RESOLUTION NO. 2-66
A RESOLUTION ADOPTING THE RULES AND REGULATIONS FOR THE REGULAR
FIRE DEPARTMENT
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees
of the Village of Elk Grove Village, Counties of Cook and DuPage, State of
Illinois:
Section 1 - That the Village President be and is hereby authorized to
sign the attached documents marked Rules and Regulations for the Regular
Fire Department , a copy of which is attached hereto and made a part hereof
as if fully set forth and the Village Clerk is authorized to attest said
documents upon the signature of the Village President.
Section 2 - That this resolution shall be in full force and effect from
and after its passage and approval according to law.

Pursuant to the authority vested in me by the ordinances of
the Village of Elk Grove Village, and subject to the laws of the
Fire and Police Commissioner's Act of the State of Illinois, the
Management, Administration, control and disposition of the members
of the Fire Department.
All Members of the Department shall keep and preserve a copy of
these Rules and Regulations and be charged with the responsibility of
being familiar with and complying therewith, and shall from time to
time insert printed copies of new rules, directives, and amendments as
they are issued from this office.
All rules and regulations and orders heretofore published, which
are in conflict herewith are hereby repealed.

Rule 103 - The Rules and Regulations governing the Fire Prevention
Bureau are set forth in the Village Ordinance creating the
Bureau and in the municipal code of the Village of Elk
Grove Village.
Rule 104 - Absence of Superior: In the absence or temporary disability
of a ranking officer of the Fire Department, the officer
next in rank shall take charge.

kule 10 - Membership of Fire Department
A. Appointment and Promotion of "Regular" Members:
Notice of certification to the Chief of the Fire
Department by the Board of Fire and Police Commissions of appointment
of "Regular" members, also of promotions, following examinations, shall
constitute official membership and promotion in the Department.
B. Removal of "Regular" Members:
Removal of "Regular" members from the service of the
Fire Department and the Village of Elk Grove Village, shall be by
order of the Board of Fire and Police Commissioners in the manner
prescribed by law.
C. Resignation:
A member of the Fire Department wishing to resign
his position, shall give at least 30 days advance notice in writing
to his Chief. A member who withdraws without giving this notice will
be deemed disqualified for reappointment, should he seek same.
Rule 106 - Violations of Rules or Ordinances: Subordinate officers
shall promptly report in writing to the Chief of the Fire
Department any incapacity, neglect of duty, disobedience
of orders of a superior officer or the violation of any
ordinance or regulation and process same through the
officers per chain of command. (Lieutenant, Captain,
Asst. Chief or Drill Master, Deputy Chief and Chief).
Rule 10 - When a fireman is detailed as an officer, he shall possess
all of the power and authority of the officer he represents,
and his orders shall be obeyed with the same promptness and
executed with the same speed as if said orders were given
by a regular officer of the Fire Department.
SECTION 200
CHIEF OF DEPARTMENT: DUTIES & RESPONSIBILITIES
Rule 201 - Chief of Fire Department; The Chief shall be at the head
of the Department, subject to the laws of the State of
Illinois &:ordinances of the Village of Elk Grove Village.

Rule 20 - The Chief shall be held responsible for the general con-
dition and efficient operation of the Departmant, the
training of members, and the performance of all other
related duties imposed upon him, and shall have custody
and control of all fire department buildings, fire
apparatus, fire equipment, books, records, and other
property of the Fire Department.
Rule 20 - The Chief of the Fire Department shall prescribe such
rules and regulations for the Fire Department from time
to time, as he shall deem proper and necessary., Such
rules and regulations may provide for reasonable and
proper disciplinary measures and penalties for any neglect
of duty or misconduct on the part of any member of the
department. Each member shall be furnished a copy of the
Rules and Regulations so prescribed for the government of
the department, and will be held strictly accountable for
his knowledge of said Rules and Regulations.
RMle 204 - The Chief of Fire Department shall take every measure
to prevent, control and extinguish fires of spontaneous,
accidental or incindiary nature and to that and he shall
be vigilant and see to it that all laws and Village ordnances,
also all orders of the President and Board of Trustees of
the Village of Elk Grove Village, are observed and enforced.
He shall cooperate with other Village Officials, especially
with the Building, Health and Police Departments, and
where a violation of the law or Village Ordinances is
brought to his attention, he shall take the proper action
in the matter.
Rule 20 - Inspections: The Chief of the Fire Department shall inspect,
or cause to be inspected, at least once a year, all schools,
public buildings, places of assembly, churches, theaters,
manufacturing and industrial buildings, business houses,
and multiple family dwellings and shall keep a record of
Inspections made.
Rule 206 - Buildings: The Chief of the Fire Department shall examine
or cause to be examined, all buildings and walls reported
to be in a dangerous condition as a result of fire or accident.

