A RESOLUTION URGING GOVERNOR BLAGOJEVICH TO ENTER INTO LONG-
TERM LAND LEASE WITH ALNAC FOR DEVELOPMENT OF NEW AIRPORT
WHEREAS, there is a demonstrated need for the development, construction, and
operation of a regional airport with passenger and cargo facilities located in the south suburban
region of the Chicago in order to meet the public demand for additional airport facilities
serving the south suburban region and to expand the Chicago region's aviation capacity on an
efficient, cost-effective, expeditious and environmentally sound basis; and
WHEREAS, the Abraham Lincoln National Airport Commission (ALNAC) recognizes
that the development of the airport would provide economic benefits to the entire south
suburban area and prove beneficial in the efforts to solve the Chicago metropolitan area's
requirements for increased passenger and cargo aviation capacity in an efficient, cost-effective,
expeditious and environmentally sound manner; and
WHEREAS, the development of a new south suburban airport, known as the Abraham
Lincoln National Airport, has received widespread support from the State of Illinois, the
affected and participating municipalities, and the public at -large; and
WHEREAS, Governor Blagojevich in his February 3, 2005 "State of the State Address"
said, "We need another airport. And if we built it, we can create 15,000 jobs in an area of our
state that desperately needs jobs. So I say let's build the Peotone Airport", and
WHEREAS, the Governor in the sane speech went on to say: "Congressman Jesse
Jackson Jr.'s plan to build the Abraham Lincoln National Airport at Peotone will not compete
with O'Hare for needed federal dollars, and during tough fiscal times like these, his plan to use
private investment is both a welcome and innovative way to build an airport. I strongly
support it," and
WHEREAS, Governor Blagojevich and the State of Illinois on April 26, 2005,
submitted to the Federal Aviation Administration for federal approval an airport plan based on
the ALNAC proposal and stated on that day: "We're doing everything we can to make that
happen. I want to thank Congressman Jackson for creating such an innovative plan." and
WHEREAS, the ALNAC plan has been widely endorsed by many elected officials and
by virtually all of the major newspapers in the Chicago metropolitan region.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Counties of Cook and DuPage, State of Illinois, that the Village
of Elk Grove Village, along with Congressman Jackson, hereby urge Governor Blagojevich to
enter into negotiations with ALNAC — a public body — for a long-term land lease for the state-
owned property that represents the inaugural site of the airport development.
Section 1: That this Resolution shall be in full force and effect from and after its
passage and approval according to law.
