ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY OCTOBER 12, 1999 Village President Craig B. Johnson called the meeting to order at 8:40 p.m. 1. ROLL CALL: Present: President: Craig B. Johnson; Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present Village Manager, Gary E. Parrin, Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh A quorum was present. 2. INVOCATION Reverend Thomas G. Smith, Deacon, St. Nicholas Episcopal Church, delivered the invocation. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Meeting held on September 28, 1999 as submitted. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES Youth in Government Program – Students involved in the Youth Program were in attendance to observe the Village Board meeting as preparation for the “mock” Village Board Meeting scheduled on Tuesday, October 19, 1999. On that date, the students will run the Board Meeting and take on the issue of Y2K. Last Tuesday (October 5, 1999) each student was given a tour of the Municipal Building and the various departments to see how government works. The President introduced his student, Rob Eback, who will be participating as Village President. Elk Grove High School – President Johnson represented the Village at the Homecoming Coronation on October 1, 1999. Fire Works Donations – Donations of over $4,600.00 have been raised towards enhancement of the fireworks display next summer. The opportunity to send donations is available on all water bills. Unemployment Rate – The State’s unemployment rate is at 4.1% with Elk Grove Village’s unemployment rate, as of September 1999, at 2.3%. Elk Grove Village has one of the lowest unemployment rates for a community in the State. Trustee Prochno introduced her Youth in Government student, Meghan Wudtke, who is a senior at Elk Grove High School. Trustee Feichter reported that his student, Jennifer Gargaro, was unable to attend tonight’s meeting. Tuesday, October 19, 1999, Trustee Feichter will be appearing before the Chamber of Commerce to discuss the Sister City Program. A report will be submitted to the Village Board before the next meeting describing the Chamber’s reaction to the program. Trustee Czarnik’s students name is George Wojciechowski. He was not in attendance. A Fire Department Open House was held on Sunday (October 10, 1999). Trustee Czarnik commented that especially enjoyable was the “Firefighter Challenge” and an interesting demonstration of the thermo-imaging camera. Trustee Petri reported that his student, Frank Patano, was unable to attend the meeting this evening. Trustee Petri attended the Greater O’Hare Luncheon today with Raymond Rummel, Assistant Village Manager, who was recognized by the Greater O’Hare for his activities. Trustee Lissner introduced his student, Sue Lichner, a senior at Elk Grove High School. Trustee Dill introduced Matt Dlugosinski as his Youth in Government student. The Leaf Collection program began on October 11, 1999 and will continue through November 30. As clarification to inquiries by citizens, Trustee Dill explained that since the 7-Eleven Citgo project was a redevelopment project the company was required to comply with the water retention requirements that included a pond. This is similar to the pond near the Library that was required as part of the Grove Mall redevelopment. Safety will not be sacrificed. President Johnson explained the area is a dry detention area to be used to handle water run-off until that water can be absorbed into the stormsewer system. This will prevent the flooding of resident’s homes and yards. Tree Lighting Ceremony - The President announced the second annual tree lighting ceremony will be held on the Friday after Thanksgiving, November 26, 1999 at 5:30 p.m. A new and fuller Christmas tree has been purchased, Christmas carols will be sung and refreshments will be served. Trustee Dill and Trustee Prochno attended the Elk Grove High School Alumni Wall of Achievement Awards for 1999 on September 30, 1999. This years recipients were David Otto, Class of 82; James Leopardo, Class of 72; Erin Sorenson, Class of 77; and Rebecca Davis, Class of 70. Congratulations and best wishes were extended to the recipients. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the September 28, 1999 Accounts Payable Warrant in the amount of $582,785.54. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Dill, Feichter, Lissner, Petri, Prochno, Czarnik MOTION CARRIED 6. CONSENT AGENDA A. TranSystems Corporation, Schaumburg, IL – Award a professional service contract for the Phase 1 Engineering Study for the Interstate 290 Bike Path and Overpass Project in a total amount not to exceed $68,208.00. B. Cargill, Inc., North Olmstead, OH – Award a purchase contract to provide 3,600 tons of rock salt at a total contract amount not to exceed $97,812.00. C. Video Images, Elmhurst, IL – Increase the FY 99-00 Capital Projects Fund budget in the amount of $161,000 for the design, purchase, and installation of video production and lighting equipment in the Council Chambers; Transfer $82,000 and $2,000 of interest earnings on a capital grant provided by Media One from the General Fund/Cable TV activity to the Capital Projects Fund; Waive the formal solicitation process for all vendors supplying services for the purchase, design, and installation of video production equipment in the Council Chambers; and Award a purchase contract to Video Images, Elmhurst, IL to provide engineering design, television production equipment, and installation as proposed in the amount of $131,361. D. Suburban O’Hare Commission – Authorize payment of dues for fiscal year 1999-2000, at a cost of $1.20 per capita, for a total amount of $41,760.00. E. Zoning Variation – Adopt Ordinance No. 2721 entitled, “AN ORDINANCE GRANTING A VARIATION OF SECTION 3-6:E-3b. OF THE ZONING ORDINANCE PERTAINING TO OFF STREET PARKING SPACES TO PERMIT THE CONSTRUCTION OF VISITORS AND HANDICAP PARKING WITHIN THE 25 FOOT SETBACK ON PROPERTY LOCATED AT 1101 ARTHUR AVENUE, ELK GROVE VILLAGE (DEBLASIO)”. Motion to approve Consent Agenda items “A, B, C, D, and E.” MOVED: Trustee Petri SECONDED: Trustee Feichter AYES: Trustees Dill, Feichter, Lissner, Petri, Prochno, Czarnik MOTION CARRIED 7. REGULAR AGENDA Expresso Brewery/Town Center – Motion to grant a request from Expresso Brewery to change existing wall signage from “Ben & Jerry’s” to “Featuring Premium Ice Cream.” MOVED: Trustee Dill SECONDED: Trustee Lissner VOICE VOTE MOTION CARRIED BOARDS AND COMMISSIONS 8. CAPITAL IMPROVEMENTS COMMITTEE – CHAIRMAN FEICHTER Oakton Street Fire Station – The station will be completed on October 23, 1999 with a move in scheduled on November 3, 1999. Salt Creek Improvements – Upon receipt of a report from the Director of Engineering and Community Development a meeting will be called of the committee. Public Works Facility Improvements – A contract was approved at tonight’s Committee of the Whole meeting for the improvements. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER Meeting Schedule – A meeting has been scheduled for Monday, October 18, 1999 at 7:30 p.m. with discussion of items b. and c. on the committee agenda. Biesterfield Corridor Signage – Discussion will include whether the ordinance should be expanded to cover the entire Village, keep it as is or just drop the existing Biesterfield restrictions. Neighborhood Preservation and Maintenance Ordinance – Input from the public and staff dealing with rental properties, inoperable vehicles on driveways, maintenance of dead evergreens, storage of
