HomeMy WebLinkAboutRESOLUTION - 3-13 - 1/22/2013 - CLASS 6B 900 PRATT BLVDRESOLUTION NO. 3-13 A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE LOCATED AT 900 PRATT BOULEVARD. ELK GROVE VILLAGE, ILLINOIS WHEREAS, the Village of Elk Grove Village desires to promote the development of industry in the Village of Elk Grove; and WHEREAS, the Cook County Assessor is operating under an ordinance enacted by the Cook County Board of Commissioners, and amended from time to time, the most recent amendment becoming effective as of February 15, 2006, which has instituted a program to encourage industrial and commercial development in Cook County known as the Cook County Real Property Classification Ordinance; and WHEREAS, in the case of abandoned property, if the municipality or the Mayor and Board of Trustees, finds that special circumstances justify finding that the property is "abandoned" for purpose of Class 6B, even though it has been vacant and unused for less than 24 months, that finding, along with the specification of the circumstances, shall be included in the resolution or ordinance supporting and consenting to the Class 6B application. Such resolution or ordinance shall be filed with the eligibility application. If the ordinance or resolution is that of a municipality, the approval of the Board of Commissioners of Cook County is required to validate such shortened period of qualifying abandonment, and a resolution to that effect shall be included with the Class 6B eligibility application filed with the Assessor; and WHEREAS, the Petitioner has applied for or is applying for Class 6B property status special circumstances pursuant to said aforementioned ordinance, for certain real estate located at 900 Pratt Boulevard, in the Village of Elk Grove Village, Cook County, Illinois, with the Property Index Number 08-34-305-033-0000, has proven to this Board that such incentive provided for in said ordinance is necessary for development to occur on this specific real estate. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, Illinois: Section 1: That the request of the Petitioner to have certain real estate located at 900 Pratt Boulevard, Elk Grove Village, Cook County, Illinois, legally described as follows, and with the Property Index Number 08-34-305-033-0000 declared eligible for Class 6B special circumstances status pursuant to the Cook County Real Property Classification Ordinance as amended February 15, 2006, is hereby granted in that this Board and the Village of Elk Grove Village, Illinois, has determined that the incentive provided by the said Class 613 Tax Incentive Ordinance is necessary for the said development to occur on the subject property: THE WEST 52.0 FEET OF LOT 33, ALL OF LOT 34, AND LOT 35 (EXCEPT THE WEST 24.0 FEET THEREOF) IN CENTEX INDUSTRIAL PARK UNIT 22, BEING A SUBDIVISION IN SECTION 34, TOWNSHIP 41 NORTH, RANGE 11, EAST OF THE THIRD PRINCIPAL MERIDIAN, ACCORDING TO THE PLAT THEREOF RECORDED SEPTEMBER 14, 1964 AS DOCUMENT 19243500, IN COOK COUNTY, ILLINOIS. Section 2: That the Special Circumstances as outlined by the petitioner are attached hereto as Exhibit "A" and made a part thereof. Section 3: That the Village of Elk Grove Village, Illinois hereby supports and consents to the Class 6B Application and approves the classification of the subject property as Class 6B property pursuant to the Cook County. Real Property Classification Ordinance and the Class 6B tax incentives shall apply to the property identified as Permanent Real Estate Index Number 08-34-305-033-0000. Section 4: That the Mayor and Village Clerk are hereby authorized to sign any necessary documents to implement this Resolution. OF Exhibit "A" LISTON & rPSANTILIS Special Circumstances Requested by 900 Pratt Avenue Series, Malmo -Pratt, LLC or Assignee 900 Pratt Boulevard, Elk Grove Village, Illinois (PIN: 08-34-305-033-0000) 900 Pratt Avenue Series, Malmo -Pratt, LLC or Assignee ("Applicant') plans on purchasing the property located at 900 Pratt Boulevard in Elk Grove Village, Illinois.(PIN: 08-34-305-033-0000). The Applicant plans on leasing the subject property to an affiliated entity, PMI Cartoning, Inc. ("PMI"), for its operations consisting of warehousing, manufacturing, refurbishment and distribution of packaging machinery and parts. This property consists of an approximately 30,015 square foot building on a roughly 63,821 square foot site. The previous tenant of the subject property vacated in March of 2012 and had not paid rent since October of 2011. Between March of 2012 and December 5, 2012, the subject property was occupied by an unauthorized subtenant of the previous tenant who never paid rent to the owner of the subject property. Consequently, the subject property suffered from 100% economic vacancy since October of 2011. As of December 5, 2012, the unauthorized subtenant vacated the subject property and it became 100% vacant and unused. The subject property is in need of significant improvements, and therefore, the Applicant has allotted approximately $300,000 to $400,000 to refurbish the same. The improvements will be made with regard to, but not limited to, the HVAC system, fixtures and lighting, refurbishment of the office and warehouse as well as exterior maintenance. such as tuck pointing. PMI leases an adjacent property consisting of an approximately 72,000 square foot building located at 850 Pratt Boulevard in Elk Grove Village (the "Elk Grove Facility"). Currently, PMI also operates from an approximately 25,500 square foot building located at 3000 Malmo Drive in Arlington Heights (the "Arlington Heights Facility"). PMI continues to grow and needs additional space, and therefore, plans to expand into the.subject property and to consolidate its operations in Elk Grove Village. PMI plans to transfer all 15 of its employees operating from the Arlington Heights Facility to the.subject property and PMI plans to transfer 15 of its approximately 65 current employees operating at the Elk Grove Facility to the subject property (the Elk Grove Facility will therefore continue to remain occupied by PMI). PMI will also be adding approximately 15 new employees at the subject property as soon as possible. PMI will look to hire all qualified Village of Elk Grove Village residents for future hires; however, the above is contingent on the Applicant receiving a Class 6b Tax Incentive. The Applicant believes the Class 6b Tax Incentive will allow it to purchase, rehabilitate and successfully lease the subject property to PMI, and therefore, fill a 100% vacant and unused site and bring jobs to the Village of Elk Grove Village and Cook County. It is for these reasons that it is necessary to grant the Applicant a Resolution supporting and consenting to a Class 6b Tax Incentive for the above - referenced property based on occupation of an abandoned property for less than twenty-four (24) months continuous vacancy with a purchase for value, substantial rehabilitation and special circumstances.
