A RESOLUTION TO THE DELEGATES TO THE STATE
OF ILLINOIS CONSIITUCIONAL CONVENTION
IN SUPPORT OF THE HOME RULE
FOR CITIES AND VILLAGES
WHEREAS, the Village of Elk Grove Village is a growing Village in
the Northwestern suburban area of Chicago, containing one of the largest
industrial parks in the State of Illinois, and
WHEREAS, in the process of legislating and administering the affairs
of the Village, its public officials have been restricted because of the
limiting provisions of Illinois law from solving governmental problems
which can and should be solved on a local rather than a State or National
level; and
WHEREAS, the community and the local officials of the Village of Elk
Grove Village believe as a governmental philosophy that problems which should
be solved by government are best solved at the local level since such govern-
ment which is closer to the people served and is more responsive to their
needs; and
WHEREAS, the community and its public officials believe that the
delegates of the Constitutional Convention, having as their purpose the
authorship of a new Constitution to submit to the people of the State of
Illinois, should provide therein a broad power grant to cities and villages
to enable them to solve the many and diverse problems confronting local
government.
NOW, THEREFORE BE IT RESOLVED by the President and Board of Trustees
of the Village of Elk Grove Village, Counties of Cook and DuPage, State of
Illinois as follows:
Section 1: That the Village of Elk Grove Village does hereby request
the delegates of the Constitutional Convention of the State of Illinois,
assembled for the purpose of authoring a new State Constitution, to provide
therein a broad power grant to cities and villages of the State of Illinois
so as to enable them to solve and provide for the solving of not only present
but future needs of the community at the local Level, in that it believes
that governmental solutions, when necessary, are best provided at the local
level wherever possible. Further, that the Village of Flk Grove Village
therefore completely subscribes and supports the Home Rule Resolution
presented by the Illinois Municipal League.
Section 2: That this Resolution shall be in full force and effect
from and after its passage and approval as provided for by law.
