ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY SEPTEMBER 14, 1999 Village President Craig B. Johnson called the meeting to order at 8:31 p.m. 1. ROLL CALL: Present: President: Craig B. Johnson; Trustees: Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno Absent: Trustee Nancy J. Czarnik Also Present Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh A quorum was present. 2. INVOCATION Reverend Rodney L. Pickett, Pastor, Wesleyan Community Church, delivered the invocation. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Meeting held on August 24, 1999 as submitted. REPORT OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES President Johnson issued the following Proclamations: Lions Club Candy Day Friday, October 8, 1999 National Hunting and Fishing Day September 25, 1999 International Hispanic Latino Mental Health Week October 4 – 10, 1999 Donations/Fireworks – Five hundred sixty-seven individuals have donated, up through the month of August, a total of $4,300.00 towards the fireworks display. RTA-Blue Line – President Johnson reported on a meeting attended with the Village Manager on August 25, 1999 at 9:30 a.m. with RTA Chairman McCracken and representatives from Chicago, Schaumburg and Rolling Meadows to talk about the Blue Line Extension. The Village is encouraged and hopeful this project will move forward quickly to improve transportation problems on the roads. Circle Bay Homeowners – A meeting was held with the Circle Bay Homeowners Association and was attended by approximately 60 to 70 residents. The President reported on the “State of the Village” and also discussed current and proposed projects planned by the Board. Deputy Village Clerk – The President introduced the newly appointed Deputy Village Clerk, Margit C. Thompson. Mrs. Thompson was administered the Oath of Office on Monday, September 7, 1999. Trustee Prochno and Trustee Feichter reported on their attendance of the National League of Cities Conference in Welches, Oregon on Saturday August 14 through 17, 1999. The conference afforded the opportunity to meet with officials from around the country and be able to share some ideas and solutions with other communities. Of special interest to Trustee Prochno was the seminar dealing on Youth Commissions in Communities and youth issues. Trustee Feichter described a presentation by a performer taking on the personality and character of Thomas Jefferson. The “historical figure” discussed issues of leadership, cities, and problems encountered by the cities and our Nation. Trustee Prochno attended the first meeting of the Human Care Council of Northwest 2001 on September 13, 1999. The Council is a network of agencies and organizations within the surrounding communities that stimulates regional cooperation and collaboration in addressing human care needs. The goal is to sponsor an activity next year called the “Positive Youth Symposium” highlighting youth, adult and intergenerational activities within the community. Trustee Petri represented the Village at the Greater O’Hare Luncheon. John “Bulldog” Drummond, who was on local television many years and is now retired, was the guest speaker. Mr. Drummond spoke on the activities of the crime syndicate and his new book entitled “Thirty Years in the Trenches.” 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the September 14, 1999 Accounts Payable Warrant in the amount of $1,132,160.15. Foreign Fire Insurance Fund – Authorize an increase to the Foreign Fire Insurance Fund in the amount of $2,200; and Authorize the purchase of a commercial ice maker for installation at the Oakton Street Fire Station. B. Kale Uniforms, Inc., Chicago, IL – Waive the formal bidding process; and award a blanket purchase contract to provide Fire Department uniforms in a total contract amount not to exceed $20,000, for FY 1999-00. C. J. F. Edwards Construction Company, Geneseo, IL – Award a contract to the lowest responsive and responsible bidder, for the Nicholas and Pratt Boulevard Lighting and Landscaping Improvement Project in a total contract amount not to exceed $417,583.40. D. Northwest Ford & Sterling Truck Center, Franklin Park, IL – Award a contract to the lowest responsive and responsible bidder, to furnish and deliver one model year 2000 Ford 8’ Passenger Window Van in a total contract amount not to exceed $22,766, including the trade-in value of a 1986 Chevrolet G-20 Window Van in the amount of $1,000. E. Hoskins Chevrolet, Elk Grove Village, IL – Award a contract to the lowest responsive and responsible bidder, to furnish and deliver one model year 2000 Chevrolet ¾ Cab and Chassis with Snowplow in a total contract amount not to exceed $35,390, including the trade-in value of one (1) 1992 Ford F-250 Cab and Chassis in the amount of $1,535. F. IDOT/Traffic Signals – Authorize the payment of $17,360.28 to the Illinois Department of Transportation for shared traffic signal maintenance for the period May 1, 1999 through April 30, 2000. G. Powell Tree Care, Inc., Elk Grove Village, IL – Award a contract to the lowest responsive and responsible bidder, for high-branch tree-trimming and pruning in a total contract amount not to exceed $57,510. H. Hoskins Chevrolet, Elk Grove Village, IL – Award a contract to the lowest responsive and responsible bidder, to furnish and deliver one (1) model year 2000 Tandem Dump Truck for a total contract amount not to exceed $92,750. I. Monroe Truck Equipment, Monroe, WI – Award a contract to the lowest responsive and responsible bidder, to replace four dump bodies for existing Public Works trucks in a total contract amount not to exceed $41,751. J. Walgreens Subdivision/Meacham & Biesterfield Rds. – Adopt Resolution No. 18-99 entitled, “A RESOLUTION OF APPROVAL OF PLAT OF SUBDIVISION IDENTIFIED AS WALGREENS SUBDIVISION (BIESTERFIELD & MEACHAM ROADS).” K. Letter of Understanding/Cook County Highway Dept.- Adopt Resolution No. 19-99 entitled, ”A RESOLUTION AUTHORIZING THE VILLAGE PRESIDENT AND VILLAGE CLERK TO EXECUTE A LETTER OF UNDERSTANDING BETWEEN THE COOK COUNTY HIGHWAY DEPARTMENT AND THE VILLAGE OF ELK GROVE VILLAGE (DEVON AVENUE AT TONNE ROAD AND AT BUSSE ROAD AND LANDMEIER ROAD AT BUSSE ROAD).” L. Cook County Zoning Board of Appeals/Public Hearing – Adopt Resolution No. 20-99 entitled, “A RESOLUTION DIRECTED TO THE COOK COUNTY BOARD OF COMMISSIONERS, COOK COUNTY BOARD OF APPEALS, AND THE COOK COUNTY CLERK FOR TRANSMITTAL TO COOK COUNTY BOARD OF COMMISSIONERS CONCERNING THE PUBLIC HEARING HELD BY THE COOK COUNTY ZONING BOARD OF APPEALS (DOCKET #6888) ON SEPTEMBER 20, 1999 REGARDING THE REZONING OF PROPERTY ON THE NORTH SIDE OF DEVON AVENUE APPROXIMATELY 900 FEET EAST OF RIDGE AVENUE.” M.
