Special Circumstances
Although 78-106 Garlisch Drive has been vacant for over 24 months in order to qualify
for a class 6b it would need to fall under the special circumstances provision since it has
not been purchased since the vacancy started. The subject property has special
circumstances, which have made it difficult to lease, such as the fact that the 16 -foot
ceiling height, is considered low for today's industrial/warehouse users. The subject is
30 -years old, making it less desirable to many tenants looking for a newer building with
higher ceilings and a more modem layout. Additionally, 25% of the subject property is
office space, which is a very large percentage by industry standards, however in order to
change this the property owner would have to make costly changes to the building
including knocking down and rebuilding walls, which he cannot afford to do while he has
no rental income from the property. The subject property is also divided into three tenant
spaces, which makes the property less desirable to many industrial tenants who want to
lease large open areas.
This project is not economically feasible and sustainable without an approved Class 6B
tax incentive and the property will remain vacant or ultimately become vacant again.
Most potential tenants are also considering locations nearby but outside of Cook County
that have much lower real estate taxes.
Very truly your
