ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY, MARCH 23, 1999 Village President Craig B. Johnson called the meeting to order at 8:38 p.m. 1. ROLL CALL: Present: President: Craig B. Johnson; Trustees: Nancy J. Czarnik, Bart K. Dill, Samuel L. Lissner, James P. Petri, Chris Prochno Absent: Trustee: Patton L. Feichter Also Present Village Manager, Gary E. Parrin, Village Attorney, George B. Knickerbocker; and Village Clerk, Patricia S. Smith A quorum was present. 2. PLEDGE OF ALLEGIANCE President Johnson led the audience in the Pledge of Allegiance to the Flag. 3. APPROVAL OF MINUTES: Motion to approve the minutes of the Regular Meeting held on March 9, 1999 as submitted. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES Blue Line Extension – President Johnson along with Mayor Menzel of Rolling Meadows appeared on a Talk Show on TCI Cable in reference to the Blue Line Extension on March 10, 1999. This program will be appearing on the local channels over the next month. The program presented the opportunity to explain in more detail what the local municipalities are looking for in alternative mass transportation for this region. O’Hare Airport – The President, Mayor John Giels of Bensenville, Mayor Thomas Marcucci of Elmhurst and Mayor Gayle Smolinski of Roselle had the opportunity on March 5, 1999 to meet with Speaker of the House Hastert. The topic of discussion was O’Hare Airport and the concerns of the municipalities. Speaker of the House Hastert has indicated that he is in favor of lifting the flight bans and the number of flights from O’Hare. The Mayor appreciated the opportunity to explain their concerns. The President extended congratulations to Trustee Petri on his upcoming birthday. Proclamations – The President proclaimed May 12, 1999 as “Senior Celebration Day” and the week of April 11 through 17, 1999 as “National Public Safety Telecommunicators Week.” Trustee Czarnik announced that the next Village Blood Drive will be held on Thursday, April 22, 1999 from 4:00 p.m. to 8:00 p.m. in the lower level of the Charles J. Zettek Municipal Building. Trustee Czarnik and the Health Coordinator appeared on Channel 6’s Koffee Klatch program regarding the importance of giving blood. Trustee Dill reported that he attended a Community Service Board meeting and congratulated Alva Kreutzer on a well-run meeting. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the March 23, 1999 Accounts Payable Warrant in the amount of $483,179.90. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Czarnik, Dill, Lissner, Petri, Prochno ABSENT: Trustee Feichter MOTION CARRIED 6. CONSENT AGENDA A. Environmental Safety Group, Clarendon Hills, IL – Waive the formal bidding process and award a single-source purchase contract for the purchase of eleven (11) sets of firefighting clothing in an amount not to exceed $11,484.00. B. Integrated Security Group (ISG), Atlanta, Georgia – Waive the formal bidding process and award a purchase contract for the purchase of one (1) thermal imaging camera in an amount not to exceed $14,400. C. Soil and Material Consultants, Inc., Arlington Heights, IL Award a professional service contract to provide construction material engineering services required for the 1999 MFT Program and Private Participation Concrete Program in an amount not to exceed $21,000. D. Arrow Road Construction, Mt. Prospect, IL – Award a contract to the lowest responsive and responsible bidder to furnish bituminous paving materials on a per unit cost basis as follows: QTY  Unit  Description  Unit Pricing FY 99/00   4000  Tons Bituminous Concrete Course  $16.75/Ton   1000  Tons Bituminous Surface Course  $20.00/Ton   500  Gals. Emulsified Asphalt SS-1  $ 3.00/Gal.   And at a total cost not to exceed $70,500 from MFT fund and $18,000 from the General Fund for a total cost of $88,500. E. RAI Concrete Inc., Carol Stream, IL – Award a contract to the lowest responsive and responsible bidder for sidewalk, curb, gutter, and driveway removal and replacement on per unit cost basis as follows: Qty  Unit  Description  Unit Pricing FY 99/00  60,000 Sq. Brothers Asphalt Paving, Inc., Addison, IL – Award a professional services contract for the Rohlwing Road and Cosman Road Asphalt Sidewalk Improvements Project at a total contract amount not to exceed $37,893.00. H. C-A Construction, Bloomingdale, IL./Cul-de-Sac – Award a professional services contract for the Arlington Heights Road/Lonsdale Road Cul-de-Sac Improvement Project at a total contract amount not to exceed $133,520.75; and Transfer funds in the amount of $14,520.75 from the Grove Mall Redevelopment account to fund the additional construction work on the Arlington Heights Road/Lonsdale Road Cul-de-Sac Improvement Project. Hoskins Chevrolet, Elk Grove Village, IL – Award a purchase contract to the lowest responsive and responsible bidder for the purchase of one (1) 1999 Chevrolet ¾ ton cab and chassis, 4 wheel drive with utility body and snowplow in an amount not to exceed $32,765, including a trade-in of $3,235.00 for a 1988 Chevrolet CK 30903; Hoskins Chevrolet, Elk Grove Village, IL – Award a purchase contract to the lowest responsive and responsible bidder for the purchase of one (1) 1999 ¾ ton, 4 wheel drive & aluminum bed cap, pickup truck with snowplow in an amount not to exceed $29,465, including a trade in of $1,535.00 for a 1988 Ford Ranger Pickup; and Northwest Ford and Sterling Truck, Elmhurst, IL – Award a purchase contract to the lowest responsive and responsible bidder for the purchase of one (1) 1999 1-ton 8’ 4 wheel drive, 4-door cab pickup truck with snowplow in an amount not to exceed $44,199 including a trade in of $1,500.00 for a 1980 Chevrolet K3500 Flatbed. J. O.C. Tanner Sales Company, Salt Lake City, Utah – Authorize a purchase contract for supplying employee service awards in an amount not to exceed $11,000. K. Increase 98/99 Budget – Increase the FY 1998/99 budget for the Grove Mall Fund in an amount of $287,520.
