HomeMy WebLinkAboutORDINANCE - 3091 - 7/18/2006 - COMBINE BD OF HEALTH & COMM SERVICE BDORDINANCE NO. 3091 AN ORDINANCE CONSOLIDATING AND AMENDING VARIOUS BOARDS AND COMMISSIONS OF TITLE 2 OF THE VILLAGE CODE OF THE VILLAGE OF ELK GROVE VILLAGE BE IT ORDAINED, by the Mayor and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, Illinois pursuant to its authority as a Home Rule Municipality, as follows: Section 1: That Chapter 2 Board of Health and Chapter 10 Community Services Board be and the same are hereby deleted and a new Chapter 2 is hereby established which shall read as follows: Chapter 2 Board of Health and Community Services 2-2-1 Board Vested.: There is hereby created a Board of Health and Community Services which shall ultimately consist of eleven (11) members who shall be appointed by the Mayor with the advice and consent of the Board of Trustees and shall serve a term of four (4) years. Due to the combining of the present Board of Health with eleven (11) members and the present Community Services Board with eleven (11) members, the initial Board herein established shall be comprised of members of those Boards who are reappointed by the Mayor and shall therefore consist of more than eleven (11) members. Ultimately, as a result of resignation, retirement or non-appointment, the members will decrease to and thereafter remain at eleven (11). One of said members shall be appointed Chairperson by the Mayor with the advice and consent of the Board of Trustees, and one of the members shall be a Village Trustee. Qualifications: No person shall be appointed to the Board unless he or she has demonstrated a sustained interest in community service and health or has had professional training in said fields or related fields. Powers, Duties and Functions: In conjunction with the Director of Health and Community Services of the Village, the Board shall have the following powers, duties and functions: Review the programs of the Director of Health and Community Services and make recommendations with respect thereto. Oversee the enforcement of all ordinances of the Village which relate to public health or relate to public nuisances and perform duties associated to it by the Mayor and Board of Trustees. Make recommendations to the Mayor and Board of Trustees regarding programs and ordinances necessary for the protection of the public health of the Village. Establish a written program for community service. 5. Establish a recommended budget to carry out said programs and other functions of the Board in a form and content satisfactory to the Village Manager. Compensation: No member of the Board shall receive compensation for any service performed. Section 2: That Section 2-8B-1 relating to the organization and membership of the Fire Pension Board be amended to read as follows: 2-8B-1 Board Vested; Membership. Organization; Terms: There is hereby established a Board of Trustees of the Fire Pension Board which shall consist of two (2) members appointed by the Mayor with the advice and consent of the Board of Trustees as well as two (2) current sworn department members and one (1) retired Department member – said three (3) members to be selected as provided by law. The Board shall appoint a President and Secretary, establish rules and regulations and meet at regularly scheduled intervals. They shall have terms as provided by law. Section 3: That Section 2-11-2 Membership; Appointment; Term of the Village Code be amended by reducing the number of members from 13 to 11 and by adding the following sentence “A minimum of six (6) members of the Commission shall be representatives of the business park”. Section 4: That Chapter 13 of Title 2 pertaining to the Youth Commission be amended as follows: In all Sections of Chapter 13, substitute the word “Committee” for Commission”. Amend the first sentence of Section 2-13-1 to read as follows: There is hereby created a Youth Committee which shall Consist of six (6) non-sworn members. The members shall be appointed by the Mayor with the advice and consent of the Board of Trustees for a term of four (4) years. It is the intent to balance the Committee between adult and youth members. Section 5: That Chapter 14 Parade Commission be amended as follows: In all Sections of Chapter 14, substitute the word “Committee” for the word “Commission”. Amend Section 2-14-2 to read as follows: 2-14-2 Membership; Appointment; Term: The Parade Committee shall consist of eleven (11) non-sworn members, one of whom shall be a Village Trustee and each member of whom shall be appointed by the Mayor with the advice and consent of the Board of Trustees for a term of four (4) years. Section 6: This Ordinance shall be in full force and effect from and after its passage and approval as provided by law.