Rule 20 - The Chief shall maintain a library or file of publications
on fire prevention and fire protection and shall make use
of it to the best advantage of all the members.
Rule 203 - The Chief shall make every effort to attend all fires and
direct the officers and members in the performance of their'..
duties.
Rule 209 - The Chief shall see that all citizens are kept informed
on fire hazards in the community and on the activities of
the Department.
Rule 210 - The Chief shall see that each fire is carefully investi-
gated to determine its cause, and in case of suspicion of
incendiarism shall secure and preserve all possible evi-
dence, in cooperation with the Police Department, for
future use in the case.
Rule 211 - Organization -Emergency: The Chief of the Fire Department
shall prepare and maintain, on a military basis, an emer-
gency organization plan for the entire Department capable,
effecting immediate and concerted action in case of riots,
catastrophies, disasters, and other emergencies.
SECTION 400
PLATOONS E PLATOON OFFICERS
DUTIES b RESPONSIBILITIES
@ule 401 - The regular members shall be divided into Platoons, the
number of which shall be determined by the Chief and based
upon the needs of the community to provide proper fire pro-
tection. Each Platoon shall consist of adequate manpower
to operate efficiently.
Rule 402 - A Lieutenant shall be in direct charge of one Platoon and
is responsible to the Chief for the efficient operation of
the Platoon.
Rule 40 - Each Platoon shall have an Engineer, who is designated
by the Chief, and who shall, in the absence of the Platoon
Officer, exercise the same duties and have the same powers
as devolve upon a Platoon Lieutenant and shall take
command until the arrival of a superior officer.

Rule 404 - For fire fighting purposes, all personnel are assigned
to "Companies" and are considered in same when figuring
Company strength, etc.
Rule 40 - Duties -General: The Officer of the Platoon shall be
charged with the immediate supervision of Platoons and
their quarters and shall be held strictly,responSible
fol- discipline, conduct and effici¢¢ncy 6f all member

Rule 406 - Filing of Orders: The Platoon Officers shal) ke4 oil
file all of the directives, general and special orders
of the Department, said file to be accessible to all
members of the Department.
Rule 40 - Platoon Officers shall promptly report in writing to the
Chief of the Fire Department, accidents that occur when
responding to or returning from a fire alarm, giving the
names, residences, and places of business of the wit-
nesses to the accident.
Rule 403 - Daily Report: Platoon Officers shall make a daily report

Fire Department, in writing, the loss:<of all tools or
property of the Fire Department upon returning to
quarters. He shall also report any article in his
possession belonging to another Department and as soon
as possible shall notify the Department to which the

Rule 40 -
It shall be the duty of the Platoon Officers to see that
the buildings, furniture and fixtures committed to their
care are kept neat and clean, and that the personal habits
of the men are clean and sanitary.
Rule 410 -
It shall be the duty of the Platoon Officers to see that
all apparatus and Equipment committed to their care is in
good order and repair and ready for immediate service
at all times. They shall cause all apparatus to be
examined and cleaned once each day. They shall also see
that the "Daily and Weekly tJork Schedule" is carried out.
Rule 411 -
When any apparatus is out of service for repairs, Platoon
Officer shall submit a report to the Chief of the Fire
Department stating the time, the date and the name of the
Officer giving permission or ordering the repairs, and
the amount and nature of the work done on the same.
Rule 412 - The Platoon Officer shall report to the Chief of the
Fire Department, in writing, the loss:<of all tools or
property of the Fire Department upon returning to
quarters. He shall also report any article in his
possession belonging to another Department and as soon
as possible shall notify the Department to which the
article belongs so that the same may be returned.

Rule 41 - Platoon Officers shall politely escort visitors and
make proper explanation to them, but all visitors and
citizens shall be restricted from interferring with
administration and conduct of the company. No visitors
sE- 11 be allowed in or around any company quarters without
the permisgion of the officer in charge.

SECTION <,00
COMPANIES AND COMPANY OFFICERS
DUTIES AND RESPONSIBILITIES
Rule 501 - The fire force shall be divided into r'rnpr-.Aes, the
number of which shall be determined by the Chief and
based upon the needs of the community to provide proper
fire protection. Each company shall consist of adequate
manpower to operate efficiently.
Rule 502 - Each Company of the Department shall be in direct charge
of a Lieutenant appointed by the Chief and responsible to
the Chief for the efficient operation of the Company.
Rule 503 - The Company Lieutenant shall, in the absence of a superior
officer, exercise the some duties and have the same powers
as devolve upon the Captain. At all other times the
Company Lieutenant shall perform such duties as his
superior officers may direct.
Rule 504 - Each Company Lieutenant shall preserve the discipline of
his Company and instruct the members in their duties. Each
Company Lieutenant shall direct the operation of his
company at fires and carry out the orders of the Chief. He
shall report to the Chief the condition in the position to
which he has been assigned and make recommendations where
needed to more effectively control the firs. He shall
supervise the relief of his men during severe fires to keep
them in the most effective condition possible.

