A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS
PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION
ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE
LOCATED AT 1601 TONNE ROAD, ELK GROVE VILLAGE, ILLINOIS
WHEREAS, the Village of Elk Grove Village desires to promote the development of
industry in the Village of Elk Grove; and
WHEREAS, the Cook County Assessor is operating under an ordinance enacted by the
Cook County Board of Commissioners, and amended from time to time, the most recent
amendment becoming effective as of February 15, 2006, which has instituted a program to
encourage industrial and commercial development in Cook County known as the Cook County
Real Property Classification Ordinance; and
WHEREAS, in the case of abandoned property, if the municipality or the Mayor and
Board of Trustees, finds that special circumstances justify finding that the property is
"abandoned" for purpose of Class 6B, even though it has been vacant and unused for less than
24 months, that finding, along with the specification of the circumstances, shall be included in
the resolution or ordinance supporting and consenting to the Class 6B application. Such
resolution or ordinance shall be filed with the eligibility application. If the ordinance or
resolution is that of a municipality, the approval of the Board of Commissioners of Cook
County is required to validate such shortened period of qualifying abandonment, and a
resolution to that effect shall be included with the Class 6B eligibility application filed with
the Assessor; and
WHEREAS, the Petitioner has applied for or is applying for Class 6B property status
special circumstances pursuant to said aforementioned ordinance, for certain real estate located
at 1601 Tonne Road, in the Village of Elk Grove Village, Cook County, Illinois, with the
Property Index Number 08-34-101-030-0000, has proven to this Board that such incentive
provided for in said ordinance is necessary for development to occur on this specific real
estate.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Counties of Cook and DuPage, Illinois:
Section 1: That the request of the Petitioner to have certain real estate located at 1601
Tonne Road, Elk Grove Village, Cook County, Illinois, legally described as follows, and with
the Property Index Number 08-34-101-030-0000 declared eligible for Class 6B special
Circumstances status pursuant to the Cook County Real Property Classification Ordinance as
amended February 15, 2006, is hereby granted in that this Board and the Village of Elk Grove
Village, Illinois, has determined that the incentive provided by the said Class 6B Tax Incentive
Ordinance is necessary for the said development to occur on the subject property:
LOT 254 IN CENTEX INDUSTRIAL PARK UNIT 140, A SUBDIVISION IN
THE WEST '/2 OF THE NORTHWEST '/4 OF SECTION 34 TOWNSHIP 41
NORTH, RANGE 11 EAST OF THE THIRD PRINCIPAL MERIDIAN IN COOK
COUNTY, ILLINOIS.
Section 2: That the Special Circumstances as outlined by the petitioner are attached
hereto as Exhibit "A" and made a part thereof.
Section 3: That the Village of Elk Grove Village, Illinois hereby supports and consents
to the Class 6B Application and approves the classification of the subject property as Class 6B
property pursuant to the Cook County Real Property Classification Ordinance and the Class
6B tax incentives shall apply to the property identified as Permanent Real Estate Index
Number 08-34-101-030-0000.
Section 4: That the Mayor and Village Clerk are hereby authorized to sign any necessary
documents to implement this Resolution.
Section 5: That this Resolution shall be in full force and effect from and after its passage
and approval according to law.

Special Circumstances
Requested by Hanover Dismays Inc. or its Assienee
Hanover Displays Inc. or assignee (collectively, the "Applicant") plans on purchasing the
property located at 1601 Tonne Road. Elk Grove Village, Illinois (PIN:08-34-101-030-0000)
and leasing the same for its use as a leader in the design, manufacture & supply of passenger
information solutions for publictrausportworldwide.
The subject property consists of an approximately 23,700 square foot building on a
roughly 74,662 square foot site that has been 100% vacant and unused since July 22, 2013 . The
previous tenant, Trio Pines, USA, began vacating the property in July 2013, and completely
vacated the property by July 22, 2013.
The subject property is in need ofsigniticant improvements, and therefore, the Applicant
has allotted approximately $500,000 to $800,000 rehabilitate the same. The improvements will
be made with regard to, but not limited to the subject property's roof, floors, HVAC system,
plumbing system, electrical system, windows and doors and to furnish and install a new 4,500
square foot mezzanine deck. The Applicant expects said improvements to bring approximately
20 constructionjobs to the community.
The Applicant currently leases and operates at 3 nearby locations in Elk Grove Village
(the "Elk Grove Facilities"): 354 Lively Boulevard, 356 Lively Boulevard and 358 Lively
Boulevard. Each of the buildings on these locations are approximately 3,500 square feet. Due to
growth in its business and the desire to move all printed circuit board manufacturing in-house,
the Applicant plans to purchase and occupy the subject property and transfer its entire operations
at the Elk Grove Facilities to the subject property. This will include all ofthe Applicant's
approximately 12full-time employees and approximately 3 part-time employees atthe Elk
Grove Facilities. Additionally, within 2 years ofoccupyingthe subject property, the Applicant
plans to hire approximately 9 new full-time employees to work atthe site. The Applicant will
look to hire all qualified Village of Elk Grove Village residents for future hires; however, the
above is all contingent on the Applicant receiving a Class 61b Tax Incentive.
The Applicant began its operations in 1985 and has grown to a global organization with
offices worldwide and a customer base spanning over 50 countries. In addition to the above-
mentioned production facility in Elk Grove, it's headquarters can be found in Lewes, England,
and its sales and service centers in Hong Kong, New Zealand. Middle East and the Americas.
The company has also subsidiaries in France, Italy, Spain, Australia, USA & Oman. This
operation system allows the Applicant to produce and distribute globally 40,000 units per year
using the latesthi-techprocesses. For more information regarding the Applicant's operations and

LISTON & TSANTILIS
As stated above; the Applicant plans to transfer its Elk Grove operations to the subject
property. This will allow the Applicant to strengthen its relationship within the community.
Without a Class 61bTax Incentive forthe subject property, however, the Applicant does not
believe it will be financially feasible for it to expand its operations and consolidate them at this
site. Itwill otherwise be forced to look to properties with a lower tax border, such as properties
outside ofCook County or properties within Cook County with a Class 6b Tax Incentive.
It is forthese reasons that it is necessary to grant the Applicant a Resolution supporting
and consenting to a Class 6b Tax Incentive for the above -referenced property based on
occupation ofabaitdoned property for less than twenty -Four (24) months continuous vacancy
with a purchase for value, special circumstances and substantial rehabilitation.
