A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS
PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION
ORDINANCE AS AMENDED JULY 17, 2013 FOR CERTAIN REAL ESTATE LOCATED
AT 185 MARTIN LANE, ELK GROVE VILLAGE, ILLINOIS
WHEREAS, the Village of Elk Grove Village desires to promote the development of
industry in the Village of Elk Grove; and
WHEREAS, the Cook County Assessor is operating under an ordinance enacted by the
Cook County Board of Commissioners, and amended from time to time, the most recent
amendment becoming effective as of July 17, 2013, which has instituted a program to encourage
industrial and commercial development in Cook County known as the Cook County Real
Property Classification Ordinance; and
WHEREAS, in the case of abandoned property, if the municipality or the Mayor and Board
of Trustees, finds that special circumstances justify finding that the property is "abandoned" for
purpose of Class 613, even though it has been vacant and unused for less than 24 months, that
finding, along with the specification of the circumstances, shall be included in the resolution or
ordinance supporting and consenting to the Class 6B application. Such resolution or ordinance
shall be tiled with the eligibility application. If the ordinance or resolution is that of a
municipality, the approval of the Board of Commissioners of Cook County is required to validate
such shortened period of qualifying abandonment, and a resolution to that effect shall be
included with the Class 6B eligibility application filed with the Assessor; and
WHEREAS, the Petitioner has applied for or is applying for Class 6B property status
pursuant to said aforementioned ordinance, for certain real estate located at 185 Martin Lane, in
the Village of Elk Grove Village, Cook County, Illinois, with the Property Index Number 08-22-
301-059-0000, has proven to this Board that such incentive provided for in said ordinance is
necessary for development to occur on this specific real estate.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Counties of Cook and DuPage, Illinois:
LOT 2 IN COLUMBIA RESUBDIVISION, BEING A SUBDIVISION OF LOT 1 IN
FINEGAN'S SUBDIVISION UNIT 4, BEING A RESUBDIVISION OF LOT 91N MAYFAIR
INDUSTRIAL PARK UNIT 2, BEING A SUBDIVISION IN THE WEST 1/2 OF SECTION 22,
TOWNSHIP 41 NORTH, RANGE 11, EAST OF THE THIRD PRINCIPAL MERIDIAN, IN
COOK COUNTY, ILLINOIS.
Section 1. That the request of the Petitioner to have certain real estate located at 185 Martin
Lane, Elk Grove Village, Cook County, Illinois, legally described as follows, and with the
Property Index Number 08-22-301-059-0000, declared eligible for Class 6B special
circumstances status pursuant to the Cook County Real Property Classification Ordinance as
amended July 17, 2013, is hereby granted in that this Board and the Village of Elk Grove
Village, Illinois, has determined that the incentive provided by the said Class 6B Tax Incentive
Ordinance is necessary for the said development to occur on the subject property:
Section 2: That the Special Circumstances as outlined by the petitioner are attached hereto
as Exhibit "A" and made a part thereof.
Section 3: That the Village of Elk Grove Village, Illinois hereby supports and consents to
the Class 6B Application and approves the classification of the subject property as Class 6B
property pursuant to the Cook County Real Property Classification Ordinance and the Class 6B
tax incentives shall apply to the property identified as Permanent Real Estate Index Number 08-
22-301-059-0000.
Section 4: That the Mayor and Village Clerk are hereby authorized to sign any necessary
documents to implement this Resolution subject to the petitioner completing the following
conditions within twelve months of closing:
New landscaping; removal of exterior fagade shingled awning; new awning over front
entrance; installation of new fapade signage; replace asphalt and restripe parking lot and
drive isles; replace concrete aprons at drive isles and dock drive; renovate storm catch basin
in rear; new doors throughout; remodel office area, conference room, and lunch room;
install new HVAC (if needed); and renovate plumbing.
Section 5: That this Resolution shall be in full force and effect from and after its passage
and approval according to law.

