HomeMy WebLinkAboutORDINANCE - 3108 - 12/12/2006 - AMEND FIRE AND AMBULANCE SERVICEORDINANCE NO. 3108 AN ORDINANCE AMENDING CHAPTER 5 OF TITLE 5 PERTAINING TO FIRE AND AMBULANCE SERVICE BE IT ORDAINED, by the Mayor and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, Illinois as follows: Section 1: That Chapter 5 Fire and Ambulance Service Outside Village of Title 5 Fire Protection and Prevention be and the same is hereby amended in its entirety to read as set for in Exhibit A attached hereto. Section 2: That this Ordinance shall be in full force and effect from and after May 1, 2007. VOTE: AYES: 4 NAYS: 0 ABSENT: 2 PASSED this 12th day of December 2006. Johnson Village of Elk Grove Village ATTEST: Ann L Walsh, Village Clerk Ordfireprotection, doc EXHIBIT A 5-5-1: FIRE AND AMBULANCE SERVICE/RATES Section 5-5-1 Fire and Ambulance Service/Rates A. Territory Service Provided; Application of Fire Prevention Regulations: The Village shall hereby provide fire and ambulance service to all incorporated areas of Elk Grove Village and to those areas included in Exhibit A of Ordinance 1174 according to those rates hereinafter provided. All rules, requirements, conditions and terms presently in force relating to fire service within the Village contained in Chapter 3 of this Title shall be in full force and effect in those areas outside the Village limits under the provisions of this Section. (Ord. 1174, 9-27-1977) Except as otherwise provided herein, the services provided in this Chapter and the payment therefore shall be assessed to and be the responsibility of the owner, tenant, user, or the party or entity in possession or control of the premises receiving fire service, notwithstanding whether the service rendered is to the physical premises, or to any person, guest, invitee, employee or other individual or individuals requiring fire or ambulance service while on the premises or abutting property or parking area. (Ord. 2794, 11-14-2000) B. Rates Established: 1. Rates for Ambulance Service To Residents of Elk Grove Village: The Village shall invoice the following rates to the medical insurance and/or liability insurance provider, for ambulance services provided to a bonafide resident of Elk Grove Village: Basic Life Support: $410.00 Advanced Life Support: $490.00 Advanced Life Support 2: $705.00 Rate Per Mile: $ 6.05 Beginning January 2008, the aforementioned rates will increase annually by the Chicago area consumer price index as published by the U.S. Department of Labor's Bureau of Labor Statistics from the business period between January of the previous year and January of the contract year. The annual rate increases shall be no less than 3.0 percent and no more than 5.0 percent. 2. Noncontract, Per Call Rate For Non -Residents: The Village shall invoice the following rates to the medical insurance and/or liability insurance provider, for ambulance services provided to a nonresident who does not have a Fire Service Contract with Elk Grove Village: a. Ambulance Transportation Fee: Basic Life Support: $610.00 Advanced Life Support: $690.00 Advanced Life Support 2: $910.00 Rate Per Mile: $ 10.00 b. Firefighting Apparatus Service: The rate for those non-resident Individuals who have not previously contracted for fire services and to those nonresidents in unincorporated areas including Busse Woods Forest Preserve and Interstate 290 shall be $575.00 per fire apparatus vehicle per call. Beginning January 2008, the aforementioned rates will increase annually by the Chicago area consumer price index as published by the U.S. Department of Labor's Bureau of Labor Statistics from the business period between January of the previous year and January of the contract year. The rate increases shall be no less than 3.0 percent and no more than 5.0 percent. 3. Rates for Contracted Ambulance and Fire Service: The rate for all Ambulance Service shall be the same rate as setforth in Section B-1 above and the contract rate for firefighting services shall be as follows: a. Homeowners' Association And Fire Protection District Areas: The contract service rate for homeowners' associations and fire district areas shall be One Hundred Dollars ($100.00) per year per home. b. Individual Homeowners: The contract service rate for individual Homeowners shall be One Hundred Dollars ($100.00) per year per home. c. Commercial And Industrial Structures: The contract service rate for commercial or industrial structures shall be One Hundred Twenty Five Dollars ($125.00) per year per major or principal structure as determined by the Fire Chief. (Ord. 2941, 6-17- 2003) Beginning January 2008, the aforementioned rates will increase annually by the Chicago area consumer price index as published by the U.S. Department of Labor's Bureau of Labor Statistics from the business period between January of the previous year and January of the contract year. The rate increases shall be no less than 3.0 percent and no more than 5.0 percent. C. Payment of Fees: 1. Fees for contracts to homeowners' associations or fire district areas shall be payable semiannually at due dates as agreed upon by the Village Manager and the individual district or association. 2. Contract Service Fees shall be paid fully in advance of the contract date. D. Exemption From Provisions: This Section shall not apply to those areas in which mutual aid fire agreements are in effect.
