HomeMy WebLinkAboutRESOLUTION - 45-13 - 9/10/2013 - CLASS 6B-800 MORSE AVE.RESOLUTION NO. 45-13 A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE LOCATED AT 800 MORSE AVENUE, ELK GROVE VILLAGE, ILLINOIS WHEREAS, the Village of Elk Grove Village desires to promote the development of industry in the Village of Elk Grove; and WHEREAS, the Cook County Assessor is operating under an ordinance enacted by the Cook County Board of Commissioners, and amended from time to time, the most recent amendment becoming effective as of February 15, 2006, which has instituted a program to encourage industrial and commercial development in Cook County known as the Cook County Real Property Classification Ordinance; and WHEREAS, in the case of abandoned property, if the municipality or the Mayor and Board of Trustees, finds that special circumstances justify finding that the property is "abandoned" for purpose of Class 613, even though it has been vacant and unused for less than 24 months, that finding, along with the specification of the circumstances, shall be included in the resolution or ordinance supporting and consenting to the Class 6B application. Such resolution or ordinance shall be filed with the eligibility application. If the ordinance or resolution is that of a municipality, the approval of the Board of Commissioners of Cook County is required to validate such shortened period of qualifying abandonment, and a resolution to that effect shall be included with the Class 6B eligibility application filed with the Assessor; and WHEREAS, the Petitioner has applied for or is applying for Class 6B property status special circumstances pursuant to said aforementioned ordinance, for certain real estate located at 800 Morse Avenue, in the Village of Elk Grove Village, Cook County, Illinois, with the Property Index Number 08-34-102-029-0000, has proven to this Board that such incentive provided for in said ordinance is necessary for development to occur on this specific real estate. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, Illinois: Section 1: That the request of the Petitioner to have certain real estate located at 800 Morse Avenue, Elk Grove Village, Cook County, Illinois, legally described as follows, and with the Property Index Number 08-34-102-029-0000 declared eligible for Class 6B special circumstances status pursuant to the Cook County Real Property Classification Ordinance as amended February 15, 2006, is hereby granted in that this Board and the Village of Elk Grove Village, Illinois, has determined that the incentive provided by the said Class 6B Tax Incentive Ordinance is necessary for the said development to occur on the subject property: LOT 1 IN SANTOK RESUBDIVISION OF LOT 75 IN CENTEX INDUSTRIAL PARK UNIT #49 A SUBDIVISION IN SECTIONS 27 AND 34, TOWNSHIP 41 NORTH, RANGE 11 EAST OF THE THIRD PRINCIPAL MERIDIAN, IN COOK COUNTY, ILLINOIS. Section 2: That the Special Circumstances as outlined by the petitioner are attached hereto as Exhibit "A" and made a part thereof. Section 3: That the Village of Elk Grove Village, Illinois hereby supports and consents to the Class 6B Application and approves the classification of the subject property as Class 6B property pursuant to the Cook County Real Property Classification Ordinance and the Class 6B tax incentives shall apply to the property identified as Permanent Real Estate Index Number 08-34-102-029-0000. Section 4: That the Mayor and Village Clerk are hereby authorized to sign any necessary documents to implement this Resolution. LLC or its Nominee Ella Holdings, LLC or nominee (collectively, the "Applicant") plans on purchasing the property located at 800 Morse Avenue, Elk Grove Village, Illinois (PIN: 08-34-102-029-0000) and leasing a portion of the same to a related entity, Perfection Plating, Ilia ("Perfection Plating")_a warehouser. distributor and manufacturer of industrial metal plating. The Applicant plans to lease the remaining property to an industrial user or users forwarchousing, manufacturing and/or distribution. The subject property consists of an approximately 39,520 square foot 45 year old building on a roughly 72,625 square foot site. The previous tenant was ISI Companies, which purchased another property on May 23, 2012, and began winding down its operations at tile subject properly in order, to transfer said operations to the new location. This wind down consisted of the subject property being approximately 50% vacant by June 2012, approximately 38% vacant by July 2012, with operations completely ceasing at the subject property by December 2012. Except for dead storage. the subject property has been 100%vacant and unused since December 2012. The subject property suffers from functional obsolescence and is in need of significant improvements, and therefore, the Applicant has allotted approximately $100,000 to $300,000 to refurbish the same. The overall improvements will be made with regard to, but not limited to the subject property's office area, warehouse area, lighting system, restrooms, exteriors and parking lot. The Applicant expects said improvements to bring approximately 5 to 20 construction jobs to the community. As described above, the Applicant plans to lease the subject property to Perfection Plating. Perfection Plating has its headquarters at the neighboring property located at 775 Morse Avenue in CII: Grove Village ("775 Morse Avenue'). The organization has been located at this facility since 1979and currently has approximately 100 full-time employees and approximately 5 part-time employees at the same. Additionally, since 2012, Perfection Plating has also been located at the neighboring property of 1501-1502 Morse Avenue in Elk Grove Village ("1501- 1502 Morse Avenue'). It currently has approximately 25 full-time employees at this facility. Because of a great expansion in its business and the success it has obtained within Elk Grove Village, Perfection Plating would like to expand its operations furtherto a portion of the subject property. Because of its proximity to 775 Morse Avenue and 1501-1502 Morse Avenue. Perfection Plating would like to relocate some of its warehouse and distribution operations to the subject property. To assist with these operations, Perfection Plating plans to transfer approximately 2 to 5 full-time employees and up to 2 part-time employees from its two Elk Grove Village locations and hire an additional approximately 5 to 10 full-time employees and IJ III LAA 011 ICI.S nP LISTON &TSANTILIS approsimatcly up to 2 part-time employees once it fully occupies the subject property. Perfection Plating will look to hire all qualified Village of Elk Grove residents for future hires. The Applicant plans on leasing the remaining unoccupied subject property to an industrial user for the user's warehousing. manufacturing and/or distributing operations. The Applicant eXpects this user to bring approximately 5 to 50 additional employees to the subject property. It is for these reasons that it is necessary to grant the Applicant a Resolution supporting and consenting to a Class 6b "fax Incentive for the above -referenced property based on occupation of abandoned property for less than twenty-four (24) months continuous vacancy with a purchase for value, special circumstances and substantial rehabilitation.
