HomeMy WebLinkAboutRESOLUTION - 58-13 - 11/19/2013 - CLASS 6B-1601 LIVELY BLVD RESOLUTION NO. 58-13 A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE LOCATED AT 1601 LIVELY BOULEVARD, ELK GROVE VILLAGE, ILLINOIS WHEREAS, the Village of Elk Grove Village desires to promote the development of industry in the Village of Elk Grove; and WHEREAS, the Cook County Assessor is operating under an ordinance enacted by the Cook County Board of Commissioners, and amended from time to time, the most recent amendment becoming effective as of February 15, 2006, which has instituted a program to encourage industrial and commercial development in Cook County known as the Cook County Real Property Classification Ordinance; and WHEREAS, in the case of abandoned property, if the municipality or the Mayor and Board of Trustees, finds that special circumstances justify finding that the property is "abandoned" for purpose of Class 6B, even though it has been vacant and unused for less than 24 months, that finding, along with the specification of the circumstances, shall be included in the resolution or ordinance supporting and consenting to the Class 6B application. Such resolution or ordinance shall be filed with the eligibility application. If the ordinance or resolution is that of a municipality, the approval of the Board of Commissioners of Cook County is required to validate such shortened period of qualifying abandonment, and a resolution to that effect shall be included with the Class 6B eligibility application filed with the Assessor; and WHEREAS, the Petitioner has applied for or is applying for Class 6B property status special circumstances pursuant to said aforementioned ordinance, for certain real estate located at 1601 Lively Boulevard, in the Village of Elk Grove Village, Cook County, Illinois, with the Property Index Number 08-34-202-030-0000, has proven to this Board that such incentive provided for in said ordinance is necessary for development to occur on this specific real estate. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, Illinois: Section 1: That the request of the Petitioner to have certain real estate located at 1601 Lively Boulevard, Elk Grove Village, Cook County, Illinois, legally described as follows, and 1 with the Property Index Number 08-34-202-030-0000 declared eligible for Class 6B special circumstances status pursuant to the Cook County Real Property Classification Ordinance as amended February 15, 2006, is hereby granted in that this Board and the Village of Elk Grove Village, Illinois, has determined that the incentive provided by the said Class 6B Tax Incentive Ordinance is necessary for the said development to occur on the subject property: LOT 1 IN GULLO LIVELY LUNT RESUBDIVISION, BEING A RESUBDIVISION OF LOT 102 IN CENTEX INDUSTRIAL PARK UNIT NUMBER 71 AND LO 78 (EXCEPT THE EAST 273.0 FEET THEREOF) IN CENTEX INDUSTRIAL PARK UNIT NUMBER 49, BOTH BEING SUBDIVISIONS IN SECTION 34, TOWNSHIP 41 NORTH, RANGE 11, EAST OF THE THIRD PRINCIPAL MERIDIAN, IN COOK COUNTY, ILLINOIS. Section 2: That the Special Circumstances as outlined by the petitioner are attached hereto as Exhibit "A" and made a part thereof. Section 3: That the Village of Elk Grove Village, Illinois hereby supports and consents to the Class 6B Application and approves the classification of the subject property as Class 6B property pursuant to the Cook County Real Property Classification Ordinance and the Class 6B tax incentives shall apply to the property identified as Permanent Real Estate Index Number 08-34-202-030-0000. Section 4: That the Mayor and Village Clerk are hereby authorized to sign any necessary documents to implement this Resolution. The Applicant plans on leasing the subject property to an affiliated entity, Delta Laboratories, Inc. ("Delta"), for operations consisting of manufacturing cosmetics and personal care products, including mixing raw materials, bottling, labeling and batch coding product containers for distribution. The subject property consists of an approximately 19,772 square foot building on a roughly 44,699 square foot site. The previous tenant of the subject property, Gamon International, Inc., ended manufacturing operations at the subject property in the second quarter of 2008 and began winding down its business. The wind down was 97% completed by January 1, 2009. Since then, minor wind down continued with a small portion of the subject property being used only as dead storage. The subject property has otherwise been 100% vacant and unused since January 1,2009. Delta leases a property consisting of an approximately 8,900 square foot building located at 2690 Delta Lane, Elk Grove Village, DuPage County, Illinois. Delta continues to grow and needs additional space. Delta intends to occupy the subject property to accommodate an expansion of production and distribution activities and allow it to maintain its operations in F,Ik Grove Village. Delta plans to transfer all of its approximately 6 full-time employees and 2 part-time employees to the subject property and plans to add approximately 5 new full-time employees and I part-time employee at the subject property within 1-2 years after occupying the site. Delta will look to hire all qualified Village of Elk Grove Village residents for future hires; however, the above is contingent on the Applicant receiving a Class 6b Tax Incentive. In order for Della to successfully operate at the site, the subject property will need significant improvements. 'Therefore, the Applicant has allotted approximately $200,000 to refurbish the same. The improvements will be made with regard to, but not limited to, installing floor drains in the warehouse, building out of laboratory space, installation of a new laboratory, adding bathrooms for the production area, installing boiler and boiler piping for production, upgrading electrical and building a demising wall to separate manufacturing from warehousing space, as well as to replacing the roof and repaving the parking lot. The Applicant expects said improvements to bring approximately 8-10 construction jobs to the community. Delta is a premier private label/contract manufacture of cosmetics and personal care products and has been in existence since 2000. The Applicant believes the Class 6b Tax Incentive will allow it to purchase, rehabilitate and successfully lease the subject property to Delta, and therefore, fill a 100% vacant and unused site and bringjobs to the Village of Elk Grove Village and Cook County.
