AN ORDINANCE GRANTING A SPECIAL USE PERMIT TO PERMIT A FINANCIAL
INSTITUTION IN A B-3 ZONING DISTRICT AND A FINANCIAL DRIVE-THRU
FACILITY (ATM) IN A B-2 ZONING DISTRICT ON PROPERTY LOCATED AT 100-
180 BIESTERFIELD ROAD (ELK GROVE BANK & TRUST)
WHEREAS, the Plan Commission of the Village of Elk Grove Village, acting as a
Zoning Commission, at a Public Hearing duly called and held according to law, considered the
question of granting a Special Use Permit to permit a financial institution in a B-3 Zoning
District and a financial drive-thru facility (ATM) in a B-2 Zoning District; and
WHEREAS, the Mayor and Board of Trustees of the Village of Elk Grove Village, after
having considered the recommendation and finding of said Plan Commission, find and believe
that it is in the best interest of the Village that said Special Use be granted.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Counties of Cook and DuPage, Illinois as follows:
Section 1: That the findings and recommendations of the Plan Commission dated April
19, 2013 be and the same are hereby incorporated into this Ordinance.
Section 2: That there is hereby granted a Special Use Permit to Elk Grove Bank &Trust
to permit a financial institution in a B-3 Zoning District.
Section 3: That there is hereby granted a Special Use Permit to Elk Grove Bank & Trust
to permit a financial drive-thru facility (ATM) in a B-2 Zoning District subject to the following
conditions and zoning variations:
1. A variation for a nine foot wide drive aisle for the ATM; and
2. If at any time the ATM is removed from the site and no longer used, or if Elk Grove
Bank & Trust no longer utilizes this location for a banking structure then the Special
Use granted for the ATM terminates and the ATM is to be removed and the islands,
parking lot, and striping shall be restored to existing conditions by Elk Grove Bank &
Trust; and
3. The ATM traffic pattern be reversed to coincide with traffic entering into the adjacent
(Starbucks) drive-thru.
Section 4: That this Ordinance shall be in full force and effect from and after its passage
and approval according to law.
