MINUTES
REGULAR VILLAGE BOARD MEETING
June 21, 2016
1. CALL TO ORDER- 7:07 p.m.
Mayor Johnson introduced Idabelle Hoerbert,Assistant Mayor for the evening. Idabelle
obtained the chance to be Assistant Mayor through a silent auction at Queen of the Rosary
Parish.

2. PLEDGE OF ALLEGIANCE
3.APPROVAL OF MINUTES OF MAY 24, 2016 - Motion to approve the Minutes of the
Regular Village Board Meeting held on May 24, 2016 as submitted and dispense with
the reading.

4. MAYOR&BOARD OF TRUSTEES' REPORT - Mayor Johnson attended Tollway Board
meetings on May 26, 2016 and June 21, 2016. Cashless/I-pass only tolling will start on the
Elgin O'Hare (I-390) on July 5, 2016. Missed tolls can be paid through the Tollway website.
The website is currently being updated to be more user friendly.
Mayor Johnson, Trustees Prochno, Czarnik and Feichter attended the Elk Grove Relay for
Life on June 11, 2016.
Jack Groat joined Mayor Johnson at the podium. Mr. Groat announced the Elk Grove
Farmer's Market takes place every Saturday morning from 7:30 a.m. to 1:00 p.m. Mr. Groat
invited everyone to attend the Little Boots Rodeo on June 25th and 261h. The Rodeo will be
taking place on the Church grounds at Arlington Heights Road and Devon Avenue.
Mr. Groat provided dinosaur eggs for each of the Trustees to crack open. The Trustee with
the odd color dinosaur would win $250.00 to donate to a charity of their choice. Trustee
Prochno won and chose to donate the $250.00 to the Kenneth Young Center. Dinosaur
"Sue" was brought into council chambers. "Sue" will be at the Rodeo.
State Senator Laura Murphy joined Mayor Johnson at the podium and presented the Village
with a Certificate of Recognition from the 99th General Assembly in honor of the Village's
60th Anniversary.
Scholarships -Trustee Franke and Trustee Prochno presented scholarships on behalf of
the Youth Committee. Two scholarships are provided by the Village and one from the Elk
Grove Parks Foundation. One thousand dollar scholarships were awarded to Morgan
Wessel, Matthew Youhn, and Hannah Olson.
Mayor Johnson presented Idabelle with a Certificate of Recognition for acting as Assistant
Mayor for the evening.
Mayor Johnson announced the summer concert series line up:
July 4 - Peter Cetera at Park LGK. Six semi-finalist tickets for the car raffle will be drawn.
Each semi-finalist will win six hundred dollars. Fireworks will conclude the evening.

July 12 - LeAnn Rimes at Town Center.
July 17 - A community family picnic will take place at both the Town Center and the Park
District. The Library will be hosting an ice cream social, the Park District will be
conducting fifty different events and the Village will be hosting a barbecue with picnic
games and a 3:30 p.m. concert by the Hat Guys. That evening Foreigner will be performing
at Park LGK. Following the concert, the six semi-finalists will try their keys to see who wins
the Camaro. The evening will end with fireworks.
July 26 - Michael McDonald at Town Center.
Trustee Prochno reported the Little Boots Rodeo will be taking place Saturday from 10:00
a.m. to 6:00 p.m. and Sunday from 12:00 p.m. to 6:00 p.m. All profits from the Rodeo are
donated to community organizations.
Raffle tickets are still available for the 60th Anniversary car raffle. A 2016 Chevy Camaro,
donated by Castle Chevrolet, is being raffled. Proceeds from the raffle will be donated to A
Caring Place, Community Character Coalition of Elk Grove, the Elk Grove Youth Committee,
the Lions and Lioness Clubs of Elk Grove, the Rotary Club and the Sheila Ray Center. The
Camaro will be at the 4th of July concert. The last opportunity to purchase tickets is on the
4th of July. Tickets will be available for purchase up until the time of the drawing that
evening. Trustee Prochno thanked the Rotary Club for facilitating the raffle.
The Kenneth Young Center will be hosting their 29th Annual Golf Outing and Dinner on
Wednesday,August 3, 2016 at the Bloomingdale Golf Club.
The Elk Grove Farmer's Market takes place every Saturday morning from 7:30 a.m. to 1:00
p.m.
Trustee Feichter attended a full Board meeting of Meet Chicago Northwest last week.
Everyone was very impressed with the Elk Grove concert series line-up and they are very
excited to see Foreigner. Meet Chicago Northwest is facing a struggle ahead because of the
State budget crisis. They don't know if they will be receiving any funding from the State
this year. State Representatives have told them they don't expect any possibility of a
budget until after the November elections.
Trustee Petri and Maggie Jablonski attended the I-390 (Elgin/O'Hare) tollway meeting on
June 6, 2016. Tolls will start being collected on July 5, 2016.
On June 15, 2016 Trustee Petri attended a Police retirement party for Pat Evans, retiring
after twenty-eight years, and for his son Paul, retiring after thirty-one years.
Trustee Franke stated the Village will be hosting an Oktoberfest on September 23rd and
24th. The Oktoberfest will take place where Rotaryfest is held. More information will be
available in the near future.
Mayor Johnson thanked Senator Murphy for being his sponsor at the confirmation hearing
for his appointment to the Tollway Board.
5.ACCOUNTS PAYABLE WARRANT - Motion to authorize payment of invoices as
shown on the May 31, 2016 Accounts Payable Warrant in the amount of
$2,542,453.21.

