HomeMy WebLinkAboutVILLAGE BOARD - 11/16/1999 - MINUTES OF THE REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY NOVEMBER 16, 1999 Village President Craig B. Johnson called the meeting to order at 8:50 p.m. 1. ROLL CALL: Present: President: Craig B. Johnson; Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh A quorum was present. 2. Pledge of Allegiance President Johnson led the Board and members of the audience in the Pledge of Allegiance. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Meeting held on October 26, 1999 as submitted. MOVED: Trustee Petri SECONDED: Trustee Lissner VOICE VOTE MOTION CARRIED 4. REPORT OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES Tree Lighting Ceremony – On Friday, November 26, 1999 a tree lighting ceremony will take place at the Village Green fountain area. Everyone is invited for free hot chocolate, coffee and cookies. Santa will be making a visit and the Girl Scouts will assist the President and Santa with the lighting of the tree. The ceremony will take place at 5:30 p.m. Proclamations - President Johnson proclaimed November 14 through 28, 1999 as “Winter Storm Preparedness Week” and November 21 through 28, 1999 as “National Bible Week.” October 27, 1999 – Attended the TCI Cable meeting with Mayor Wietecha in Des Plaines and met with representatives from the Chicago Council and American Airlines regarding the airport issue. October 28, 1999 – Spoke before the Rotary Club on the status of the Village. November 3, 1999 – Participated in the general SOC meeting. National Award – The Village is very proud to have been recognized Statewide and awarded the Governor’s Home Town Award for fund raising of statuary on the Village on the Green. Elk Grove is now being honored on a national level and will be awarded for the Camelot on the Green celebration. The Village, along with Alexandria Virginia, Manhattan Kansas, Friedley Minnesota, Southfield Michigan and Cinncinati Ohio, is recognized by the National League of Cities for excellence and outstanding community building projects. Trustees Lissner and Dill will accept the award in Los Angeles on behalf of the Village. Trustee Dill – Attended a grand opening and ribbon cutting ceremony for a new retail store on Biesterfield Road on Thursday, November 11, 1999. Trustees Petri, Prochno and Feichter were also in attendance. Trustee Dill welcomed the establishment into the community. Trustee Petri had an opportunity on Tuesday, November 9, 1999 to go to the Village Grove Apartments, the last location in the Village to have cable T.V. Bill Connors, former general manager of MediaOne and currently Vice-President of AT&T was also present. One television was presented as a raffle prize and one was given to Lois Lamaide for all the assistance she provided in acquiring cable at the Village Grove Apartments. Bill Connors was presented a key to the Village. November 10, 1999 – Trustee Petri and Mrs. Pattie Petri, Executive Director of the United Way, appeared on Channel 6’s Coffee Klatch. The first half of the program was dedicated to the United Way and its campaign as presented by Mrs. Petri. Trustee Petri followed in the second half and spoke on the upcoming tree lighting ceremony and the Industrial Revitalization activities. November 11, 1999 – Attended the VFW with Trustees Dill, Prochno and Feichter to honor the veterans at the Veteran’s Day ceremony. Trustee Czarnik attended a luncheon and Mass for the VFW Post on November 7, 1999. Trustee Feichter – Two weeks ago, as a direct outgrowth of the Youth in Government Program, Trustee Feichter and students from Maine South High School in Park Ridge were invited to visit Elk Grove High School. Elk Grove High School was found to be one of the most technologically advanced schools in the area. All were made to feel welcome by the Student Council, Elaine Bond and Ray Broderick. It was a very special experience for Trustee Feichter and his students. Trustee Prochno attended the Career Advisory Council at Elk Grove High School on Monday, November 15, 1999 as a member and representative of the Board. The job fair sponsored by the council has received national attention and Trustee Prochno has been invited to give a presentation at the Careers Conference February 1, 2000 in Madison Wisconsin. The topic will be “Bring the Job Market to the High School” and will address different career opportunities for students other than college after high school. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the November 16, 1999 Accounts Payable Warrant in the amount of $796,149.72 MOVED: Trustee Petri SECONDED: Trustee Lissner AYES: Trustees Dill, Feichter, Lissner, Petri, Prochno, Czarnik MOTION CARRIED 6. CONSENT AGENDA A. Fighting Back Program/Pathways For Prevention – Authorize the payment of $2,000 to the Community Education Foundation of Township High School District 214 for the Fighting Back Program. B. Atlas Outfitters, Oconomowoc, WI – Authorize an unbudgeted capital purchase; and award a purchase contract to the lowest responsive quote to furnish and deliver one Fortuna Water Rescue Craft in a total amount not to exceed $2,975.00 from the Foreign Fire Insurance Tax Fund. C. Genco Industries, Crestwood, IL – Increase an existing contract for repairs and refurbishing of components of the Nerge Road and Rohlwing Grove Lift Stations in the amount of $1,695, thereby increasing the total contract amount from $23,735 to $25,430. D. R.A. Adams, McHenry, IL – Award a contract to furnish and deliver one hazardous material response trailer in a total contract amount not to exceed $22,605. E. Avalon Petroleum, Tinley Park, IL – Extend an existing contract to provide gasoline and diesel fuel for Village vehicles for the period December 1, 1999 through November 30, 2000 in a total contract amount not to exceed $175,400. F. Christian-Roge and Associates, Chicago, IL – Award a professional services contract for preparation of preliminary design and contract plans for widening Devon Avenue from Busse Road to Elmhurst Road in a total contract amount not to exceed $114,621, from the ICRC Fund. G. Mario Gambino & Sons Landscaping, Arlington Heights, IL – Increase an existing contract for sod restoration services from $12,000 to $18,000. H. Purchasing Policy and Procedures/Petty Cash Fund – Amend the Village’s Purchasing Policy and Procedures to increase the purchase order dollar limit from $100 to $500; and increase the Petty Cash Fund from $100 to $150; and increase the Petty Cash Checking Account from $300 to $500. I. O’Hare West Distribution/Center Point Properties – Adopt Resolution No. 29-99 entitled, “A RESOLUTION ACCEPTING A CERTIFICATE OF APPROVAL AND INITIAL ACCEPTANCE; DEED OF CONVEYANCE/BILL OF SALE; MAINTENANCE BOND NO.120001158 IN THE AMOUNT OF $10,000.00 EXPIRING NOVEMBER 16, 2001 GUARANTEEING PUBLIC IMPROVEMENTS (WATERMAIN ONLY) O’HARE WEST DISTRIBUTION 2701-2801 BUSSE ROAD (CENTERPOINT PROPERTIES).” J. Plat of Subdivision/Gullo’s Wood Dale Oaks – Adopt Resolution No. 30-99 entitled, “A RESOLUTION OF APPROVAL OF PLAT OF SUBDIVISION IDENTIFIED AS GULLO’S WOODDALE OAKS (SOUTH OF DEVON AVE/EAST OF WOOD DALE RD)." K. Annual Audit – Accept the Comprehensive Annual Financial Report (CAFR) for the Fiscal Year ended April 30, 1999. L. Landmeier Public Works and Biesterfield Fire Station – Reject all bids submitted for the remodeling projects. M. Annual Conference/Village Trustees – Authorize Village Trustee Bart K. Dill and Samuel L. Lissner to attend the National League of Cities annual conference in Los Angles, CA from December 3 to December 5, 1999 at an estimated cost of $1,146 per person. N. Increase Fire Department Budget – Increase the FY 1999-00 General Fund Fire Department Budget in the amount of $162,000.
