HomeMy WebLinkAboutRESOLUTION - 52-13 - 10/22/2013 - CLASS 6B-2200 ESTESRESOLUTION NO. 52-13 A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED FEBRUARY 15,2006 FOR CERTAIN REAL ESTATE LOCATED AT 2200 ESTES AVENUE, ELK GROVE VILLAGE, ILLINOIS WHEREAS, the Village of Elk Grove Village desires to promote the development of industry in the Village of Elk Grove; and WHEREAS, the Cook County Assessor is operating under an ordinance enacted by the Cook County Board of Commissioners, and amended from time to time, the most recent amendment becoming effective as of February 15, 2006, which has instituted a program to encourage industrial and commercial development in Cook County known as the Cook County Real Property Classification Ordinance; and WHEREAS, in the case of abandoned property, if the municipality or the Mayor and Board of Trustees, finds that special circumstances justify finding that the property is "abandoned" for purpose of Class 6B, even though it has been vacant and unused for less than 24 months, that finding, along with the specification of the circumstances, shalt be included in the resolution or ordinance supporting and consenting to the Class 6B application. Such resolution or ordinance shall be filed with the eligibility application. If the ordinance or resolution is that of a municipality, the approval of the Board of Commissioners of Cook County is required to validate such shortened period of qualifying abandonment, and a resolution to that effect shall be included with the Class 6B eligibility application filed with the Assessor; and WHEREAS, the Petitioner has applied for or is applying for Class 6B property status special circumstances pursuant to said aforementioned ordinance, for certain real estate located at 2200 Estes Avenue, in the Village of Elk Grove Village, Cook County, Illinois, with the Property Index Number 08- 35-200-017-0000, has proven to this Board that such incentive provided for in said ordinance is necessary for development to occur on this specific real estate. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, Illinois: Section 1: That the request of the Petitioner to have certain real estate located at 2200 Estes Avenue, Elk Grove Village, Cook County, Illinois, legally described as follows, and with the Property Index Number 08-35-200-017-0000 declared eligible for Class 6B special circumstances status pursuant to the Cook County Real Property Classification Ordinance as amended February 15, 2006, is hereby granted in that this Board and the Village of Elk Grove Village, Illinois, has determined that the incentive provided by the said Class 6B Tax Incentive Ordinance is necessary for the said development to occur on the subject property: THE WEST 322.79 FEET OF LOT 28 AS MEASURED AT RIGHT ANGLES TO THE WEST LINE OF LOT 28 IN CENTEX INDUSTRIAL PARK UNIT NUMBER 5, A SUBDIVISION OF SECTION 35 TOWNSHIP 41 NORTH, RANGE I I EAST OF THE THIRD PRINCIPAL MERIDIAN, IN COOK COUNTY, ILLINOIS. Section 2: That the Special Circumstances as outlined by the petitioner are attached hereto as Exhibit "A" and made a part thereof. Section 3: That the Village of Elk Grove Village, Illinois hereby supports and consents to the Class 6B Application and approves the classification of the subject property as Class 613 property pursuant to the Cook County Real Property Classification Ordinance and the Class 6B tax incentives shall apply to the property identified as Permanent Real Estate Index Number 08-35-200-017-0000. Section 4: That the Mayor and Village Clerk are hereby authorized to sign any necessary documents to implement this Resolution. V5TH FLOOR CHICAOO.ILLINOIS60002 BRLANP.W8THN(312)580-155)4 PETURTSANTILLS(312)(104-3808 Special Circumstances Requested by Arkman Solutions, LLC or its Assignee Arkman Logistics, Inc. or assignee (collectively, the "Applicant") plans oil purchasing and rehabilitating the property located at 2200 Estes Avenue, Elk Grove Village, Illinois (PIN: 08-35-200-017-0000). Applicant is an international logistics company and it plans to occupy and use the currently 100% vacant and unused site for its operations consisting of warehousing and distribution of air arid freight cargo, The subject property consists of an approximate 88,767 square foot site containing a 38 - year old industrial building consisting of approximately S3,670 square feet. The subject property is currently owned by a bank -related entity that acquired the property on June 7, 2012 via a deed in lieu of foreclosure. At the time the bank -related entity acquiring the subject property, the previous tenant, United Letter Set vice, operated out of only approximately 53% ofthe site. Tile subject property Was Undet-Litilized by United Letter Service due to poor business, and the owner of the property was unable to find another tenant to occupy the site. United Letter Service began winding down its operations at the subject property in June 2012, and United Letter Service ceased all operations and completely vacated the subject property oil or before February 28, 2013. The subject property has been 100% vacant and unused since that February 28, 2013, The subject property is in need of significant i mproverne tits in order for the site to be suitable for the Applicant's operations and, therefore, the Applicant has allotted approximately $300,000 to refurbish the same. The overall improvements will be made with regard to, but not limited to adding an additional dock, rehabilitating and improving the office area arid other necessary improvements. The Applicant would not be able to effectively operate at the site without making said improvements and will not be able to purchase it without a Class 6b Incentive, The Applicant expects said improvements to bring approximately 3 to 5 construction jobs to the community. The Applicant plans to occupy arid use 100% of the SUbjW Property for warehousing and distribution of air arid freight cargo. The Applicant currently operates out of a 35,127 square foot facility located at 2200 S. Mt. Prospect Road in Des Plaines, Illinois, and it also has an office in Los Angeles, California. The Applicant is expanding and will be transferring its entire operation at the Des Plaines facility to the Subject property, including approximately 5 full-time employees currently working at the Des Plaines facility. Additionally, the Applicant plans to hire approximately I full-time employee and 2 part-time employees immediately upon beginning operations at the subject property arid plans to hire an additional approximately 5 full-time employees and 2 part-time employees within 2 years of occupying the site. The Applicant will iook to hire all qualified Village of Elk Grove Village residents for future hires; however, tile above is all contingent on the Applicant receiving a Class 6b fax Incentive. :LjSTON & TSANTYLTS The Applicant was founded in 2008 as a multiniodal transport logistics specialist with its operations consisting of importing, exporting and warehousing air and freight cargo. The Applicant has gained great success in the short period it has been active and has retained reputable clients such as Samsung, Delphi Automotive Systems, Kodaco Co., Ltd,, and Daewoo. Due to its success, the Applicant requires additional space in order to effectively maintain its operations. Transferring its entire operations to the Elk Grove Village will allow the Applicant to strengthen its relationship within the community and bring additional jobs to Elk Grove Village. Without a Class 6b Tax Incentive for the subject property, however, the Applicant does not believe it will be financially feasible to locate its operations to Elk Grove Village and make the necessary improvements to the subject property, It will otherwise be forced to look to properties with a lower tax burden, such as properties Outside of Cook County or properties within Cook County with a Class 6b Tax Incentive. It is for these reasons that it is necessary to grant the Applicant a Resolution supporting and consenting to a Class 6b Tax Incentive for the abovc-refercriced property based on occupation ofabandoned property for less than twenty-four (24) months continuous vacancy with a purchase for value, special circumstances and substantial rehabilitation.
