NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees
of the Village of Elk Grove Village, Counties of Cook and Du Page,
State of Illinois:
Section 1. That the Village President be and is hereby authorized to
sign the attached documents marked APPLICATION FOR A TRAFFIC OPERATIONS
PROGRAM TO INCREASE CAPACITY AND SAFETY to the State of Illinois, a
copy of which is attached hereto and made a part hereof as if fully set
forth and the Village Clerk is authorized to attest said documents
upon the signature of the Village: President.

APPLICATION
FOR
A TRAFFIC OPERATIONS
PROGRAM TO INCREASE CAPACITY AND SAFETY
TO: THE STATE OF ILLINOIS
DEPARTMENT OF PUBLIC WORKS AND BUILDINGS
DIVISION OF HIGHWAYS
The Village of Elk Grove Village, acting through its President and
Board of Trustees, hereinafter called the Municipality, hereby expresses its
desire to participate in a Traffic Operations Program to Increase Capacity
and Safety hereinafter referred to as TOPICS, and makes application for said
participation.
The Municipality represents that it is aware of the general re-
quirements for participation in TOPICS as outlined in U. S . Department of
Transportation Policy and Procedure Memorandum 21-18 titled "Urban Traffic
Operation Program to Increase Capacity and Safety" and particularly of the
following requirements:
1. That TOPICS improvements mist be based on a continuing
comprehensive transportation planning process and be
justified by a systematic study of congestion and safety
problems on all major streets and highways in the Muni-
cipality.
2. That standard Federal-aid procedures and requirements of
the U.S. Department of Transportation will be applied to
the TOPICS program.
3. That, as a further prerequisite to any TOPICS project, the
Municipality must agree in writing with the State on the
following points:
a. The establishment or continuation of a local
traffic engineering unit, or other arrangement
satisfactory to the State, to .insure the proper
maintenance and operat:_on of completed improve-
ments.
b. The establishment and maintenance of regulations
necessary for the proper operation of the traffic
network.
c. The administrative jurisdictions which will be
responsible for the enforcement of these regulations
and the extent of their obligations.
The Municipality is also aware of the fact that local matching
funds, on approximately a 50-50 basis with Federal-aid funds, will
be required to finance TOPICS projects and that Motor Fuel Tax funds,
if available, may be used for t;
