A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE MANAGER TO
EXECUTE A MEMORANDUM OF UNDERSTANDING BETWEEN THE VILLAGE
OF ELK GROVE VILLAGE AND THE INTERNATIONAL UNION OF OPERATING
ENGINEERS, LOCAL 150
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Counties of Cook and DuPage, State of Illinois:
Section 1: That the Mayor and Village Manager be and is hereby authorized to sign the
attached document marked:
"MEMORANDUM OF UNDERSTANDING BETWEEN THE VILLAGE OF
ELK GROVE VILLAGE AND THE INTERNATIONAL UNION
OF OPERATING ENGINEERS, LOCAL 150"
a copy of which is attached hereto and made a part hereof as if fully set forth and the Village
Clerk is authorized to attest said document upon the signature of the Mayor and Village
Manager.
Section 2: That this Resolution shall be in full force and effect from and after its passage
and approval according to law.

MEMORANDUM OF UNDERSTANDING
BETWEEN
VILLAGE OF ELK GROVE VILLAGE
AND
THE INTERNATIONAL UNION OF OPERATING ENGINEERS, LOCAL 150
Due to current and on-going financial distress, the Village of Elk Grove is using its best efforts to
freeze (0% increase) all non -represented and represented employee pay ranges from May 1, 2010
to May 1, 2011. In exchange, the Village agrees to no layoffs of employees.
This Memorandum of Understanding modifies the Labor Agreement between the Village of Elk
Grove Village and the International Union of Operating Engineers, Local 150 dated December
11, 2007 to April 30, 2011. Upon the signing of this Memorandum, the Parties contract shall be
modified to incorporate the changes below.
A. Section 23.1 Wages Rates and Appendix A for Fiscal Years 2010-2011 shall be amended
as follows:
• Beginning on May 1, 2010, the pay range for Public Works full-time employees
covered in the following classifications: Custodian, Auto Service Worker,
Maintenance Worker, Mechanic, Parts Room Attendant, and Utility System
Operator shall be frozen at zero percent (0%) and shall continue to utilize the May
1, 2009-2010 Fiscal Year salary schedule as contained on page A-2 of Appendix
A of the contract.
• Any full-time public works employee from the classifications listed above in the
step plan, Appendix A., will continue to move up one step on his/her anniversary
date utilizing the May 1, 2009 salary schedule.
• Any full-time public works employee from the classifications listed above at the
top of the pay range will receive no pay increase on May 1, 2010.
B. Section 23.2 Longevity shall be amended to add the following:

C. Article VII, Layoff and Recall, Section: 7.1 Definition and Notice, the following
language shall be added to the end.
• Notwithstanding, the language in the above paragraph, the Village agrees that it
will not layoff any bargaining unit member during the period May 1, 2010
through April 30, 2011 in consideration of the May 1, 2010 pay range freeze
provisions within this Memorandum of Understanding.
D, New Section 23.4. Employees Retiring Between May 1, 2010 and April 30, 2011.
Any bargaining unit employee desiring to retire between May 1, 2010 and April
30, 2011, must provide at least one (1) month written notice of resignation for
retirement purposes to qualify for the 3.25% increase previously agreed upon in
the contract. Upon providing the Human Resource Office with at least 1 month
written notice, the Village will provide a 3.25% pay increase to the employee
covering the employee's final 2 weeks of employment. The retirement must occur
on or before April 30, 2011 for the 3.25% increase to be effective; therefore, the
last day for an employee to apply for this provision will be March 30, 2011.
E. New Section 23.5 January, 2011 Informal Discussion
The parties agree to meet informally in late January of 2411 and in late January
2012 to discuss the financial state of the Village for the succeeding Collective
Bargaining Agreement.
F. The parties agree to extend the current contract through April 30, 2012, and provide that
Section 23.1 wage rates be increased by 3.25% effective May 1, 2011, over the amount in
fiscal year 2009-2010. In the contract, the raise for May 1, 2010 will be effective May 1,
2011.
G. Without establishing a precedent for the future, the Village agrees that if it voluntarily
grants a greater increase to any group of employees which is greater than provided in this
Agreement, the Village agrees to extend such greater increase to members of the Union's
bargaining unit.
The new amended provisions above shall be incorporated,into the parties existing labor contract
December 11, 2007 to April 30, 2011 and shall be binding upon all parties through the contract's
extension referenced in Paragraph F above.