Rule 505 - Each Company Lieutenant shall keep or cause to be kept
a chronological record of all activities of his company,
and also a record of the fire and drill service of each
member of the Company. For this purpose and for other
secretarial work of the Company, he may appoint one of
the members of the Company as Secretary.
Rule 506 - Company officers shall see that all hose is thoroughly
cleaned and put into the "Dryer" after each time it is
used at fires and drills, and that no wet hose is
placed on the apparatus. The nose thus placed in the
"Dryer" shall be racked after it has dryed, by the
Platoon on duty, per Uor"< Schedule.
Rule 507 - For the purpose Gf tearrrrork and efficiency in handling
the apparatus and equipment and dividing the work as
equally as possible among all members, the Company
Lieutenant shall assign rccmbnrs of his Company to
duties of drivers, ladderman, and nozzlemen, etc.

ENGINEERS AND DRIVERS
DUTIES AND RESPONSIBILITIES
Rule 601- Engineers: Each Engineer shall be assigned to a piece
of fire apparatus by the Chief, and r` -ill be responsible
for the general appearance and operation of their vehicle.
It shall include the waxing of the apparatus, the paint-
ing of the running boards, the cleaning of all compart-
ments, tools and the touch-up painting of the body of the
apparatus and any tools and egoi,�ment on same that require
touch-up painting. They shall make any small repairs and
make sure that all tools and equipment are in proper work-
ing order. They shall also com;)lete a daily gasoline
report.......
If the repair is beyond their capabilities, they are to
make out a "Work -Order'' and process same through their
officer.
Rule 602 - All engineers will be assigned, by the Chief, to drive
a piece of fire apparatus and will be subject to the
rules and regulations governing Drivers.
Rule 603 - Drivers shall be designated by the Chief, after having
made a passing grade in Drivers School, from the member-
ship of each Company. They shall have to pass the
Drivers School Test each year to maintain their appoint-
ment. Said schooling and tests shall be given by the
Drill Master or his associates.

Rule 604 - When a driver is assigned to the apparatus in the morning,
he then is responsible for the operation of the vehicle
and any defects found shall be reported to his 6fficer.
If the item can be repaired by the driver, such as tight-
ening a screw or a nut or a bolt, etc., then the driver,
with the approval of the officer, may do so.
RWle 60; - Drivers on reporting for duty shall inspect their apparatus
and see that the same is in good running order; noting that
the apparatus is properly supplied with sufficient oil,
gasoline and water; that the brakes are in proper working
order, and that all movable parts are well lubricated; that
the tires are properly inflated; that all tires be inspected
for cuts, bruises, and abrasions; check pump and controls,
check all master switches and batteries, check radio speak-
er for proper operation and volume and report the condition
of the apparatus to the officer in command.
Rule 606 - The driver of each piece of apparatus shall make an in-
spection of his apparatus after each run. Such inspection
shall include checking all items listed on the check list
provided by the Chief. He shall report to his officer a
record of the pumping time, hose lines used, and pressures
maintained. One of the members of the Company shall be
assigned to make an inspection each month of the apparatus
to which he is assigned and shall make a report thereon to
his officer. Particular attention shall be given to the
Inventory Sheets supplied by the Chief and to the Instruction
Manual supplied by the manufacturer of the Apparatus.
Rule 60 - No member of any Company shall drive fire apparatus except
the regularly appointed drivers unless directed to do so by
a Department Officer.
Rule 603 - Each driver shall be thoroughly familiar with the territory
to be served by his Company, including the condition of
routes during the different seasons and the location of all
water supplies.
Pule 609 - Drivers shall observe the speed limits which are consistent
with safety, considering traffic, weather, and road
conditions. Special care shall be taken when approaching
all intersections, the apparatus being kept under control
at all times.
Rule 610 - Upon response to an alarm, the first driver reaching the
reserve apparatus shall drive the apparatus to the fire
provided the apparatus is scheduled to respond to the
alarm per the Alarm Response Schedule.

