A RESOLUTION ADOPTING OBJECTIVES AND POLICIES FOR THE VILLAGE OF ELK GROVE VILLAGE WHEREAS, the Village of Elk Grove Village has heretofore directed its Plan Commission to develop an over-all Village plan and to make suggestions for a new and comprehensive zoning ordinance instrumenting same; and WHEREAS, the Plan Commission of the Village of Elk Grove Village, acting with the advice of Tee Search, Inc., Evanston, Illinois, designated Village Planners, have as the first stage of their direction developed proposed Objectives and Policies, a copy of which is marked Exhibit "A" attached hereto and made a part hereof; and WHEREAS, said proposed Objectives and Policies were developed after consultation with the Village President, Members of the Board of Trustees, elected and appointed officials including the Village Manager and others as well as other governmental agencies and interested citizens; and WHEREAS, it is both necessary and desirable that the President and Board of Trustees officially adopt the foregoing Objectives and Policies so that the same can be used as a guide and a e directive to the Plan Commission and Tec Search as well as the Village Attorney in the preparation of a proposed Village Plan and new comprehensive zoning ordinance to instrument same. NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, Illinois: Section 1. That the Rroposed Objectives and Policies, a copy of whit is mar ed Exhibit A" attached hereto, developed by the Plan Commission in consultation with Tec Search, Village Planners, the President and Members of the Board of Trustees and others,be and is hereby adopted as the official Objectives and Policies of the Village of Elk Grove Village. Evanston, Illinois ELK GROVE VILLAGE, ILLINOIS OBJECTIVES AND POLICIES May 20, 1965 OVERALL OBJECTIVE To make Elk Grove Village a better place in which to live and work by creating a Village which is truly outstanding. I. CITIZEN AWARENESS OBJECTIVE. Instill within the citizens of Elk Grove Village the desire to be actively interested in community functions and the future of the Village. Policies: a) To maintain and encourage a free flow of communication between municipal government and the citizens of Elk Grove Village. b) Continually inform the citizens through news media of various Village events and problems. c) Encourage the formation of civic improvement organizations that will actively strive for the betterment of Elk Grove Village. II. CONTROLLED DEVELOPMENT OBJECTIVE. Regulate and limit population density and per cent of land coverage to avoid overburdening municipal utilities and service facilities, in accord with predetermined capacities. Policies: a) Encourage continuous, vigorous growth and expansion in conform- ance with high development standards. b) Maintain zoning controls that will provide for future develop- ment in accord with desired population densities and land coverage. c) Maintain a proper relationship between built-up land and open space. d) Maintain a balance of growth between residential, commercial, and industrial land allocations. e) Eliminate those areas that are non -conforming and incompatible with predominant use. f) Provide land and facilities necessary to accommodate the antici- pated physical growth of the Village. III. RESIDENTIAL NEIGHBORHOODS OBJECTIVE. Maintain a high quality of residential living units and regu- late new residential development to conform with high develop- ment standards. Policies: a) Encourage a variety of residential development to occur in Elk Grove Village, providing citizens and potential new residents with an opportunity to choose from a diverse selection of residential types in different price ranges. b) In land acquired through annexation procedures, reconstruct those areas where quality does not favorably meet established standards. c) Require highest standards in construction and maintenance. IV. INDUSTRY OBJECTIVE. Maintain an environment conducive to industrial development and compatible with the Village land use development pattern. Policies: a) Create equitable laws, regulations and ordinances governing all industry to insure the health and welfare of all residents. b) Maintain a close liaison between industrial representatives and municipal government. c) Require highest standards in construction and maintenance. V. BUSINESS OBJECTIVE. Create and maintain an environment conducive to business and commercial activities in proper relation to surrounding land uses. Policies: a) Require new commercial activity to take place in unified shop- ping centers. b) Discourage the development of strip commercial uses. c) Encourage commercial centers to maintain an adequate level of parking facilities and access in relation to internal and ex- ternal street patterns. MM d) Encourage the development of office type uses in proper rela- tion to surrounding land uses. VI. PARKS AND RECREATION