Special Circumstances,
Requested by Ashland Door Solutions, LLC or its Nominee
Ashland Door Solutions, LLC or its nominee (collectively, the "Applicant") plans to
purchase the property located at 185 Martin Lane in Elk Grove Village, Illinois 60007 (PIN: 08-
22-301-059-0000). The Applicant plans to lease the subject property to a related entity, Ashland
Door Solutions, LLC, a manufacturer, warehouser, distributor and installer of doors, door
hardware, access controls and closed circuit televisions.
The subject property consists of an approximately 7,172 square foot building on an
approximately 15,958 square foot site. The building was constructed in 1979, is one story and
has ceiling heights of approximately 14 feet.
The current owner ,rKKD Properties, LLC has been trying to sell the property since
January 2012. In December 8, 2014, it was finally able to enter into a contract to buy the
property at 145 South Lively Boulevard in Elk Grove Village, Illinois. The previous tenant of the
property (Chief Supply), began winding down its operations at the site in January 2015. By
February 10, 2015, TKKD Properties, LLC purchased the property at 145 South Lively
Boulevard and by March 12, 2015, Chief Supply began aggressively transferring its operations to
145 South Lively Boulevard, Chief Supply completed the transfer of its operations out of the
subject properly by March 27, 2015 and the site has been 100% vacant since this date.
The property is currently suffering fiom functional obsolescence; accordingly, the
Applicant plans to immediately invest approximately $58,600 to $61,600 in improvements to
renovate the subject property. This rehabilitation will include, but will not be limited to the
following:
• New landscaping.
• Removal of exterior aluminum awning.
• New exterior lit sign or monument sign,
• New blacktop on parking lot.
• Restriping of parking lot to add ADA compliant parking stalls and signage.
• Remodeling of property's storm catch basin.
• New doors throughout the building including the front door.
• Installation of a new office area.
• htstallation of a new conference room.
• Installation of a new lunch room.

The Applicant expects the rehabilitation to be completed by the end of 2015 and to create
approximately 3 to 6 construction jobs.
The Applicant does plan to rehabilitate (and in some cases replace) the property's
concrete. This will include new concrete aprons and new concrete dock drives. Due to the
expensive nature of these improvements, the Applicant will unfortunately not have the funds
available to make these improvements immediately. The Applicant does believe it will accrue
enough funds to snake said concrete improvements by 2017 or 2018.
Ashland Door Solutions, LLC is currently located at two properties:
• An approximately 1,750 square fool warehouse, manufacturing and distribution
facility it leases at 625 West Church Street in Sandwich, Illinois ("Sandwich
Facility").
• An approximately 2,500 square foot showroom it owns at 2510 North Ashland
Avenue in Chicago, Illinois ("Chicago Showroom").
The Sandwich Facility is approximately 70 miles from the Chicago Showroom. The employees
of Ashland Door Solutions, LLC have to travel this distance when transporting products from the
Sandwich Facility to the Chicago Showroom. Additionally, because of its growing business
(double digit growth since 2009), Ashland Door Solutions, LLC's operations have outgrown the
available space at the Sandwich Facility,
Ashland Door Solutions, LLC is aggressively searching for a larger and more
accommodating property to relocate its Sandwich Facility operations. It believes the subject
property will be an ideal location for this relocation. The building on the subject property is

the subject property. It believes the assistance of the Class 6b Tax Incentive would alleviate these
property tax concerns.
If Ashland Door Solutions, LLC transfers its Sandwich Facility operations to the subject
property, it plans to fabricate and assemble doors at the property. At the subject property, it also
plans to warehouse these doors as well as its access control products, cameras, door hardware
and closed circuit televisions systems. As stated above, Ashland Door Solutions, LLC will be
transferring these products from the subject property to the Chicago Showroom. It will be
distributing its products for offsite installation.
Ashland Door Solutions, LLC currently has approximately 8 full-time employees at the
Sandwich Facility. It plans to transfer this entire employment base to the new location. Ashland
Door Solutions, LI.0 also has 12 fill -time employees at its Chicago Showroom. Approximately,
10 of these Chicago Showroom employees will visit the new location on a regular basis.

To assist with its growing operations at the new location, Ashland Door Solutions, LLC
plans to hire an additional I to 2 full-time employees annually over the course of the next six
years. It expects to grow its employee base working at the subject property to approximately 25
full-time employees in the next 6 years. If it relocates to the subject property, Ashland Door
Solutions, LLC will look to hire qualified Elk Grove Village residents for any future open
positions at the site.
Ashland Door Solutions, L1.0 is part of a national network of companies in the
construction industries (the "National Network"). The National Network coordinates accounts
and projects amongst its members for mutual growth, To assist with this coordination, the
members of the National Network frequently have meetings at a designated member's office.
Ashland Door Solutions, LLC will be hosting a meeting of the National Network in the near
future, and if it relocates to the subject property, it will have its meeting at the property. This will
mean that the National Network members will frequent local Elk Grove establishments. It will
also mean that the members will be exposed to local Elk Grove companies that they may utilize
in the future.
Ashland Door Solutions, LLC is excited about the possibility of relocating to the subject
property, It believes the subject property's size and location will assist with its growth; however,
without a Class 6b'I'ax Incentive, the Applicant will not have the funds to purchase and
rehabilitate the site and Ashland Door Solutions, LLC will not be able to relocate to the site.
Because of this, though both organizations are interested in the subject property, they are still
seriously considering relocating to properties outside of Cook County (where property taxes are
naturally lower).
It is for these reasons that it is necessary to grant the Applicant a Resolution supporting
and consenting to a Class 6b Tax Incentive for the above -referenced property based on
occupation of abandoned property for less than twenty-four (24) months continuous vacancy
with a purchase for value, special circumstances and substantial rehabilitation.
