�rctations and policies of administra-tion of the Environi,,iental Protection Act of 197/ 0 , and their interpretation of the rules and rogulat ions of the Pollution Control Board . 4 . The State of Illinois a-nd, the Environuicntal. Protoction Agency should imi,,,ioddateIL- p-.iblicly propose a program of financl-III(T 0 and immodiatel commit itself to that program to support the cost Y- of storm water overf low treatment systems and storm water treatment systems to meet the criteria as determined by the Agency in support of the rules promulgated by the Pollution .Control. Board . 5 . All policy positions and rules and regulations of the Pollution Control Baord and all changes therein be accompdnied by the engineering feasibility report furnished by the Environerlintal Protection Agency . 6 . As a means of meeting the challenge for solid waste disposal in the State of Illinois , the Environmental Protection Agency should cause to be introduced and support legislation in the General Assembly providing necessary funds for the original capital investi-2ent of constructing solid waste disposal. faci 1 4 t i e S so as to reduce solid v.,aste matter to a sm.-1,11 fraction of its original vo-lume , upon a municipal , county or arca- basis as determined by the need therefor . -3- BE I'll FURTHL11Z RESOL�7ED thlat. The above and fore animously going resolutions i,.,ero un adopted by the Board of Directorsof the Illinois Municipal League at its meeting of August S , 1972 , at Rock Island , Illinois . NOW, THEREFORE , BE IT RESOLVED by the President and Board of Trustees of the Vill age of Elk Grove Villa-ge , Counties of Cool.- anJ DuPage , State of Illinois , that the above and foregoing resolutions be unanimously adopted at t�c­ lllinois Municipal Conference , Chicago , Illinois , September 23- 25 , 1972 .
