SUPPORTING A PROPOSED RESOLUTION ONE BILLION DOLLAR BOND
ISSUE FOR AIR-WATER POLLUTION
WHEREAS, an unprecedented one billion dollar bond issued for the
development and management of the nature resources of the State of Illinois
will be presented to the voters at the General Election in November, 1968;
and
WHEREAS, referendum approval of the proposed Resource Development Bond
Act will provide a 12-year Statewide, water, air and recreational program,
designed to promote the control of pollution and the management and conser-
vation of water and recreation facilities; and
WHEREAS, the municipalities of the State of Illinois are vitally con-
cerned with the problems of water pollution, air pollution, recreation, flood
control, water management and water supply, to which the proposed one billion
dollar Resource Development Fund will be devoted; and
WHEREAS, more than half of the proceeds from the proposed bond issue
will be distributed in grants and loans to local governments thus strengthen-
ing home rule power to solve local problems; and
WHEREAS, approval of the bond issue will generate an additional three-
quarters of a billion dollars in federal matching funds which otherwise
would not be available to the State and local governments:
NOW, THEREFORE, BE IT RESOLVED, that the VILLAGE OF ELK GROVE VILLAGE
enthusiastically endorses the proposed one billion dollar bond issue for the
development and management of the natural resources of the State of Illinois,
as provided in House Bill 1247 (enacted into law August 14, 1967) and urges
the municipalities of the State, 'through their officers and citizens to
engage in educational and civic activities to encourage the voters to approve
the Resource Development Bond Act at the General Election in November, 1968.
