Tri -.State Tollway, is of Ereat importance to inter-ouburban trancoop0 tion
in the Chicago area; and
WHER 4S, the leGislature of the State of Illinois, by leGisla.tion enact-
ed in 1953, Promised the _people of the State of Illinois that upon retirement
of the bonded ind0tnesc, the 11rthern Illinois Tollway System :could become
a freeway; and
iII�RF45, there have been public statcnents su gestir_E and proposing to
subsidize the financing of new tollways which may not be self supporting by
using revenue from e_dsting tollways, including the Tri-State Tollway; end
WERE S, the subsidization of new tollwoys by using revenues of the
enisting tol_lw_.ys would result in permanently enclunbaring the Tri-State
Tollway and derogation of the co:-:mitment undertaken by the State of Illinois
in 1953 to the public; and
i,1H1_PE-"1S, the proposal to further encumber the Tri-State Tollway would
further result in an undue art discriminatory burden being placed upon the
residents of citiec and villrEcs adjacent to or reliant upon the Tri-State
Tollway, including the VillcZe of Elk Grove Village; and
S1iIEREAS, there is prescr:tly pendin; before the General Assembly of the
State of Illinois, house Bil) 225, which would require that bones used to
finance new tollways roust be _Jaid only out of revenue from the new tollway;
and
ITEREAS, the President and Board of Trustees of the Village of Elk Grove
Village have determined that it is in the best: interc::ts of the Villa;e of EL:
Grove Village to encourage the use of the Tri-State Tollway and to oppose any
attempts to place further encumbrances upon that highway;
NOSH, T1EREFO2Z, BE IT RESOLVED, by the President and Board of Trustees
that the Resident of the Village of Elk Grove Village be and he is hereby
authorized and directed to notify the Governor of the State of Illinois that
the Village of Elk Grove Vill.Se opposes any further encumbrance of or a
financial burden upon the Tri-State Toll ay- to subsidize any extension of the
East-West Tollway or the construction of any new toll road; and
BE IT FURTER RESOLVED, that the President be and he is hereby authorized
and directed to cause to be eonmitnicated to the Governor of the State of Illinois,
the President Pro -Tem of the Illiinois Senate, the Speaker of the Rouse of Pecres-
entatives of the General Assembly, State Senators and State Representatives of
the District and to the Eonorable Harold A. Katz, Chief Sponsor of House Bill
225„ that the Village of Elk Grove Vill:Ce supnorts the principles enabod-ed in
House Bill 225, and that a copy of this 2esolulion be sent to each of the afore-
mentioned.
