HomeMy WebLinkAboutRESOLUTION - 8-68 - 2/27/1968 - ENDORSE STATE CONSTITUT CONVENTION RESOLUTION ENDORSING THE STATE CONSTITUTIONAL CONVENTION WHEREAS, on November 5, 1968, the electors of the State of Illinois will vote on a proposition for the calling of a State Consti- tutional C-onvention; and WHEREAS, the calling of such convention will enable the people of the State of Illinois to adopt a modern and effective con- stitution to replace the Constitution of 1870 which is in many res- pects archaic and incapable of meeting the modern demands imposed upon the State of Illinois; and WHEREAS, the Constitution of 1870 is particularly defective in that it fails to provide for municipal home rule and the guaranteeing of adequate powers to municipalities to cant' out their responsibili- ties under the present day conditions; and WHEREAS, the calling of a constitutional convention and the adoption of a new constitution containing adequate and sufficient home rule powers for Illinois municipalities is absolutely necessary for the maintenance of effective local self-government throughout the State of Illinois and the guaranteeing of the preservation of local government as a viable and responsible method of local participation in the political process; NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE SECTION ONE: That the President and Board of Trustees of the Village of Elk Grove Village do hereby endorse the call for a State Constitutional Convention to be presented to the electors of the State of Illinois on November 5, 1968. The President and Board of Trustees further urge that all candidates for delegate and all persons urging - 1 - the adoption of a strong home rule provision guaranteeing adequate powers for effective local government to cities and villages. SECTION TWO: That the President of the Village of Elk Grove Village be and is hereby authorized by this Board to take all necess- ary steps to urge upon all persons involved in said constitutional convention the adoption of a strong home rule provision for munici- palities. unici-palities. SECTION THREE: That all citizens of the Village of Elk Grove Village be urged to support the calling of said constitutional conven- tion and particularly the adoption of a strong home rule for municipal- sties article in any constitution to be adopted. SECTION FOUR: That immediately upon its passage and approv- al, certified copies of this resolution be transmitted to the Governor of the State of Illinois, the President of the County Board of Cook County, the representatives of this district in the General Assembly, the Illinois Municipal League, and the Northwest Municipal Confer- ence. SECTION FIVE: This resolution shall be in full force and effect from and after its passage and approval in the manner provided by law.
