A RESOLUTION AUTHORIZING A CERTIFICATE OF AUTHORITY
AND THE ISSUANCE OF A LICENSE TO RONALD H. NILSSON,
d/b/a ELK GROVE LIMOUSINE SERVICE, 818 RICHARD LANE,
ELK GROVE TOWNSHIP
NOW, THEREFORE, BE IT RESOLVED by the President and Board of
Trustees of the Village of Elk Grove Village, Counties of Cook
and DuPage, Illinois:
Section 1 . That the President and Village Clerk are hereby
authorized and directed to sign the certificate of authority
attached hereto and made a part hereof.
Section 2. That the President and Village Clerk shall issue,
upon payment of the proper fees, the license set forth in the
accompanying certificate of authority.
Section 3. That this reasolution shall be in full force and
effect from and after its passage and approval according to law.

CERTIFICATE OF AUTHORITY ISSUED
PURSUANT TO SECTION 22. 1916 OF
THE MUNICIPAL CODE OF ELK GROVE
VILLAGE , ILLINOIS
WHEREAS, the President and Board of Trustees of the Village of
Elk Grove Village, sitting as a vehicle commission, did conduct a public
hearing to determine the need for a limousine-type taxicab service within
the Village of Elk Grove Village, and
WHEREAS, RONALD H. NILSSON, doing business as ELK GROVE LIMOUSINE
SERVICE, 818 Richard Lane, Elk Grove Township is presently engaged in
such business and has presented evidence to the authorities of the Village
of Elk Grove Village of his ability to provide suitable, adequate and
needed service as described.
NOW, THEREFORE , IT IS CERTIFIED by the President and Board of
Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage,
Illinois, acting in their capacity as a vehicle commission:
1 . That there is a need for a limousine-type taxicab service in the
Village of Elk Grove Village and that RONALD H. NILSSON, doing business as
ELK GROVE LIMOUSINE SERVICE, 818 Richard Lane, Elk Grove Township, is able
to provide suitable, adequate and needed service of this type and that
there should be issued licenses for 3 taxicabs for limousine-type service
to said RONALD H. NILSSON,doing business as ELK GROVE LIMOUSINE SERVICE,
subject to his satisfaction of all ordinance requirements and payment of
fees.
2. Nothing in this certificate of authority shall prevent or shall
be so construed to prevent the Village of Elk Grove Village from issuing
such additional licenses in accordance with the ordinances and the laws of
the State of Illinois, to any person or corporation whatsoever, not from
preventing the Village to cancel such licenses even though issued should
it decide in its own discretion that the services are not being provided
and that there is not a need for such service or that particular licensee
is not performing such services in an adequate and satisfactory manner and
the judgement of the President and Board of Trustees shall be conclusive
in this regard.
3. It is understood that the certificate of authority shall not
permit RONALD H. NILSSON, d/b/a/ ELK GROVE LIMOUSINE SERVICE to operate
said vehicles as taxicabs in the customary sense of the word unless said
vehicles are equipped with meters and only after a public hearing deter-
mines the need for additional taxicab service involving pick up and delivery
within the Village.
4. That the Village President in accordance with this certificate
of authority shall be and is hereby authorized to issue a license to
RONALD H. NILSSON, doing business as ELK GROVE LIMOUSINE SERVICES, 818
Richard Lane, Elk Grove Township for thre (3) limousine-type taxicabs and
such additional licenses as may be required, said licenses to contain
thereon the following terminology:
"This license is restricted to limousine service only
