AN ORDINANCE GRANTING A SPECIAL USE PERMIT TO PAL GROUP, INC. AND
T I INVESTORS OF ELK GROVE VILLAGE, LLC TO PERMIT THE OPERATION OF
AN ASPHALTIC CONCRETE PLANT ON THE PROPERTY LOCATED AT 1700-1912
ELMHURST ROAD AND 2532-2552 PRATT BOULEVARD IN ELK GROVE VILLAGE
ILLINOIS
WHEREAS, the Plan Commission of the Village of Elk Grove Village, at a Public
Hearing duly called and held according to law, considered the question of granting a Special Use
Permit to Pal Group, Inc. and T I Investors of Elk Grove Village, LLC to permit the operation of
an Asphaltic Concrete Plant as a Special Use on property located at 1700-1912 Elmhurst Road
and 2532-2552 Pratt Boulevard; and
WHEREAS, The Mayor and Board of Trustees of the Village of Elk Grove Village, after
considering the recommendation and finding of said Plan Commission find and believe it to be in
the best interest of the Village that said Special Use Permit be granted as requested, subject to the
conditions hereinafter set forth.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Counties of Cook and DuPage, Illinois as follows:
Section 1: That the findings and recommendations of the Plan Commission dated
November 22, 2011 be and the same are hereby incorporated into this ordinance.
Section 2: That there is hereby granted a Special Use Permit to Pal Group, Inc. and T I
Investors of Elk Grove Village, LLC to permit the operation of an Asphaltic Concrete Plant,
which Special Use Permit is subject to the following conditions:
The Special Use shall be in compliance with the conditions set forth in Section 7 -E -4-
D-(2) which establishes special conditions for Asphaltic Concrete Plants.
2. Multiple structures on a zoned lot shall be perntitted — the number and location shall
be as set forth on the Pal Group, Inc. site plan dated 10/26/2011, as approved by the
Plan Conunission ("Site Plan").
3. The height of principal or accessory buildings and structures shall not exceed eighty-
five (85) feet.
4. Outdoor storage of equipment, vehicles and materials, including uncontained bulk
materials, shall be permitted within the twenty-five (25) foot required front yard,
provided said storage is located behind screened fencing as provided in the Site Plan.
All details and uses set forth in the Site Plan are hereby allowed, including without
limitation, yard uses; set backs; dimensions, bulk and area; height designations;
lighting; off-street parking and loading; outdoor material, vehicle and equipment
storage bins; signage; driveways; on-site and off-site traffic patterns; and paving, with
the exception of landscaping, fencing and screening
6. Screening on the emergency gates will be installed.
Section 3: That this ordinance shall be in full force and effect from and after its passage
and approval according to law.
