Home My WebLink AboutRESOLUTION - 38-15 - 8/18/2015 - SOLID WASTE & RECYCLING CONTRACTRESOLUTION NO. 38-15 A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE LETTERS OF UNDERSTANDING AMENDING THE SOLID WASTE & RECYCLING CONTRACT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND WASTE MANAGEMENT FOR SINGLE-FAMILY DETACHED AND SINGLE-FAMILY ATTACHED PROPERTIES AND MULTI -FAMILY PROPERTIES, CHURCHES, CONGREGATE HOUSING UNITS AND ALEXIAN BROTHERS, MEDICAL CENTER NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, State of Illinois as follows: Section 1: That the Mayor be and is hereby authorized to sign the attached documents marked: Letter of Understanding Amending the Solid Waste & Recycling Contract Between the Village of Elk Grove Village and Waste Management for Single -Family detached and Single -Family attached Properties and Letter of Understanding Amending the Solid Waste & Recycling Contract Between the Village of Elk Grove Village and Waste Management for Multi -Family Properties, Churches, Congregate Housing Units and Alexian Brothers Medical Center copies of which are attached hereto and made a part hereof as if fully set forth and the Village Clerk is authorized to attest said documents upon the signature of the Mayor. Keegan, Village Clerk WuslcACanaLewent201 SYlulti Letter of Understanding Amending the Solid Waste & Recycling Contract Between the Village of Elk Grove Village and Waste Management for Single -Family Detached and Single -Family Attached Properties The Village of Elk Grove Village and Waste Management hereby agree to extend the existing solid waste and recycling contract for an additional period, beginning October 1, 2015 and terminating October 31, 2021 with the following amendments to the contract: Revised Section 3.1 — Term of Contract The term of this Waste Contract extension shall commence on October 1, 2015 and end on October 31, 2021 unless terminated at an earlier date pursuant to the terms of this Waste Contract. Revised Section 5.1 (b)(ii)(a) Yard Waste Charge The rate for yardwaste stickers shall be: $2.25 per sticker beginning November 1, 2015 $2.50 per sticker beginning November 1, 2017 $3.00 per sticker beginning November 1, 2019 Revised Exhibit D — Waste/Recycling Compensation Schedule Attached: • Single -Family Detached (Exhibit D 1 -Revised 2015-2021) • Single -Family Attached (Exhibit D 2 -Revised 2015-2021) The Compensation Schedule provided in Revised Exhibits D-1 and D-2 includes all current Federal, state, county, local, or other taxes, fees, surcharges, or similar charges relating to the collection and disposal services provided for the Village. In the event of a change in law that increases any tax or fee paid with respect to the collection or disposal of waste, landscape waste or recyclables; which tax or fee is imposed upon Waste Management (or requires the collection thereof by Waste Management on behalf of the Village or the residents) with respect to collections or disposal under this Contract, then the amount of such increase shall be passed through and billed to accounts in addition to the total current monthly fee. However, prior to implementing the additional fee, Waste Management will meet and confer with the Village and demonstrate the need and impact of the proposed increase. Amendment to Exhibit E — Recycling Rebate Exhibit E is hereby amended to include the following paragraph: During the duration of the contract, Waste Management shall provide a Community Environmental Enhancement Contribution in monthly payments of $3,340 for use by the Village at its sole discretion. These payments will be in lieu of the minimum annual recycling rebate of $40,000 per year. Amendment to Exhibit F —Ancillary & Enhanced Services Exhibit F will be amended to include the following in the list of community events under "Complementary Community Events Services": • Elk Grove Rotary Fest • 60`h Anniversary Events By signing below, each party agrees to accept the terms of this Letter of Understanding amending the terms of the existing solid waste contract and pricing in the revised exhibit.
