AN ORDINANCE AMENDING VARIOUS SECTIONS OF THE VILLAGE CODE
PERTAINING TO LICENSE FEES AND MINIMUM FINES FOR VIOLATIONS
WHEREAS, the Health Department, Police Department and the Finance
Department have determined that certain changes are necessary in the Village Code with
respect to licensing fees and minimum fines with respect to business licenses to more
appropriately deal with the cost of inspection and enforcement; and
WHEREAS, the Mayor and Board of Trustees of the Village of Elk Grove
Village, after having reviewed the recommendation of the Finance Department in this
regard, is of the opinion that the changes as recommended would be in the best interest of
the Village.
NOW, THEREFORE BE IT ORDAINED, by the Mayor and Board of Trustees
of the Village of Elk Grove Village, Counties of Cook and DuPage, Illinois as follows:
Section 1: That Section 3-1-6 License Fees of the Village Code be amended as
follows:
Under "Contractor" omit all listed trades and omit "Electrical Contractor"
and in its place substitute the following:
Contractors — $100.00
2. Amend the fee for Coin Operated Bulk Foods/Novelties/Sundries (Article 3-5 J)
from $10.00 to $25.00.
3. Amend the fee for Coin Operated Packaged Food/Beverage (Article 3-5J)
from $25.00 to $50.00
4. Amend the fee for Daycare Home (Section 3-8A-2) from $25.00 to the
following:
Effective June 1, 2006 $ 50.00
Effective June 1, 2007 $100.00
5. Amend the fee for Daycare Centers (Section 3-8A-1) from $100.00 to
$325.00.
6. Amend the fee for Public Passenger Chauffeurs from $10.00 to $40.00.
7. Amend the fee for Public Sleeping Accommodations (Chapter 3-16) for
hotels, motels and rooming houses from $100.00 to $5.00 per room.
8. Amend the fee for Liquor Licenses (Chapter 3-3) as follows:
Class A
from
$2,500.00
to $2,900.00
Class B
from
$2,500.00
to $2,700.00
Class D
from
$2,000.00
to $2,100.00
Class H
from
$ 750.00
to $1,000.00
9. Omit Barber Shops and Shooting Galleries from Section 3-1-6.
Section 2: That Section 3-1-5 Term of License be amended by adding thereto
the following paragraph.
All license fees shall be due and payable before June 1" of each year. Any
person, firm or corporation who fails to pay the applicable fee on or before
July I" of each year shall pay the fee established in Section 3-1-6 plus a
late payment fee of an additional 50% of the established fee, provided that
the amount of the late payment fee shall not exceed $500.00.
Section 3: That Section 3-1-17, which Section, inter alia, sets forth the minimum
tine for violations of business and license regulations be amended by changing the $25.00
minimum fee to $50.00.
Section 4: That Section 1-4-4-1-B, which Section pertains to the settlement of
penalties for miscellaneous offenses, including compliance tickets, be amended by
deleting therefrom Section 3-1-2 Business Licenses.
Section 5: That Section 3 -14A -3-C-2 pertaining to the license fee for temporary
roll -off container service scavengers be amended by providing a license fee of $500.00
per license year.
Section 6: That Section 3-14B-1 Definitions be amended by amending the
definition of scrap as follows:
Scrap: Any old iron, chain, brass, copper, tin, lead or other base metals;
old rope, bags, rags or other discarded cloth or similar material;
wood scrap, used wooden palettes and other discarded wood
material; paper and paper products; such other articles or things
which are discarded or no longer used as a manufacturing article,
which materials have a resale value, whether in a processed state
oras refurbished.
Section 7: That the Village Clerk is hereby authorized to publish this Ordinance
in pamphlet form.
Section S: That this Ordinance shall be in full force and effect from and after its
passage, approval and publication according to law.