OBJECTIVE. Maintain a park and recreation system to fulfill the needs and desires of Elk Grove Village citizens. Policies; a) Develop recreation facilities to meet the needs and desires of all age groups. b) Develop new recreation facilities in cooperation with school officials. c) Continually maintain a park and recreation system consisting of community and neighborhood parks that are easily accessible to Village residents. d) Provide additional land adequate to support the future recrea- tion requirements of the Village. e) Encourage the County Forest Preserve officials to continually maintain and improve Ned Brown Woods. f) Formulate a Park District when Village conditions warrant same. VII. EDUCATIONAL AND CULTURAL FACILITIES OBJECTIVE. To create and maintain a superior level of educational and cul- tural facilities that will contribute to•the overall growth of the Village and its citizens. Policies: a) Encourage the development of private educational and cultural facilities including libraries, junior colleges and adult education facilities. b) Develop new schools in cooperation with park officials. c) Continually stimulate, create and maintain an atmosphere of academic excellence within the Elk Grove Village school system. d) Encourage the formation of groups and programs that will educa- tionally and culturally enlighten Village residents. VIII. SPECIAL FACILITIES OBJECTIVE. Encourage the development and organization of various types of institutions and civic organizations that will promote the growth of the Village. - 3 - Policies: a) Encourage the continued development and location in Elk Grove Village of churches, hospitals and other civic oriented organ- izations which enhance the community without detracting from its economic stability. b) Site locations should be compatible with surrounding land uses. IX. TRANSPORTATION OBJECTIVE. Develop a transportation network that will adequately serve the needs of Elk Grove Village citizens and associated land use functions. Policies: a) Develop a safe, convenient traffic system. b) Provide adecuate off-street parking facilities for home, busi- ness and industry. c) Encourage public transportation within the Village that will develop a link between neighboring communities, Chicago, and provide accessibility for Elk Grove residents to job oppor- tunities. d) Cooperate with local, county, state and federal agencies in the improvement of existing inadequate thoroughfares. e) Encourage the construction of interchanges on existing and future expressways to better serve the Village. f) Maintain the present curvilinear street pattern, routing major traffic facilities around neighborhoods. X. MUNICIPAL FACILITIES AND SERV?CES OBJECTIVE. Develop municipal facilities and services that will adequately service the anticipated growth of the Village. Policies: a) Maintain an awareness of the increasing problem of adequate and diverse water supplies, storm drainage and flood control within the Village and its environs. b) Realize the growth potential of the Village and program improve- ments to adequataly meet these demands. - 4 - XI: CAPITAL IMPROVEMENTS OBJECTIVE. Develop a long range capital improvements program for future municipal financial allocations in relation to recommended physical improvements. Policies: a) Constantly update and keep current the capital improvements program. b) Maintain a lev.l of capital improvements that will promote and maintain a high level of private investment in Elk Grove Village. C) Plan capital improvements in relation to future development needs and areas of projected potential growth. d) Coordinate both Dublic and private investment for total com- munity betterment. XII. COOPERATION OBJECTIVE. To cooperate with internal Village groups, adjacent munici- palities, county officials and boards, state authorities, and all independent commissions, boards and governing bodies, to assist in the creation of a well planned and organized future for Elk Grove Village and the surrounding areas. Policies: a) Maintain an awareness of events and various actions occur- ring in surrounding areas, that may in some way affect Elk Grove Village. b) Recognize t' -ie fact that whatever happens within the Village will in some way have radiating effects on surrounding areas. c) Continue to promote a program of cooperation between the var- ious residential, commercial, industrial and public bodies within Elk Grove Village, all striving to create a Village that is truly outstanding. d) Encourage the establishment of a Chamber of Commerce to act as a coordinating agent for industrial, commercial and pub- lic interests, promoting the development of Elk Grove Village by functioning as a clearing house for commercial, industrial and residential development. XIII. FISCAL RESPONSIBILITY OBJECTIVE. To operate within an economically healthy fiscal budget, prudently and progressively. - 5 -