Rule 611 - Drivers shall take care not to operate the fire pump
at a greater capacity of R.P.M. than that for which it
was designed.
Rule 612 - Drivers of pumping apparatus shall be able to make mental
calculations of engine pressures required for various sizes
of nozzles, lengths of hose, vertical distances of nozzles
above or below pumper level, for siamesed lines, and other
hook-ups that may be necessary.
Rule 613 Drivers of pumpers not actually driving or operating :he
pumping apparatus may be ordered by the officer in charge
to act as extra nozzlemen or laddermen, etc. Drivers of
apparatus other than pumpers shall act as extra nozzlemen
or laddermen upon arrival at fires as may be ordered by the
officer in charge.
SECTION 700
SQUADMEN
DUTIES & RESPONSIBILITIES
Rule 701 - General duties of squadmen at fires are to ascertain that
all occupants of a burning building are out, to make rescues,
to set up lighting when needed or called for by an officer,
to care for any injured persons at the fire scene or help to
transport them to the hospitals, perform salvage operations;
to reduce water damage by spreading salvage covers where
they will do the most good, usually below the fire. They
shall quickly assemble the contents of the rooms involved
so as to cover as much property as possible with one cover.
After the fire, water and debris shall be removed, holes
in the roof covered, if possible, and salvage covers shall
be cleaned and dried.
Rule 702 - Squadmen are responsible for rescue and first aid treatment
of victims of accidents, fires, illnesses, etc., and shall be
expert in the use of Department's resuscitators, stretchers,
rescue tools, etc.

SECTION FOO
FIREMEN
DUTIES & RESPONSIBILITIES
Rule 901 - Duties & Responsibilities: Firemen shall perform all
duties assigned to them by their superior officers.
They shall acquire knowledge of the operations of all
the various types of apparatus, tools and equipment in
use in the Department, and under direction of their super-
ior officers, maintain such apparatus and equipment and
tools in a clean condition and in readiness for operation
at all times. Firemen shall constantly promote their
physical and mental welfare. Courage in the face of danger
is one of the traditions of the Fire Department.
Rule 0,02 - Chain of Command: They shall make all departmental reports
and refer all official matters relating to the Department
through their immediate superior officers.
Rule 901 - Courtesy and Cleanliness: Firemen shall be courteous and
helpful in their relations with the public and strictly
observe the rules of cleanliness and neatness in their
persons and surroundings.
Rule 90L - Advancement in the Department: Continuance of service
and advancement in the Department shall depend solely on
merit, character and good conduct. Employment and dis-
charge shall be governed by the Police and Fire Commission.
Rule 90 - Other Duties: Firemen shall perform such other duties as
may be prescribed by their superior officers.

SECTION 1400
GENERAL DEPORTMENT
Rule 14 1 - All members shall assist in the work of the Department
whether it be their assigned duties or not, and in the
absence of any specific oPders or apparent work to be
done, they shall report to the officer in charge of Their
Company.
Rule 4 - All members shall give strict obedience to the orders of
their appointed officers, Obedience to orders shall be
prompt, implicit, and unqualified.
Rule IL:03 - Members shall exercise complete respect for senior officers:
All senior officers shall be addressed by proper rank and
surname. This shall apply not 6nly to this Oepartment, but
to officers of the Police Department as well, Undue
familiarity is discouraged.
Rule 1404 - Fire fighting and emergency operations are the primary
functions of the Department. Knowledge of regulations,
procedure and orders provided as a guide in the perfor-
mance of required duties at such occurences shall be the
responsibility of all members.
Rule 1Ls05 - Members reporting for a tour of duty shall promptly place
their fire clothing on the apparatus according to their
assigned duties. Members going off duty shall place their
fire clothing neatly on racks or hooks provided for such.
Rule 1406 - Fire alarm signals shall be such as prescribed by the
Chief, and it shall be his duty to test or have tested at
regularly designated time each day the fire alarm system to
see that it is working properly.

Rule 1407 -
Response to alarms shall be made with all proper speed
consistent with safety, !dhen responding to alarms, sirens,
or other warning devices shall be used as needs dictate.
These signals shall be dispensed with when possible in the
vicinity of hospitals, schools, and theaters when open
and occupied; and any other place of public assembly when
similarly occupied. Discretion shall likewise be used
when passing through residential neighborhoods at night
when people may be asleepr Sirens shall not be used when
returning from alarms and apparatus shall obey all traffic'
regulations when returpi.ng and all emergency lights are to
be turned off and only the apparatus running lights, head-
lights, etc., shall be left on upon returning from alarm.
Rule 1403
- Racing to and from fires is strictly prohibited. 'dhen more
than one Company is proceeding in the same direction, they
shall follow in a single line.
Rule 1409
- When arriving at an alarm and finding no fire] the Officer
in charge shall cause a thorough investigatidn to determine
the cause of the alarm, Upon any sign of fixe, the officer
in charge shall cause a Mine to be laid to the fire or
exposure.
Rule 1410 - Apparatus shall not be driven over fire hose Unless abso-
lutely necessary. Members of the Department shall not allow
other vehicles to drive over fire hose Without the permission
of the officer in charge. Where drivers of vehicles persist
in driving over fire hose, members shall request the cooper-
ation of the Police Department and cause summons to be served,
Rule 1411 - Members at a fire or emergency shall not wander indiscrim�
inately through buildings. Unless otherwise ordered they
shall remain with the officer or at the apparatus.
Rule 1102 - Members shall not smoke while training or when riding the
apparatus. A member shall not smoke at a fire or other
emergency unless permission is granted by his officer or
by the chief officer.
Rule 1413 - Members arriving at false alarms shall make every effort
to find the responsible party for transmitting the false
alarm. They shall be prepared to testify in court should
such person be apprehended.
Rule 1411 - Members operating apparatus shall not leave apparatus un-
attended, if at all possible.

