AN ORDINANCE AMENDING TITLE 4 PUBLIC HEALTH AND OTHER HEALTH
RELATED REFERENCES THROUGHOUT THE VILLAGE CODE OF THE VILLAGE
OF ELK GROVE VILLAGE
BE IT ORDAINED, by the Mayor and Board of Trustees of the Village of Elk Grove
Village, Counties of Cook and DuPage, Illinois pursuant to its authority as a Home Rule
Municipality, as follows:
Section 1: That Title 4, Chapter 1 be deleted in its entirety and be replaced with the
following:
4-1-1 Health Officer/Health Authority: All references to Health Officer and Health
Authority refer to the Director of Engineering & Community Development or his
designated agent.
4-1-2 Duties and Responsibilities: The Health Officer or his designated agent shall be
responsible for the inspection, supervision and enforcement of the health regulations set
forth in this title as well as the health related licensing regulations set forth in Title 3 of
this Code.
Section 2: That all references to Director of Health and Community Services in Title 4,
Chapter 5 Plants and Weeds be deleted and replaced with Director of Engineering & Community
Development.
Section 3: That Title 4, Chapter 6 Municipal Waste System be amended by replacing
reference to Health Coordinator in Section 4-6-3 B. with Village Manager or his designated
agent.
Section 4: That Title 3, Chapter 1 General Licensing Provisions be amended by
replacing the reference to Health Department in Section 3-1-15 with Engineering & Community
Development Department.
Section 5: That Title 3, Chapter 5, Article A. Food Service and Retail Food Store
Sanitation Codes be amended by deleting all references to the Department of Health and
Community Services and replacing those references with Engineering & Community
Development Department. That Title 3, Chapter 5, Article A. Food Service and Retail Food
Store Sanitation Codes be further amended by deleting all references to Board of Health and
Community Services and replacing those references with Health & Community Services
Advisory Committee.
Section 6: That Title 3, Chapter 5, Article L Vehicles Transporting Food be amended by
deleting all references to the Department of Health and Community Services and replacing those
references with Engineering & Community Development Department. That Title 3, Chapter 5,
Article I. Vehicles Transporting Food be further amended by deleting 3-5I-1-4 E. in its entirety
and replacing it with the following:
3-5I-1-4 E. All vehicles shall have a current Village of Elk Grove permit sticker on the
front and rear bumpers.
Section 7: That Title 3, Chapter 5, Article J. Automatic Food Vending Machines be
amended by deleting the reference to Health Department in Section 3-5J-5 A. and replacing it
with Engineering & Community Development.
Section 8: That Title 3, Chapter 7, Article C. Ambulances be amended by deleting
Health Department from Section 3-7D-9.
Section 9: That Title 3, Chapter 8, Article A. Day Care Centers and Homes be amended
by deleting Health Department from Section 3-8A-1-3. That Title 3, Chapter 8, Article A. Day
Care Centers and Homes be further amended by deleting Section 3-8A-2-6 in its entirety and
replacing it with the following:
3-8A-2-6 INSPECTIONS: The Engineering & Community Development Department
and Fire Department are hereby authorized and directed to make such inspections as are
necessary to ensure compliance with the provisions of this Section 3-8A-2. It shall be the
duty of the licensee to admit onto the premises, any officer, employee or agent of the
Village who is authorized or directed to make such inspection at any reasonable time that
admission is requested. The Engineering & Community Development Department shall
be responsible for coordinating all annual inspections and any periodic inspections which
may be required to insure compliance with this Section.
Section 10: That Title 3, Chapter 8, Article B. Congregate Housing for the Elderly be
amended by replacing all references to Health Coordinator with Health Officer.
Section 11: That Title 3, Chapter 8, Article D. Ambulatory Surgical Treatment Centers
be amended by deleting Health Department from Section 3-8D-11.
Section 12: That Title 6, Chapter 5 Animals and Animal Control be amended by deleting
Village Health Department in Section 6-5-6 J. 2. and replacing it with Police Department.
Section 13: This Ordinance shall be in full force and effect from and after its passage
and approval as provided by law.
