NOW, THEREFORE] BE IT RESOLVED by the President and
Board of Trustees of the Village of Elk Grove Village, Counties
of Cook and DuPage, Illinois:
Section 1. That the President and Village Clerk are
hereby authorized and directed to sign the. certificate of author-
ity attached hereto and made a part hereof&
Section 2. That the President and Village Clerk shall
issue, upon payment of the proper fees, the license set forth in
the accompanying certificate of authority.
Section 3. That this resolution shall be in full force
and effect from and after the passage and approval according to
law.

CERTIFICATE OF AUTHORITY ISSUED PURSUANT
TO SECTION 22.1118 OF THE MUNICIPAL CODE
OF ELK GROVE VILLAGE
WHEREAS, the President and Board of Trustees of the
Village of Elk Grove Village, :sitting as a vehicle commission,
did conduct public hearings forthe purpose of ascertaining the
public need for taxi cab service within. the Village of Elk Grove
Village, in accordance with its ordinances and the laws of the
State of Illinois, and
WHEREAS, the Grove Service Corporation, an Illinois
corporation, previously known as the O'Hare Taxi Corporation, a
company presently engaged in the taxi cab business and desirous
of servicing the Village of Elk Grove Village and its residents
with taxi cab service, did present convincing evidence to the
authorities of the Village of Elk Grove Village of its ability
to provide suitable and adequate taxi cab service for the resi-
dents of the Village,
NOW, THER`70 RE, IT IS CERTIFIED by the President and
Board of Trustees of the Village of Elk Grove Village, Counties
of Cook and DuPage, Illinois, acting in the capacity of a vehicle
commission:
1. That there is an immediate public need for taxi
cab service in the Village of Elk Grove Village and that the is-
suance of licenses for five taxi cabs in the Grove Service Cor-
poration, as Illinois corporation, would satisfy said immediate
need for benefit the public,
2. That the Grove Service Corporation, an Illinois
corporation, does have capacity to serve the Village of Elk
Grove Village and its resident.,, not only presently but in the
future and that it should receive such additional licenses as it
may request and require of the Village in addition to the fore-
going five licenses.
3. That in the event that sufficient taxi service is
not provided by the Grove Service Corporation, the President and
Board. of Trustees will conduc-c a public hearing and, if at that
time in its sole discretion the; Grove Service Corporation has
not kept up with the need for taxi service, the President and
Board of Trustees shall have the right to terminate the Grove
Service Corporation's future requests for taxi cab service and
licenses, if the additional service deemed necessary by the
President and Board of Trustees is not provided within thirty
days after written request,
h. Nothing in this cortificato of authority shall pre-
vent or be so construed to prevent the Villag; of Elk Grova Vil-
lage from issuing such additional licenses, as it may doom nec-
essary in accordance with its ordinances and the laws of the State
of Illinois, to any person or co:poration whatsoever.
5. That the Village ]'resident in accordance with this
certificate shall be and is hereby authorized to issue a license
to the Grove Service Corporation, an Illinois corporation, for 5
taxi cabs and such additional licenses for additional taxi cabs
as it may require.