Rule 1415 - Members when operating apparatus during cold weather
shall take all necessary precautions to avoid damage
to apparatus or equipment by freezing.
Pule 1416 - When hose is laid across tracks or on streets with fast
moving traffic, adequate warning lights and/or devices
shall be displayed at least 300 yards each side of the
hose, plus telephone requests to the railroad dispatcher
to have any trains stopped.
Rule 11:17 - Members shall report all injuries to themselves and others.
Rule 1418 - During fire operations all members shall be constantly alert
to the possibility of arson, Any such suspicion shall be
communicated to the officer in charge immediately. Members
at fires shall avoid disturbing any evidence or discussion,
of fire with unathorized personsi
Rule 141 - Articles of any value at fires or emergencies shall be
turned over to the Police Department and a receipt for
same requested. It it is evident the valued article
belongs to the occupant of the premises+ said article may
be turned over to such person after obtaining a recebpti
Rule 1420 - Hours of Duty: No member of the Fire Department shall be
required to remain on duty for periods of time which, in the
aggregate in any month, amount to more than twelve hours
for each day in the month, except in case of serious con-
flagration or great emergency.
Rule 1421 - Sick While in Ouarters: Members of the Department becoming
sick or ill while on duty shall notify their superior offi-
cers, who in turn shall notify the Chief of the Fire Depart-
ment in writing of such fact.
Rule 1422 - Sick ':chile Not In Quarters: Members of the Fire Department
who have been taken sick or who have been injured while
absent from company quarters shall give notice of such fact
to the Chief of the Fire Department without delay, and
forward to him a physician's certificate stating the nature
of such sickness and injury.
Rule 1':23 - Vacation Leave: Members of the Fire Department who have
served for more than one year prior to the posting of
vacation lists, may be allowed an annual vacation. The
vacation shall commence and end on such days as may be
designated by the Chief of the Fire Department.

Rule 1=(24 - Assist Police: It shall be the duty of every officer
and member of the Fire Department to assist the Police
in making arrests or quelling disturbances when called
upon to do so.
Pule 1425 - in matters of general conduct, members shall be governed
Rule 1423 - Upon the resignation or death of any member of the Depart-
ment, the Commanding Officer of the Company to which said
member is assigned, shall require the return of all depart-
ment property and forward it to the Chief of the Fire Depart-
ment, unless otherwise authorized.
Rule 1425 - Officers shall be }ust, dignified and firm in their re-
lations with subordinates, and abstain from violent, abu-
sive or immoderate language in giving orders or directions.
Officers shall enforce strict obedience of all rules, reg-
ulations and practices by members or employees under their
command and report by well -supported charges, transgressions
thereof.
Rule 1430 - Members shall not visit the headquarters of the senior
officers without permission of their immediate commanding
officers. If such permission is denied, they may forward
a request for an interview by mail stating the purpose of
the interview.

discredit upon the Department.
Rule 111,25 -
Uniforms not to be Bought From Other Members: No member
of the Fire Department shall purchase or wear a uniform of
another member without the permission of the Chief of the
Fire Department.
Rule 1427 -
Each member of the Department shall be furnished with the
necessary regulation buttons and with the necessary cap
device and coat badge. It shall be deemed neglect of duty
for any member of the Fire Department to lose or give away
any of the regulation buttons, cap devices or coat badges,
or other Village property unless authorized by the Chief
of the Fire Department.
Rule 1423 - Upon the resignation or death of any member of the Depart-
ment, the Commanding Officer of the Company to which said
member is assigned, shall require the return of all depart-
ment property and forward it to the Chief of the Fire Depart-
ment, unless otherwise authorized.
Rule 1425 - Officers shall be }ust, dignified and firm in their re-
lations with subordinates, and abstain from violent, abu-
sive or immoderate language in giving orders or directions.
Officers shall enforce strict obedience of all rules, reg-
ulations and practices by members or employees under their
command and report by well -supported charges, transgressions
thereof.
Rule 1430 - Members shall not visit the headquarters of the senior
officers without permission of their immediate commanding
officers. If such permission is denied, they may forward
a request for an interview by mail stating the purpose of
the interview.

