SCOPE OF SERVICES — PRELIMINARY ENGINEERING SERVICES April 9, 2012 CONSULTANT: TranSystems LOCATION: Busse Woods Trail Overpass at IL Route 72 SECTION NO.: 09 -00058 -00 -BT PROJECT NO.: TCSP-IL09 (022) JOB NO.: D-91-293-10 TIP ID: 03-10-0005 COUNTY; Cook, Elk Grove Village LA CONTACT: Brian Lovering (847) 3574220 Project Understanding The proposed improvement consists of constructing a bicycle overpass along the Busse Woods Trail System over Illinois Route 72 (Higgins Road). The existing al -grade path crosses the six -lane arterial roadway at the signalized intersection of Illinois Route 72 and the Interstate 290 Northbound Frontage Road. The roadway carries in excess of 40,000 vehicles per day and the ramps carry nearly 15,000 vehicles per day. These heavy traffic volumes coupled with the high vehicular speeds encountered on the routes create a hazardous crossing for users of the trail. The trail is used for both commuter and recreational purposes and is interconnected with adjacent communities to create an effective regional pathway. The trail system links users to the Illinois Prairie Path and Fox River Trail systems. The Village and adjacent communities have implemented numerous path improvements including several grade separation projects to enhance the safety and operation of the trail facility. The proposed overpass structure at Illinois Route 72 will remove the vehicular conflict with bicyclist and pedestrian traffic on this regional trail system. The project is supported by adjacent communities including the Village of Rolling Meadows and Village of Schaumburg, as well as the Chicagoland Bicycle Federation and Forest Preserve District of Cook County. Right-of-way will not be required from the Forest Preserve. The Forest Preserve is a non-financial cosponsor of the project. Scope of Services The project includes Phase II Engineering Services to provide contract plans and documents for the construction of the Busse Woods Trail Overpass. The project is comprised of 0.41 miles of bike path and a new bike path bridge structure. The following is a summary of the items that are included in the proposed scope of services. 1. Project Coordination a. Conduct meetings with the Village of Elk Grove (Village) throughout project duration to present and discuss design issues and review project schedule. (Three meetings) b. Conduct meetings with IDOT staff to review plan submittal comments, coordinate processing of the TCSP funding, and letting of the project. (Three meetings) IFF-an Busse Woods Trail & IL Route 72 Bicycle Overpass Phase 2 Scope of Work April 9, 2012 Page 2 c. Conduct meetings with the Forest Preserve District of Cook County (FPDCC) to review comments and discuss maintenance agreement. (Two meetings) d. Conduct utility coordination meeting with the utilities to discuss potential conflicts, review test hole information, resolve conflicts, and determine utility relocation schedule. (Two meetings) e. Incorporate utility relocation permit reviews comments into final plans and documents. f. Provide project administration; prepare monthly invoicing and monthly project status reports. (Assume 10 month duration) 2. Supplemental Suryey a. Supplemental topographic survey b. Verify the sizes of trees scheduled for removal. c. Establish control point ties. 3. Permitting and Coordination a. Submit application for NPDES Permit including Storm Water Pollution Prevention Plan and Notice of Intent. (No Permit fee) b. Update IDNR coordination through EcoCAT system near close of project to extend the biological resource clearances through Phase 2. c. Prepare [DOT Local Agency Agreement for Federal Participation (BLR05310). 4. Preparation of Pre -Final Contract Plans a. It is anticipated that the following sheets will be included in the contract plans: Sheet Description No. of Sheets Title Sheet 1 ndex of Sheet, General Notes and Highway Standards 1 Summary of Quantities 2 Existing and Proposed Typical Sections 1 Schedule of Quantities 1 4lignment, Ties and Benchmarks 1 vvi IjJJ` T'lg' Busse Woods Trail & IL Route 72 Bicycle Overpass Phase 2 Scope of Work April 9, 2012 Page 3 Sheet Description No. of Sheets Removal Plan (1"=50') 1 Bikeway and Utility Plan (1"=50') 1 Bikeway Profile (1"=50") 2 Construction Staging Plan and Notes 1 Erosion and Sediment Control Plan (1"=50') 1 Bikeway Marking, Signing & Landscaping Plan (1"=50') 2 Project Details (Landscaping, Lighting Relocation, FPDCC Signing) 3 Structural Plans -General Plan and Elevation 1 -General Data 1 -Footing Layout Plan 1 -Top of Approach Slab Elevations 1 -Bridge Section and Details 1 -Approach Slab Details 1 -South Abutment 1 -North Abutment 1 -Pier 1 Details 1 -Pier 2 Details 1 -South MSE Wall Plan and Elevation 1 -North MSE Wall Plan and Elevation 1 -Anchor Bolt Details 1 -Pile Details 1 -Boring Logs 2 District One Details 6 Cross Sections (@ 50 ft stations, 1"=10' horizontal, 1 "=5' vertical) 8 Totals 48 b.