6. CONSENT AGENDA
a. Authorization of a request from Northwest Presbyterian Church, located at 301 Ridge
Avenue, to waive FY 2016/17 Vehicle License fees in the amount of$50.
b. Authorization of a request from Living Hope Church, located at 777 Meacham Road, to
waive permit fees for two (2) temporary banners in the amount of$50.
c. Authorization of a request from School District 54, to waive FY 2016/17 business license
fees in the amount of$100.
d. Authorization of a request from High School District 214, to waive FY 2016/17 business
license fees in the amount of$450.
e. Authorization of a request from The Salvation Army, located at 1000 Pratt Blvd., to waive
FY 2016/17 vehicle sticker fees in the amount of$1,325.
f. Authorization of a request from the Elk Grove Park District, located at 499 Biesterfield
Road, to waive FY 2016/17 vehicle sticker fees in the amount of$2,300.

the petition submitted by SBA Towers for a Special Use permit to build a
telecommunication antenna in the I-1 Industrial District on the property located at 190
Gordon Street.
j. Adopt Ordinance No. 3453 entitled, "AN ORDINANCE GRANTING A VARIATION OF

7. REGULAR AGENDA- No items on the Regular Agenda.
8. PLAN COMMISSION -Village Manager Rummel - PC Docket 16-1 pertains to a request
for a Special Use Permit to allow a religious institution in an office building located at 1550
Higgins Road. The Plan Commission held a public hearing on the petition for the Special
Use Permit on May 23, 2016. A Finding-of-Fact was provided to the Village Board on June
10, 2016. The Finding-of-Fact recommended approval of the Special Use Permit by a vote
of 6-2 with no conditions. The Petitioner was present in the audience.
Mayor Johnson stated there have been other Special Use Permits granted to religious
institutions in the Industrial Park. The Mayor stated he has received some inappropriate
calls and comments about granting the Special Use. The Petitioner is looking to exercise
the rights we have in this country and it should be encouraged and welcomed. Mayor
Johnson asked if the Trustees had any questions or comments. There were none.
Motion to direct the Village Attorney to prepare the necessary documents.