Rule 1:31 - Political Activities: No member of the Department shall
be a delegate to or member of any political or party con-
vention, and shall not take part in political campaigns
or solicit contributions for any political party, club, or
association for any political purpose. No member of the
Department shall make a contribution to any political
party, club, or association or for any other political purpose.
Rule 1432 - Members shall not solicit or contribute, nor cause to be
solicited or contributed, any money or other valuable article
or thing, to be used in connection with a ma ?_ter affecting
the Department without the written permission of the Chief
of .he Department. This rule does not apply to money
collected for house assessments such as commissary, dues
to official organizations, or other similar authorized purpose.
Rule 1433 - Members shall treat the business of the Department as con-
fidential, They shall not discuss matters for publication,
without the permission of the Chief of the Department. This
does not preclude explaining department routine to visitors.
Rule_ILL - Members shall not deliver any address on Fire Department
matters without written approval of the Chief of the Fire
Department.
Rule 1435 - Members when answering the station phones shall give the
following information and in the order listed!
Elk Grove Village Fire Department, unless it is the
business lines..... then it is:
Elk Grove Village Fire Prevention Bureau, and surname
of the individual answering phone.
Members calling shall identify themselves as follows:
Rank and surname and indicate to whom they wish to
speak.
Rule 1436 - Members shall not:
A. Violate any oath of office they take.
B. Neglect or shirk any duty lawfully assigned.
C. Refuse to obey and carry out any lawful orders
given.
D. Absent themselves from quarters or any other
assignment to duty without permission from
proper authority.

E, Indulge in the use of drugs or narcotics
without medical permission.
F. Indulge in or be under the influence of
intoxicating beverages while on duty or
at any time while in uniform,
G. When in uniform enter any place where
i.otoxicating beverages are sold or dis-
pensed except in line of duty.
H. Use indecent, profane, or uncivil language,
I. Engage in indecent or immoral conduct.
J. Engage in any altercation; commit an assault
or violate any law, nor do anything for which
they may be arrested.
K. Make a false statement with intent to deceive
any senior or investigating officer in the line
of his duty.
L. 'Jillfully damage any Department property or
handle any apparatus in a careless or reckless
manner,
M. Neglect or refuse to pay legal debts when due.
N. solicit or accept any compensation, reward or
consideration for services performed in the
line of duty, nor any gift or donation as a
member of the Department, without the written
permission of the Chief of the Department.
0, Use official letterheads or stationary for
personal business..
P. Lend, sell or give away any Department property
except with the permission of the Chief of the

Q, Members of the Fire Department, shall not loan
their uniforms or any portion thereof,
R. Religion shall not be discussed in or about
the Department quarters, No member of the
Fire Department shall ridicule, criticize or
joke with another member of the Fire Department
regarding his religious beliefs.

S. Gambling for money or other articles
of value in or about any Fire House of the
Department is strictly prohibited.
Rule 1437 - Members shall report for and go off duty in the uniform
prescribed for the season of the year and the occasion.
No badge, button, or lodge pin shall be worn upon tineir
uniforms except those authorized by the Chief. The
summer uniform shall be worn from April 1st to September
30th each year. The winter uniform is to be worn at all
other times unless special permission is granted by the
Chief, dote: The uniform schedule shall be posted on the
Bulletin Board and shall be considered a part of this
rule and regulation.
Rule 1430 - Uniforms shall at all times be clean and neatly pressed
so that members reflect credit upon the Department by their
appearance and demeanor.
Rule 1435 - blhen reporting to the quarters of any superior officer of
the Village or official of the Village, members shall wear
the proper uniform for the season of the year.
Rule 1440 - Coat badges shall be properly displayed on the left breast
when wearing the uniform.
Rule 1441 - Equipment: Officers and members of the Fire Department
shall purchase and own the necessary and regulation equip-
ment required for the fire duty as prescribed by the Chief
of the Fire Department. Company officers shall inspect and
see that each member has provided himself with the necessary
equipment.
Pule 1-;42 - Disturbance: Except in the line of duty, members of the
Department shall not be disturbed during hours of sleep.
Rule 1443 - Private Telephones: Every member of the Fire Department
shall have a private telephone and the same shall be listed
udder his name.
Rule 119,4 - A member of the Department shall devote his whole time and
attention to his fire duties. He is expressly prohibited
from following any other calling or occupation, or being engaged
in any other business, unless permission is given by the
Chief of the Fire Department.

