A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE LETTERS OF
UNDERSTANDING AMENDING THE SOLID WASTE & RECYCLING CONTRACT
BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND WASTE MANAGEMENT FOR
SINGLE-FAMILY DETACHED AND SINGLE-FAMILY ATTACHED PROPERTIES AND
MULTI-FAMILY PROPERTIES, CHURCHES, CONGREGATE HOUSING UNITS AND
ALEXIAN BROTHERS MEDICAL CENTER
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the Village of
Elk Grove Village, Counties of Cook and DuPage, State of Illinois as follows:
Section 1: That the Mayor be and is hereby authorized to sign the attached documents marked:
Letter of Understanding
Amending the Solid Waste & Recycling Contract
Between the Village of Elk Grove Village and Waste Management for
Single-Family detached and Single-Family attached Properties
and
Letter of Understanding
Amending the Solid Waste & Recycling Contract
Between the Village of Elk Grove Village and Waste Management for
Multi-Family Properties, Churches, Congregate Housing Units and
Alexian Brothers Medical Center
copies of which are attached hereto and made a part hereof as if fully set forth and the Village Clerk is
authorized to attest said documents upon the signature of the Mayor.
Section 2: That this Resolution shall be in full force and effect from and after its passage and
approval according to law.

Letter of Understanding
Amending the Solid Waste & Recycling Contract
Between the Village of Elk Grove and Waste Management for
Single-Family Detached and Single-Family Attached Properties
The Village of Elk Grove and Waste Management hereby agree to extend the existing solid
waste and recycling contract for an additional period, beginning November 1, 2010 and
terminating September 30, 2015 with the following amendments to the contract:
Revised Section 3.1-Term of Contract
The term of this Waste Contract extension shall commence on November 1, 2010 and end on
September 30, 2015 unless terminated at an earlier date pursuant to the terms of this Waste
Contract.
Revised Section 5.1 MOON) -Yard Waste Charge
Beginning April 1, 2011, and continuing throughout the term of this agreement, the rate for
yard waste stickers shall be $2.00 per sticker.
Revised Section Section 5.1 (b)(iv)(a) - Mobile Containers and Charges.
The lease price for a 60 gallon or 90 gallon refuse cart shall be $2.25/month/container
throughout the term of this agreement.

Revised Section 10.2 Recycling Rebate (see Exhibit E-new)

WASTE MANAGEMENT PROVIDES A$0.05 DISCOUNT PER UNIT FOR ASSOCIATION ACCOUNTS
(SINGLE-BILLING).
EXHIBIT E
RECYCLING REBATE
Recycle Rebate-Shared Savings Formula
Waste Management will provide a Shared-Savings recycling rebate formula to the Village of Elk
Grove.
Example: Based on the current Market conditions, commodity values, and typical residential
single-stream composition,the net rebate per ton for September 2010 would be approximately
$14.66 per ton. This is a $5.16 "upside" over the current rebate provided to the Village by
Waste Management.
Additionally, Waste Management will guarantee a minimum annual rebate amount of
$ 40,000 per year to the Village,which shall be trued up to the Village of Elk Grove on an annual
basis.
The recycling rebate shall be provided to the Village on a monthly basis.
The shared-savings rebate formula is described as follows:
The net rebate for each ton of curbside single-stream recycling is determined by multiplying
the Current Blended Value (CBV) of the commodity stream times 85%to determine the 'share
value per ton' for Elk Grove Village. A processing fee of$55/ton is then subtracted from the
'share value per ton' to determine the 'net rebate per ton'to the Village. The 'net rebate per
ton' for Elk Grove Village is then multiplied by the actual tons of all inbound residential
recycling material collected in Elk Grove Village to determine the total rebate to the Village.
Formula to Calculate Rebate per Ton
(CBV x 0.85) - $55 = Net Rebate per Ton
Example:
At a current blended value of$81.96(an approximation based upon the current scenario),
($81.96 x 0.85) _$69.66-$55.00= $14.66 per Ton
Note: The Current Blended Value (CBV) is determined by material composition. Pricing for the CBV is
determined by the Official Board Market (OBM= "Yellow sheet")for fiber and actual market sales from
previous month for containers. Residue pricing is determined based on landfill disposal charges. The
process fee is subject to annual CPI increases of 0%to 3% based upon the CPI-U for the Chicago Market
over the previous 12 months beginning November 1, 2011.

ANCILLARY & ENHANCED SERVICES
ENHANCED SERVICES
The Contractor agrees to provide the following enhanced services:
• "Exceptional Community Investment Program" as described in the proposal dated
September 23, 2010
• Four (4) solar powered compactors
• Bagster program.
• Annual E-Waste Recycling Events
• Fluorescent Light bulb Recycling
• Battery Recycling
VEHICLES
The Contractor agrees to use clean burning diesel or compressed natural gas (CNG)trucks to be
phased in over the length of the contract a minimum of two new vehicles (2) per year.
COMPLEMENTARY COMMUNITY EVENTS SERVICES
The Contractor agrees to provide comprehensive environmental services (Port-A-Lets, garbage
containers, etc.) on an annual "No Charge" basis for the following community events:
• The Home Town Parade
• Little Boots Rodeo
• Summer Concert Series
• Tour of Elk Grove
Additional events may also be added by the Village at "No Charge" during the term of the
contract.
VILLAGE LEAF COLLECTION PROGRAM
The Contractor shall conduct a street leaf collection program as stated in Section 9.1 (e) of the
Contract upon the December 31, 2015 expiration date of the current agreement between Groot
Industries and the Village.

RECYCLING REBATE
Recycle Rebate-Shared Savings Formula
Waste Management will provide a Shared-Savings recycling rebate formula to the Village of Elk
Grove.
Example: Based on the current Market conditions, commodity values, and typical residential
single-stream composition, the net rebate per ton for September 2010 would be approximately
$14.66 per ton. This is a $5.16 "upside" over the current rebate provided to the Village by
Waste Management.
Additionally, Waste Management will guarantee a minimum annual rebate amount of$ 40,000
per year to the Village, which shall be trued up to the Village of Elk Grove on an annual basis.
The recycling rebate shall be provided to the Village on a monthly basis.
The shared-savings rebate formula is described as follows:
The net rebate for each ton of curbside single-stream recycling is determined by multiplying
the Current Blended Value (CBV) of the commodity stream times 85% to determine the 'share
value per ton' for Elk Grove Village. A processing fee of $55/ton is then subtracted from the
'share value per ton' to determine the 'net rebate per ton' to the Village. The 'net rebate per
ton' for Elk Grove Village is then multiplied by the actual tons of all inbound residential
recycling material collected in Elk Grove Village to determine the total rebate to the Village.
Formula to Calculate Rebate per Ton
(CBV x 0.85) -$55 = Net Rebate per Ton
Example:
At a current blended value of$81.96 (an approximation based upon the current scenario),
($81.96 x 0.85) = $69.66-$55.00= $14.66 per Ton
Note: The Current Blended Value (CBV) is determined by material composition. Pricing for the CBV is
determined by the Official Board Market (OBM= "Yellow sheet") for fiber and actual market sales from
previous month for containers. Residue pricing is determined based on landfill disposal charges. The
process fee is subject to annual CPI increases of 0%to 3% based upon the CPI-U for the Chicago Market
over the previous 12 months beginning November 1,2011.
