A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS
PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION
ORDINANCE AS AMENDED JULY 17, 2013 FOR CERTAIN REAL ESTATE LOCATED
AT 145 SOUTH LIVELY BOULEVARD, ELK GROVE VILLAGE, ILLINOIS
WHEREAS, the Village of Elk Grove Village desires to promote the development of
industry in the Village of Elk Grove; and
WHEREAS, the Cook County Assessor is operating under an ordinance enacted by the
Cook County Board of Commissioners, and amended from time to time, the most recent
amendment becoming effective as of July 17, 2013, which has instituted a program to encourage
industrial and commercial development in Cook County known as the Cook County Real
Property Classification Ordinance; and
WHEREAS, in the case of abandoned property, if the municipality or the Mayor and Board
of Trustees, finds that special circumstances justify finding that the property is "abandoned" for
purpose of Class 6B, even though it has been vacant and unused for less than 24 months, that
finding, along with the specification of the circumstances, shall be included in the resolution or
ordinance supporting and consenting to the Class 6B application. Such resolution or ordinance
shall be filed with the eligibility application. If the ordinance or resolution is that of a
municipality, the approval of the Board of Commissioners of Cook County is required to validate
such shortened period of qualifying abandonment, and a resolution to that effect shall be
included with the Class 6B eligibility application filed with the Assessor; and
WHEREAS, the Petitioner has applied for or is applying for Class 6B property status
pursuant to said aforementioned ordinance, for certain real estate located at 145 South Lively
Boulevard, in the Village of Elk Grove Village, Cook County, Illinois, with the Property Index
Number 08-22-402-075-0000, has proven to this Board that such incentive provided for in said
ordinance is necessary for development to occur on this specific real estate.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Counties of Cook and DuPage, Illinois:
Section 1. That the request of the Petitioner to have certain real estate located at 145 South
Lively Boulevard, Elk Grove Village, Cook County, Illinois, legally described as follows, and
with the Property Index Number 08-22-402-075-0000, declared eligible for Class 6B special
circumstances status pursuant to the Cook County Real Property Classification Ordinance as
amended July 17, 2013, is hereby granted in that this Board and the Village of Elk Grove
Village, Illinois, has determined that the incentive provided by the said Class 6B Tax Incentive
Ordinance is necessary for the said development to occur on the subject property:
LOT 2 IN JAY'EN RESUBDIVISION OF LOT 80 IN HIGGINS INDUSTRIAL PARK
UNIT 53 A SUBDIVISION IN THE WEST % OF THE SOUTHEAST Ya OF SECTION
22 AND LOT 110 IN HIGGINS INDUSTRIAL PARK UNIT 76, A SUBDIVISION IN
THE WEST/20F THE SOUTHEAST '/a OF SECTION 22 TOWNSHIP 41 NORTH,
RANGE 11 EAST OF THE THIRD PRINCIPAL MERIDIAN, IN COOK COUNTY,
ILLINOIS.
Section 2: That the Special Circumstances as outlined by the petitioner are attached hereto
as Exhibit "A" and made a part thereof.
Section 3: That the Village of Elk Grove Village, Illinois hereby supports and consents to
the Class 6B Application and approves the classification of the subject property as Class 6B
property pursuant to the Cook County Real Property Classification Ordinance and the Class 6B
tax incentives shall apply to the property identified as Permanent Real Estate Index Number 08-
22-402-075-0000.
Section 4: That the Mayor and Village Clerk are hereby authorized to sign any necessary
documents to implement this Resolution subject to the petitioner completing the following
conditions within twelve months of closing:
a. Rehabilitation of landscaping and fayade, including removal of barrier wall, installation
of new exterior lights, and removal of and replacement of tile awning.
b. Installation of new warehouse windows, new internally illuminated business sign and two
new dock doors.
c. Modernization of interior offices including new HVAC, plumbing, and unit heaters in
warehouse.