Rule 1445 - Always on Duty: A member of the Department, for dis-
ciplinary purposes, shall be considered as being on duty
at all times. Although certain hours are allotted to a
respective member of the Department for the performance
of duty on ordinary occasions, yet he is required to
respond immediately, day or night, in any emergency on
notice that his services are required.
Rule 11:4 '- Probationers - To Observe: All original appointments of
firemen to the Fire Department shall be for a probationary
period of one year, continuation in the service being
dependent on the conduct of the appointee, and his fitness
for the performance of the duties to which assigned, as
indicated by the quality of his work and by reports and
recommendations of his superior officers. If during the
said one year, the appointee proves unfit, he will be dis-
missed from the service of the Fire Department.
Pule IL�d - The loss of any coat, cap, badge, or other Department pro-
perty shall promptly be reported to the officer on duty.
Rule 1443 - Each member is responsible for all equipment assigned to
him, and when his membership in the Department is termina-
ted, or while under suspension, he shall return all Depart-
ment property in his possession.
Rule 144S - No person, not a member of the Department, unless authorized
by a Department officer, shall be allowed to ride on the
apparatus or to handle equipment.
Pule 1450 - Rewards: All rewards of money or gifts made out to the
Fife Department for rendering fire service shall be re-
ported in writing to the Chief through the ranking officer
of the Company of which the officer or member receiving
said reward is a member. Said report shall be made within
five (5) days after the receipt of the reward and all money
shall be paid over to the Village of Elk Grove Village.
Rule 1•'s,"i - All members, except Chief Officers, shall be required to
have a physical examination yearly after reaching the age
of forty (1s0) years. The Chief of the Fire Department wi l l
provide the forms and will send you to the doctor handling
such examinations for the Village. Also, the Village will
bear the expense of said examinations. If a member is
found physically unfit, he shall be put on the inactive rolls
of the Fire Department.

Rule 1501 - The following reports, etc. are to be completed and sub-
mitted to the Chief before the tour of duty is considered
completed. They will be reviewed by the Chief and returned
to the responsible people for further processing, filing, etc.

Rule 1502 - All "Monthly, Jeekly & Quarterly Reports" are to be
completed and submitted to the Chief before the tour of
duty is considered complete for the day listed for said
report to be made out. They will be returned to the re-
sponsible people for further processing, filing, etc.
Rule 1503 - The following is a list, of daily, weekly, and quarterly
reports, records, etc. and directions concerning them:
A. Fire Department Alarm Report: A Fire Department
Alarm Report shall be made out by the Platoon
Officer on duty every time the fire department
responds to an alarm of fire. This includes calls
indicating the presence of smoke.

B. Fire Department Rescue Squad Report: A Fire
Department Rescue. Squad Report shall be made
out by the Platoon Officer on duty every time
the Fire Department responds to an alarm for
rescue, resuscitation, special duty, accidents,
and emergency first aide This includes fltst
aid to victims who are treated at the fire station,
C. Training Report: A Training Report shall be made
out by the Platoon Officer on duty for all regular
and special drills or training sessionsl Training
Officers meetings, and shift training sessions]
when such training is supervised or given by an
officer.
D. Daily Log Sheets: A Daily Log Sheet shall be made
for each tour of duty by the Platoon Officer on
duty.
E. Payroll Sheets: A Payroll Sheet is to be made
out by the Platoon Officer on duty for all regular
and special training sessions, Training Instructors
meetings, fire alarms, rescue squad alarms, and
whenever else the Chief may deem it advisable.
F. Sleeper Sheet: A Sleeper Sheet shall be made out
by the Platoon Officer on duty for all personnel
ordered to duty by the Chief, for the purpose of
filling a vacancy created by a man being off duty
or out of quarters or whenever else the Chief may
deem it advisable to order a man to duty.
G. Off Duty Permits: An off duty permit shall be made
out by the Platoon Officer on duty for all off duty
time granted a man. All off duty time must be
approved by the Chief or the man shall be considered
absent without leave. An off duty permit shall be
made out for the absence and the word permit struck
out and the words "Absent Without Leave" typed in
place there6f.
H. Vehicle Work Orders: A Vehicle !.fork Order shall
be made out to the Mechanic, but forwarded thru
the Platoon Officer on duty whenever repairs,
adjustments, etc. are required on apparatus and
fire equipment and such repairs are beyond the
capabilities of the man making out the vehicle
work order. The mechanic will process and then
forward same to the Chief.

1. Oxygen Service Records: The oxygen service records
shall be kept current weekly by the men responsible
for a particular vehicle. The Oxygen Service Record
need not be forwarded to the Chief.
S. Record of Receivables: The Platoon Officer is
responsible for recording or having recorded all
items received while on duty and is responsible to
type or have typed, the monthly Record of Receivables
and then to submit it to the Chief.
K. Radio Log: Every Officer and man is responsible
to log all radio communications he has from the
base station transmitter. Same shall be recorded
in the Radio Log Book.
L. State Fire Marshall Fire Report: A State Fire
Marshall's Fire Report shall be made out by the
Platoon Officer on duty, for every Fire Department
Alarm Report which indicates a fire loss was incurred.
M. Daily Gasoline Report: All gasoline pumped daily
shall be recorded by the engineer on duty and filed
for the monthly recapping.
M. Personnel Performance Rating Reports:
1. An "Employee Improvement Program Report
on Probationers" shall be made out by the
Platoon Officer for the probationary men on
his Platoon. Each month for the first six
months and then the final probationary report
at the end of the man's probation (one year
unless otherwise extended.)
2. An "Employee Improvement Program Report of
Performance Evaluation" shall be made out
by the Platoon Officer for the men of his
Platoon in the month of March each year, and
must be submitted to the Chief by the first
of April thereof.
(Vote: The booklet "Employee Evaluation -A Guide
to Performance Standards", prepared by
the International Fire Chief's Association
shall be used as a guide in completing
these above mentioned forms.
Rule 1504 - Correspondence: Any and all correspondence written on Fire
Department Stationary, or pertaining to this Department's
activities, shall be sent to the Chief for his review and
approval prior to mailing or handing out, processing, etc.

