AN ORDINANCE AMENDING THE DEFINITION OF LAUNDROMAT IN SECTION 3-
13-1 OF THE ELK GROVE VILLAGE CODE
WHEREAS, the existing definition of a Laundromat refers to an establishment with
coin-operated washing machines; and
WHEREAS, the current trend with respect to these machines and other vending type
machines is to use credit cards or token devices as opposed to or in addition to coins; and
WHEREAS, the purpose of the license for Laundromat machines is to regulate the
machine and not the manner in how payment is made. However, for clarity purposes, it is
deemed appropriate to amend the definition so that all such machines, irrespective of the manner
of payment, be included and licensed and regulated accordingly.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Counties of Cook and DuPage Illinois as follows:
Section 1: That the definition of Laundromat as set forth in Section 3-13-1 of the Village
Code be amended to read as follows:
LAUNDROMAT: Any place, building, structure, room, establishment or portion thereof
having within such premises one or more self-service coin, token, slug or card swipe
operated washing machines and dryers which are utilized by the general public for use
upon the premises.
Section 2: That Chapter 13 Laundries, Laundromats and Dry Cleaners is further
amended with respect to Section 3-13-3 and Section 3-13-7-E which refer to the term coin-
operated by changing the term coin-operated to "coin, token, slug or card swipe operated."
Section 3: That Section 3-13-3 be further amended by changing the heading to
"Application for License/Fee" and adding to said section the following:
The License fees for a Laundry, Laundromat or Dry Cleaning establishment shall be
$100.00 per year, plus, if applicable a fee of $25.00 per machine for any coin, token, slug
or card swipe operated machine.
Section 4: That the establishments identified in Chapter 13 of Title 3 of the Village Code
and the self -operated machines utilized therein have been subject to licensing regulations since
June 11, 1964 and thus the provisions of this Ordinance are deemed clerical in nature due to
changed payment technology and therefore does not serve to abate licensing regulations and fees
associated therewith for establishments and machines in existence on the date this Ordinance is
passed.
Section 5: Any person, firm or corporation violating any of the provisions of this
Ordinance or any provisions of Chapter 13 of Title 3 of the Elk Grove Village Code shall be
subject to a fine of not less than $50.00 nor more than $500.00 for each offense and a separate
offense shall be deemed committed on each day during or on which a violation occurs or
continues to exist.
Section 6: The Village Clerk is hereby authorized to publish this Ordinance in pamphlet
form.
Section 7: That this Ordinance shall be in full force and effect from and after its passage,
approval and publication according to law.