Section 5: That this Resolution shall be in full force and effect from and after its passage
and approval according to law.

Special Circumstances
Requested by TKKD Properiies, LLC or its Assience
TKKD Properties, LLC or its Assignee (collectively, the *"Applicant") plans to purchase
the property located at 145 South 'I;ivcly Boulevard in Elk Grove Village, Illinois (PIN: 08-22-
4902-075-0000). The Applicant plans to rehabilitate andlease the same to a related entity, Chief
Supply, Inc., a warehouser and distributor of electrical equipment, fixtures and supplies.
The subject property consists of an approximately 14,573 square Toot building on an
approximately 29,521 square foot site. The building was constructed n 1970, is one story and
has ceiling heights of approximately,14 feet. The prior occupant of the subject property,
Johnstone Supply, began winding down operations at the subject property by May 2014 and by
June 15, 2014, Johnston Supply ceased operations at the site. Since June 14, 2014, the subject
property has been 100% vacant and unused.
The property is currently suffering functional obsolescence; accordingly, the Applicant
plans to invest approximately $150,000 in improvements to redovate,the subject property. This
rehabilitation will include, but will not be limited to the following:
• Rehabilitation of the property's landscaping, including but not limited to:
o Removal ofexisting landscaping.
o Installation of an estimated 60 bushes.
• Rehabilitation of the propertv's facade, including but not limited to:
o Removal of the property's tile facade.
o Installation of new facade.
o Replacement of warehouse windows.
• Rehabilitation of the property's signage, including but Pot limited to:
o Installation of a new illuminated sign in the front of the building,
• Rehabilitation of the property's interior, including but not limited to:
o Installation of two new dock doors in the front of the building.
o Modernization of the property's bathrooms.
o Modernization of the property's office.
The Applicant expects the rehabilitation to be completed by the end:of,summer 2015 and
to create approximately 15 construction jobs.
Chiel'Supply, Inc. has operated from the Village of Elk Grove. since 1995 (or
approximately 20 years), Rctween 1995 and 2004, Chief Supply, Inc.'s operations -,were located
at 820 Touhy Avenue in Elk Grove Village. In 2004, Chief Supply, Inc. relocated its operations

to the nearby facility of 195 Martin Lanc in Elk Grove Village (tile "Martin Location"). Chief
Supply, Inc. has remained at this location through the present"day.
Because of its expanding business, Chief Supply, Inc. has outgrown the approximately
7,172 square foot building located at the Martin Location; however, Chief Supply, Inc. would
like to remain in Elk Grove Village (its home for the last twenty years). The subject property's
approximately 14,573 square foot building and its location within the Village offers Chief
Supply, Inc. an ideal facility for its expansion. If Chicf Supply, Inc. can obtain financial support
through the Class 6b "fax Incentive to rehabilitate the property, it plans to relocate its entire
operations to the subject property.
Chid Supply, Inc. currently has approximately one full-time employee and
approximately 3 part-time employees at the Martin Location. It not only plans to transfer all of
these employees to the subject property, but also graduate one of the part-time employees into a
full-time employee and hire approximately one additional part-time employee to work at the
subject pmpetty within the next year. Within next five years, Chief Supply, Inc. will look to have
4 to 6 full-time employees at -the subject property. Chief Supply, Inc. will look to hire F.Ik Grove
Village residents for these and other future hires.,,
Chief Supply, Inc. does produce sales tax at the Martin location. It estimates that it
generates approximately $300,000 in taxable sales a year, resulting in annual sales tax of
approximately $30,000. Chief Supply, Inc. plans to continue to generate and grow this sales tax
at the subject property after its relocation to the same.
It is for these reasons that it is necessary to grant the Applicant a Resolution supporting
and consenting to a Class 6b Tax Incentive for the above -referenced property based on
occupation of abandoned property for less than twenty-four (24) months, continuous vacancy
with a purchase for value, special circumstances and substantial rehabilitation.
