TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY, APRIL 27, 1999
Village President Craig B. Johnson called the meeting to order at 7:41 p.m.
1. ROLL CALL:

Absent: None
Also Present Village Manager, Gary E. Parrin, Village
Attorney, George B. Knickerbocker; and
Village Clerk, Patricia S. Smith
A quorum was present.
2. INVOCATION
The Reverend Rodney L. Pickett, Pastor of the Wesleyan Community Church delivered the invocation.
Reverend Pickett, Police Chaplain gave a brief explanation of the Chaplain Program.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on April 13, 1999 as submitted.

4. REPORT OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES
Village Election – The Swearing-in of the newly elected Village and Library Trustees will take place at the end of tonight’s meeting.
Awards Dinner – The Annual Awards Dinner took place on Friday, April 16, 1999 at the Elk Grove Village Holiday Inn. Employees and members of the various Boards and Commissions received
recognition for their years of dedicated service to the Village.
American Cancer Society – The President attended the kick-off for the Walk-a-Thon on April 20, 1999. The Walk will take place on June 11, 1999 at Elk Grove High School starting at 6:00
p.m. until noon on June 12, 1999 to raise money for the benefit of the American Cancer Society. President Johnson will serve as honorary chairman.
Shinnyo-En USA – The President, Trustees Dill, Czarnik and Petri and members of staff attended the very unique groundbreaking ceremony for the new temple to be built on Devon Avenue
west of Ridge Avenue. Residents of the area abutting the Shinnyo-En property were also invited to attend the ceremony and the luncheon that followed the ceremony. President Johnson
welcomed the temple and its members to the Village.
LaPetite Academy – Sue Greaves and the Elk Grove Village LaPetite Academy were the number one fund raisers for the National Children’s Memorial Network out of all of the Petite Academies
throughout the entire country.
Proclamations – The President declared the month of May as “MOTORCYCLE AWARENESS MONTH”; the week of May 2 through May 8,
1999 as “Municipal Clerk’s Week”; and May 6, 1999 as “National Day of Prayer”.
Recognition Award – The President presented awards to Trustee Prochno for 4 years of service; and Nancy Czarnik for 10 years of service.
Trustee Prochno reported that the second annual Job Fair was held at Elk Grove High School and over forty (40) companies were represented to interview people for summer, part time and
full time jobs. The Job Fair was attended by over 300 people of all ages.
Memorial Day – The Flag Lowering Ceremony will be held at the Park District Pavilion on Monday, May 31, 1999 at 10:45 a.m.
Trustee Dill met with Michael Schwartz, President of Alexian Brothers Medical Center and had a tour of the new cardiac catherization facility. The hospital is also building a new cancer
facility. Trustee Dill remarked how fortunate the Village is to have the Alexian Brothers Medical Center and to have them expanding to give quality care.
The President expressed his good wishes to Trustee Dill and Trustee Prochno on their birthdays.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the April 27, 1999 Accounts Payable Warrant in the amount of $238,937.50.

6. CONSENT AGENDA
A. Dustcatchers, Inc., Chicago, IL – Renew an existing contract for the rental of linens and floor mats in an amount not to exceed $20,705.
B. Elk Grove Rotary Club – Approve a donation of $15,000.00 for the 1999 RotaryFest;
Grant a request to waive fees and licenses incidental to the 1999 RotaryFest in a total amount of $2,740; and
Grant variations required to permit the usage of portable signage related to RotaryFest.
C. Rai Concrete, Inc., Carol Stream, IL – Award a contract to the lowest responsive and responsible bidder for the 1999 Plum Grove Sidewalk Improvement Project at a total contract amount
not to exceed $14,431.50.
D. Marcott Enterprises, Inc., Elmhurst, IL – Award a purchase contract to the lowest responsive and responsible bidder for the following:
800 tons of CA-6 Grade 8 limestone delivered at a unit cost of $8,05 per ton; and
100 tons of CA-6-3” limestone at a delivered unit cost of $9.00 per ton
for a total amount not to exceed $7,340.00.
E. Koz Trucking & Sons, Medinah, IL – Award a purchase contract to the lowest responsive and responsible bidder for the following:
3,500 tons of CA-6 Grade 9 gravel delivered at a unit cost of $8.99 per ton; and
150 tons of #2 Torpedo sand at a delivered unit cost of $6.40 per ton.
For a total amount not to exceed $32,425.
F. Neat Cleaning Service, Chicago, IL – Renew an existing services contract to furnish custodial services at the Fire Administration Building and Landmeier Public Works facility for
the period May 1, 1999 through April 30, 2000 in an amount not to exceed $28,884.00.
G. Murphy & Miller, Inc., Chicago, IL – Award a maintenance contract to the lowest responsive and responsible bidder for the maintenance of heating, ventilation and air conditioners
at all Village-owned facilities in the amount not to exceed $38,301.
H. Fire Department Training – Concur with the Assistant Village Manager’s prior authorization to authorize Firefighter Scott Peterson to attend the International Haz Mat Conference for
Response Teams in Towson, Maryland from June 3 to June 6, 1999 in an amount not to exceed $1,064.96 from the 1999-2000 Budget.
I. Insurance Premiums/Liability Insurance – Approve the Liability Insurance Premiums for FY 1999-00 submitted by Arthur J. Gallagher & Company at a premium level as determined for the
following coverage:

Award a professional service contract to Gallagher Bassett for the administration of the Village’s self-insurance liability plan in an amount not to exceed $51,835.
J. Amend Village Code/busses and trolleys – Adopt Ordinance No. 2692 entitled, “AN ORDINANCE AMENDING SECTION 3-7A-6C DISPATCHER AFFILIATION OF THE VILLAGE CODE BY PERMITTING BUSSES
AND TROLLEYS TO BE ELIGIBLE FOR A LIVERY LICENSE WITHOUT THE NEED FOR A CONTRACTUAL ARRANGEMENT WITH A LICENSED DISPATCHER.”
K. Zoning Variation/250 Victoria – Adopt Ordinance No. 2693 entitled, “AN ORDINANCE GRANTING A VARIATION OF SECTION 3-6:B OF THE ZONING ORDINANCE AS IT PERTAINS TO REQUIRED FRONT YARD
SETBACKS ON CORNER LOT PROPERTIES TO PERMIT THE CONSTRUCTION OF A DETACHED GARAGE WHICH WILL ENCROACH APPROXIMATELY 6.8 FEET INTO THE REQUIRED 25 FOOT SIDE YARD ON PROPERTY LOCATED
AT 250 VICTORIA LANE, ELK GROVE VILLAGE, (WILLIAMS).”