Mayor Johnson advised the Petitioner that the Special Use Permit will be formally approved
at the July 19, 2016 Village Board meeting. The Petitioner does not need to be present.
9. ZONING BOARD OF APPEALS -Village Manager Rummel - No Report
10. HEALTH &COMMUNITY SERVICES - Trustee Czarnik- There will be a community
blood drive on Saturday,August 13, 2016 from 8:00 a.m. to 12:00 p.m. in the lower level of
the Zettek Municipal Complex.
11. RECYCLING &WASTE COMMITTEE -Trustee Feichter- The June recycling event was
very successful. Thirteen thousand pounds of paper was shredded and two and one-half
semi-trucks of electronics was recycled. Most of the electronics were televisions. Trustee
Franke thanked staff for doing a great job. Everything ran very smoothly and quickly.
Trustee Feichter thanked Maggie Jablonski and staff.
12.YOUTH COMMITTEE - Trustee Franke - Splash parties will be taking place on July 8,
2016 and August 12, 2016 at Rainbow Falls. Hours are 8:00 p.m. to 10:00 p.m. The Splash
parties are free and anyone in Jr. High or High School is welcome to attend.
13. BUSINESS LEADER FORUMS - Trustees Lissner/Petri - Nine railroad crossings are
scheduled for repair this year. The crossing on Arthur Avenue west of Lively Boulevard
and the one on Greenleaf east of Tonne have been completed. The crossing on Chase just
east of Tonne is under construction right now. One crossing will be worked on per week
and they should all be completed by the end of August. A Business Leader Forum meeting
is scheduled for June 28, 2016.
14. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - EGTV is now available on
AT&T but residents in the audience have been having problems with viewing. It sounds
like it may be a problem with AT&T.
15. INFORMATION COMMITTEE - Trustee Prochno -The 60th Anniversary picnic is going
to take place on Sunday, July 17, 2016 from noon to 5:00 p.m. It is a combined party with
the Park District to celebrate the Villages 60th Anniversary and the Park Districts 50th
Anniversary. The Library will be hosting an ice cream social that day. The Village will be

hosting several picnic games and the Hat Guys will be performing at 3:30 p.m. The Park
District will be hosting fifty different events. All events are free and everyone is welcome
to attend. The event will take place rain or shine.
16. PARADE COMMITTEE -Trustee Czarnik- The 60th Anniversary Parade was a great
success. Trustee Czarnik thanked the six couples celebrating their 60th wedding
anniversaries for being the Parade Grand Marshals. The six couples were Joe and Jan
Cimino, Fred and Pauline Kubas, Donald and Rosemary Kauth, Richard and Lillian
Zurawski, and Bert and Nancy Clarbour.
Trustee Czarnik thanked Parade sponsors,A&H Plumbing, Berthold's Gift& Garden,
Chicago Offset, Cristaux International, Crosstown Electric, Grove Memorial Chapel, GOA
Regional Business Association, Jerry Castle &Son Hi Lift Inc., and the Sign Centre.
Trustee Czarnik thanked the Parade Committee, Steve Santowski,Anne Feichter, Fred
Geinosky, Rich Keyworth, Marilyn Koss, Ellen Peacock, Ron Piszcek, Jennifer Rupert and
Karen Landt; Public works employees, especially George Murtaugh and Brian Southey; the
Police Department; CERT volunteers and Parade Coordinator Leslie Sass.
The 2016 Parade wrap up meeting was held yesterday,June 20, 2016 and the next meeting
to start planning the 2017 parade will be Monday, September 12, 2016 at 5:30 p.m.
The Parade Committee is looking for people to join the Committee. Anyone interested in
joining should contact Trustee Czarnik.

18. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner- No Report
19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Petri - The Busse Road median is
coming along and should be completed by September. The new sewer line on Busse Road
from Arthur Avenue to Devon Avenue and various culvert projects are also moving along.
20.AIRPORT UPDATE - The ONCC and City of Chicago submitted a fly quiet rotation plan
to the FAA. Everyone is optimistic that the FAA will approve the plan. The plan will run
from early July through December 18, 2016. A newsletter will be mailed shortly that will
show which runways are going to be used each week and instructions for filling out and
submitting input forms. The Village should be impacted five weeks out of the twelve week
rotation.
21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - No Report
22. SPECIAL EVENTS COMMITTEE - Mayor Johnson - The next special event is the
Oktoberfest in September.
23. LIQUOR COMMISSION - Mayor Johnson - No Report
24. REPORT FROM VILLAGE MANAGER- No Report
25. REPORT FROM VILLAGE CLERK-The Elk Grove Village Hall will be hosting Early
Voting for the November Presidential Election. Dates and times will be announced when
available.
26. UNFINISHED BUSINESS -The Unfinished Business appears on the Consent Agenda
and can be removed from Unfinished Business.