SECTION 1600
FIRE DEPARTMENT OFFENSES & PENALTIES
Rule 1601 - Fire Department Offenses: Any member of the Fire Department
who shall be guilty of violation of any of the rules and
regulations hereinbefore set forth, or of any one or more
of the following offenses while on or off duty (except as
hereafter provided), shall be subject to one or more of the
penalties hereinafter provided:
1. Conduct unbecoming a fireman or employee of the Department.
2. Immoral conduct.
3. Neglect of duty.
4. Violation of any criminal law.
5. Inattention to duty.
6. Incapacity or inefficiency in the service.
7. Disobedience of orders.
3. Disorderly conduct.
$. Being absent from duty without permission.
10. Using coarse or profane language to a superior officer
or to any member of the Department
V.I. Insubordination or disrespect toward a superior officer.
12. Using coarse or profane language to a citizen.
13.. Neglect to treat an officer or member of the Department,
or another person, civilly and respectfully.
14. Making a false official report.
11r. Neglect to comply with rules governing fire clothing,
uniforms, etc.
16. Neglect to appear neat: and tidy.
17. Receiving a bribe of money, or other valuable.
13. Accepting a gift or reward from a person for a service
rendered, or pretended to be rendered, as a member of
the Department.
15. Neglect to report any member of the Department known to
be guilty of violating any rule or regulation issued for
the guidance of the Department.
20. Failure to report inefficient probationers.
21. Any violation of the general department rules under
Section 1000.

Rule 1602 - Penalties:
A. Reprimand
B. Suspension by the Chief of the Fire Department for a
period not to exceed five (5) days without pay.
C. Suspension, during investigation, by the Board of Fire
and Police Commissioners for a period not to exceed
legal limits as set by law.
D. Discharge from the Fire Department and the service of
the Village of Elk Grove Village, after a hearing duly
held as required by law.
Whenever disciplinary action is taken against a member
of the Department, the Chief of Fire Department shall post a
record of same on the Personnel Record of the member affected.
Rule 1603 - Disciplinary Measures: The Chief of the Fire Department may,
in proper cases administer the penalties enumerated in sections
A and B of Rule 1602 above and when the penalty is an officie.l
reprimand, he shall cause a record of same to be transcribed
upon the Personnel Record of the offender. A suspension order
by the Chief of the Fire Department under Section (B) shall in no
case exceed five (5) days. The enforcement of all other
penalties as outlined in said Rule 1602 is reserved to the
Board of Fire and Police Commissioners for regular firemen
and officers.
Rule 1604 - Department Property - To Turn In: A member of the Department,
upon suspension for a period of five (5) or more days, shall
promptly surrender all Department property in his possession.,
which property shall be retained by the Chief of Fire Depart-
ment, and returned to the member when relieved from suspension
or restored to duty.
Rule 1605 - During any period of suspension, a member of the force shall
not wear or display his official uniform, or any part thereof.
SECTION 1700
CHARGES AND TRIALS FOR OFFENSES
Rule 1701 - Preferring and contents of Charges: Any superior Officer
may prefer charges against a subordinate for any one or more
of the foregoing offenses. Charges shall specify the rule
violated, the general nature of such violation, and the names

and addresses of witnesses. Respondent shall be served
with a copy of charges and shall be required to submit a
written statement in answer thereto. Additional charges
shall be preferred where a respondent refuses to submit
a written statement. Charges together with respondent's
statement shall be forwarded through official channels to
the Board of Fire and Police Commissioner.
Rule 1702 - Subordinates May Make Comptaints: A subordinate having a
complaint against another member of the Department for a
violation of rule, or deeming himself aggrieved, shall
make a statement thereof under oath, attaching names of
witnesses, and transmit same directly to the Board of Fire
and Police Commissioners.
Rule 170; - Service of Charges: A copy of charges shall be served on
the respondent not less than five () days before date of
trial. Return of such service shall be by a receipt of the'
respondent on a retained copy of such charges or by affi-
davit of the officer serving the same. It is the duty of
an officer to whom charges are sent for service to secure
service and make return thereof without delay.
)lule 1704 - The Commanding Officer of a member or employee of the Depart-
ment named as respondent, as well as those jtteferring charges,
shall be present when the case is scheduled to be heard.
